CIRCULAR

REGULATIONS ON QUALIFICATION STANDARDS FOR SPORTS ACHIEVERS

Pursuant to Clause 3, Article 42 of the Law on Physical Education and Sports amended and supplemented by Clause 3, Article 2 of Law No. 26/2018/QH14 dated June 14, 2018 of the National Assembly amending and supplementing certain articles of the Law on Physical Education and Sports;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular stipulating qualification standards for sports achievers.

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates qualification standards for sports achievers.

2. This Circular applies to:

a) Sports achievers in each sport;

b) National federations and associations;

c) Agencies, organizations, and individuals related to the conferring of qualification levels for sports achievers.

Article 2. Levels of sports achievers

Levels of sports achievers include:

1. "Sports Champion";

2. "Level 1 Sports Achiever";

3. "Level 2 Sports Achiever".

Article 3. Qualification standards for conferring levels of sports achievers

1. Qualification standards for conferring levels of sports achievers consist of general standards and specialized standards.

2. General standards:

a) Be a Vietnamese citizen;

b) They have good moral character;

c) Not currently subject to administrative sanctions; not under criminal prosecution; having been pardoned in cases where they were convicted according to court judgments or decisions;

d) Not currently serving disciplinary actions imposed by national federations, associations, or athlete management agencies.

3. Specialized standards:

a) Specialized standards for conferring levels of sports achievers in each sport are specified in the Appendix attached hereto;

b) Athletes participating in one of the following major sporting events: Olympic Games (Olympics), Asian Games (Asiad), Southeast Asian Games (SEA Games), Youth Olympic Games (Youth Olympics) shall be conferred the level "Sports Champion".

Article 4. Organization of Implementation

The General Department of Physical Education and Sports is responsible for organizing guidance and monitoring the implementation of this Circular.

Article 5. Effective Date

1. This Circular takes effect from September 15, 2021.

2. The following legal documents shall cease to be effective from the date this Circular takes effect:

a) Decision No. 15/2005/QD-UBTDTT dated January 7, 2005 of the Minister, Chairman of the State Committee for Physical Culture and Sports on issuing the framework regulations on conferring qualification levels for athletes in various sports;

b) Decision No. 707/2005/QD-UBTDTT dated April 20, 2005 of the Minister, Chairman of the State Committee for Physical Culture and Sports on issuing the qualification standards for weightlifting athletes;

c) Decision No. 1035/2005/QD-UBTDTT dated May 18, 2005 of the Minister, Chairman of the State Committee for Physical Culture and Sports on issuing the qualification standards for bodybuilding athletes;

d) Decision No. 2206/2005/QD-UBTDTT dated November 16, 2005 of the Minister, Chairman of the State Committee for Physical Culture and Sports on issuing the qualification standards for fencing athletes;

đ) Decision No. 2209/2005/QD-UBTDTT dated November 17, 2005 of the Minister, Chairman of the State Committee for Physical Culture and Sports on issuing the qualification standards for chess athletes;

e) Decision No. 829/2006/QD-UBTDTT dated May 5, 2006 of the Minister, Chairman of the State Committee for Physical Culture and Sports on approving the qualification standards for athletes in various sports;

g) Decision No. 889/2006/QD-UBTDTT dated May 17, 2006 of the Minister, Chairman of the State Committee for Physical Culture and Sports on approving the qualification standards for gymnastics athletes.

3. In the course of implementation, if any difficulties arise, agencies, units, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the General Department of Physical Education and Sports) for research and appropriate amendments and supplements./.
