CIRCULAR
BISSUES THE NATIONAL TECHNICAL REGULATION
ON INTERNAL COMBUSTION ENGINE LUBRICATING OILS

WHEREAS, the Law on Standards and Technical Regulations dated June 29, 2006 and the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing certain provisions of the Law on Standards and Technical Regulations;
WHEREAS, the Government Decree No. 95/2017/NĐ-CP dated August 16, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director General of the General Department of Standards, Metrology and Quality and the Director of the Legal Departmentpolicies,
THE MINISTER OF SCIENCE AND TECHNOLOGY ISSUES THIS CIRCULAR ISSUING THE NATIONAL TECHNICAL REGULATION ON INTERNAL COMBUSTION ENGINE LUBRICATING OILS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 30, 2018.
1. As of December 15, 2018, internal combustion engine lubricating oils produced, compounded, or imported into the market must comply with the provisions of QCVN 14:2018/BKHCN.
2. Internal combustion engine lubricating oils that were produced, compounded, or imported and circulated in the market before December 15, 2018 shall continue to be circulated in the market until June 15, 2020.
Article 4. THE DIRECTOR OF THE STANDARDIZATION, MEASUREMENT, AND QUALITY CONTROL AGENCY, THE HEADS OF THE RELATED ORGANIZATIONS, AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
