CIRCULAR
Issuing Standards for Reading, Listening, and Viewing to Inspect Stored Press Materials
Pursuant to the State Budget Law dated June 25, 2015;
Pursuant to the Law on Press dated April 5, 2016;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Department of Planning and Finance;
The Minister of Information and Communications hereby promulgates the standards for reading, listening, and viewing to inspect stored press materials.
Article 1. Accompanying this Circular are the Standards for Reading, Listening, and Viewing to Inspect Stored Press Materials.
Article 2. Scope of Regulation
This Circular stipulates the standards for news items and articles to be read, listened to, and viewed to inspect stored press materials from the preparation stage to the final stage for newly issued press works within one working day, serving as a basis for calculating remuneration fees for those who read, listen to, and view inspections of stored press materials on a monthly basis.
Article 3. Applicability
1. The Press Department and the Radio, Television, and Internet Administration under the Ministry of Information and Communications.
2. Provincial Departments of Information and Communications under central cities and provinces.
3. Readers, listeners, and viewers for inspecting stored press materials, including civil servants and collaborators (if any).
4. Relevant agencies involved in managing state budget usage for reading, listening, and viewing to inspect stored press materials.
Article 4. Reporting Forms, Acceptance, and Determination of Remuneration Costs
1. Report on Results of Reading, Listening, and Viewing to Inspect Stored Press Materials: According to Form No. 01, Form No. 02, and Form No. 03 in Appendix No. 01 accompanying this Circular.
2. The determination of the number of press works inspected beyond the standard in a month to serve as a basis for calculating remuneration payments according to Circular No. 81/2017/TT-BTC dated August 9, 2017 of the Minister of Finance regarding the remuneration system for readers, listeners, and viewers inspecting stored press materials shall not exceed 0.5 times the standard set forth in Article 1 of this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. This Circular takes effect from May 16, 2020.
2. When preparing annual state budget estimates, organizations responsible for reading, listening, and viewing to inspect stored press materials shall base their estimates on the standards issued in this Circular and the provisions in Circular No. 81/2017/TT-BTC dated August 9, 2017 of the Minister of Finance to establish budgets for remuneration expenses for reading, listening, and viewing to inspect stored press materials as prescribed. During implementation, if difficulties arise, relevant agencies and units are requested to report to the Ministry of Information and Communications for consideration and resolution./.
