CIRCULAR
Issuing the ASEAN Statistical Indicators System

Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;
Pursuant to Decree No. 86/2017/NĐ-CP dated July 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decision No. 1161/QĐ-TTg dated July 23, 2015 of the Prime Minister approving the ASEAN Statistical Integration Project for the period 2016-2020;
At the proposal of the General Statistics Office Director;
The Minister of Planning and Investment issues this Circular on the ASEAN Statistical Indicators System.
Article 1. Issued together with this Circular is the ASEAN Statistical Indicators System
1. The ASEAN Statistical Indicators System is a collection of statistical indicators reflecting the characteristics of socio-economic phenomena, meeting the information needs of the ASEAN statistical authority.
2. The ASEAN Statistical Indicators System includes the list and content of ASEAN statistical indicators:
a) The list of ASEAN statistical indicators as set out in Appendix I attached;
b) The content of ASEAN statistical indicators as set out in Appendix II attached.
Article 2. Implementation
c) Applying information technology in statistical activities using the classification of institutional sectors to be applied in Vietnam's statistics.
a) Establishing statistical reporting systems; regulations on providing and sharing information between the Ministry of Planning and Investment (General Statistics Office) and other ministries and agencies; integrating the collection of ASEAN statistical indicators through the statistical reporting systems of ministries and agencies, statistical surveys, and administrative data.
b) Compiling information from the ASEAN Statistical Indicators System provided according to ASEAN's requirements; organizing the dissemination of statistical information; monitoring, guiding, and reporting on the implementation of this Circular.
c) Building a statistical database on ASEAN; developing statistical software for collecting, processing, and disseminating ASEAN statistical information.
2. Based on the ASEAN Statistical Indicators System issued together with this Circular, the relevant ministries, agencies at the ministerial level, government agencies, Supreme People's Procuratorate, Supreme People's Court, and related agencies within their respective functions and powers shall integrate, collect, and compile the assigned statistical indicators in the ASEAN Statistical Indicators System and provide them to the Ministry of Planning and Investment (General Statistics Office) for compilation, editing, and provision according to ASEAN's requirements.
Article 3. Effectiveness
1. This Circular shall take effect from February 15, 2019.
Article 2. During the implementation, if there are any difficulties, agencies and units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance, research, and amendment or supplementation./.
