Circular No. 06/2022/TT-BGDĐT guiding the provision of knowledge and skills for fire prevention, firefighting, and rescue for students in educational institutions

CIRCULAR

for use equipping knowledge, skills on fire prevention, firefighting and rescue and emergency response for students in educational institutions 

Pursuant to the Education Law June 14, 2019;

Pursuant to the Law "5. The pre-tax weighted average cost of capital i (%) is determined according to the formula below:on Fire Prevention and Fighting dated June 29, 2001; Law Provincial People's Committees set specific pricesamending and supplementing certain articles of the Law "5. The pre-tax weighted average cost of capital i (%) is determined according to the formula below:on Fire Prevention and Fighting dated November 22, 2013;

On the basis of Decree No. 136/2020/NĐ-CP dated November 24, 2020 of the Government detailing some provisions and measures to implement the Law on Fire Prevention and Fighting and the Law Amending and Supplementing Certain Articles of the Law on Fire Prevention and Fighting;

Grounds: Decree No. 83/2017/NĐ-CP dated July 18, 2017, of the Government on rescue operations of the firefighting and rescue force;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 84/2020/NĐ-CP dated July 17, 2020, of the Government detailing certain provisions of the Education Law;

Upon the proposal of the Director of the Department of Political Education and Student Affairs;

The Minister of Education and Training issues this Circularguiding equipping knowledge, skills on fire prevention, firefighting and rescue and emergency response for students in educational institutions.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Circular guides the content, methods, and forms of implementing the equipping of knowledge and skills on fire prevention, firefighting, and rescue for students in educational institutions under the national education system.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

This Circular applies to preschool education institutions, general education institutions, regular education institutions, specialized schools, and other educational institutions; universities, academies, colleges, teacher training colleges, educational institutions that train teachers, excluding higher education institutions under the Military and Public Security (hereinafter referred to collectively as educational institutions); organizations and individuals related thereto.

Article 2. Implementation Principles

1. Ensuring consistency with the Party's guidelines and state policies and laws.

2. The content of education on fire prevention, firefighting, and rescue must be consistent across all levels of education and training programs within the national education system without altering the framework curriculum of each level of education and training.

3. Combining formal education with organized educational activities.

Chapter II

CONTENT, METHODS, AND FORMS OF IMPLEMENTING THE EQUIPPING OF KNOWLEDGE AND SKILLS ON FIRE PREVENTION, FIREFIGHTING, AND RESCUE FOR STUDENTS

Article 3. Content of knowledge and skills on fire prevention, firefighting, and rescue

1. Content of propaganda and education on laws on fire prevention, firefighting, and rescue.

a) Legal regulations, directives, and guidance on fire prevention, firefighting, and rescue as prescribed by the Law on Fire Prevention and Fighting and the regulations of the Ministry of Education and Training.

b) Responsibilities of various levels, sectors, organizations, individuals, and families in fire prevention, firefighting, and rescue work.

c) The dangerous nature, harm, and consequences of fires and explosions on individuals, families, communities, and society.

d) Measures and procedures for fire prevention, firefighting, and rescue at home, schools, and communities; responsibility for reporting incidents of fires, explosions, and accidents.

2. Content and basic knowledge and skills on fire prevention, firefighting, and rescue integrated into compulsory subjects as specifically provided in the preschool education program, the general education program issued by the Ministry of Education and Training, or the training programs of higher education institutions.

3. Supplementary knowledge and skills on fire prevention, firefighting, and rescue provided by educational institutions to learners to meet specific requirements set forth in Article 5 of this Circular, ensuring suitability with the conditions of the school.

4. Content of drills on fire prevention, firefighting, and rescue include: drills using firefighting equipment, rescue equipment (using actual devices or models), drills for evacuation plans when fires or explosions occur.

5. Duration of organizing supplementary activities and drills on fire prevention and firefighting: For preschool children, ensure a minimum of one session per academic year. For secondary school students and learners at regular education centers, ensure a minimum of two sessions per academic year. For university students, ensure a minimum of three sessions per academic year.

Article 4. Methods and forms of organizing fire prevention, firefighting, and rescue education and skills training

1. For preschool education

a) Incorporate through nurturing, caring, and educational activities for children.

b) Use visual teaching methods illustrated through physical education activities.

2. For general education and continuing education

a) Incorporate within the content of subjects in the regular curriculum.

b) Through experiential activities, vocational experience activities, life skill education activities, and club activities during summer sessions.

3. For higher education

a) Incorporate within national defense and security education courses and extracurricular activities.

b) Coordinate with functional units in fire prevention, firefighting, rescue work to organize training, practice, and drills consistent with the training program of educational institutions.

Article 5. Requirements to be achieved for preschool children and students, trainees, and university students

1. For preschool children

a) Recognize sources of fire, heat, and certain items that may cause fires or explosions.

b) Know how to prevent sources of fire, heat, and certain incidents that may cause fires or explosions.

c) Recognize fire alarm signals and take appropriate actions upon hearing fire alarm signals.

2. For elementary school students

a) Recognize signs of a fire, risks leading to accidents. Recognize fire alarm signals and have the ability to sound alarms when a fire occurs.

b) Know escape skills in a fire, ways to choose an exit, and how to use respiratory protection equipment and protect the body during a fire or explosion.

c) Use and practice extinguishing a fire with model firefighting equipment, practicing escape skills in smoke and toxic gas environments.

d) Know how to prevent and provide basic first aid for common accidents and incidents.

3. For middle school students

a) Recognize causes and measures for fire prevention and firefighting and prevention of common incidents and accidents.

b) Know escape skills when a fire or explosion occurs.

c) Practice and master firefighting and rescue skills using model equipment.

4. For high school students and trainees studying the general education program at vocational education centers, continuing education centers, and comprehensive technical centers

a) Master some measures and principles to ensure safety during firefighting; know escape skills from transportation means, elevators, escalators when there are fire or explosion incidents.

b) Know basic skills to search for victims, rescue injured persons, and provide first aid to injured persons when a fire or explosion occurs and other incidents and accidents.

c) Skillfully use portable fire extinguishers and common firefighting equipment with different types of fires (using model equipment or actual equipment).

5. For university students

a) Master some measures and principles to ensure safety during firefighting; skillfully perform escape skills from transportation means, elevators, escalators when there are fire or explosion incidents.

b) Skillfully perform basic skills to search for victims, rescue injured persons, and provide first aid to injured persons when a fire or explosion occurs and other incidents and accidents.

c) Use basic firefighting, rescue, and emergency response equipment available at home, schools, and public areas.

d) Be issued a certificate of fire prevention, firefighting, and rescue training according to current laws (if required) after being evaluated and found competent by authorized police agencies.

Chapter III

Article 6. Conditions for Ensuring the Implementation of Educational Work on Fire Prevention, Firefighting, and Rescue Skills in Educational Institutions

Article 6. Organization and Management of Activities

1. Establish a Steering Committee for Fire Prevention, Firefighting, and Rescue at educational institutions, headed by the school leader, with members including management staff, teachers, lecturers, and employees.

2. Members of the Steering Committee for Fire Prevention, Firefighting, and Rescue at educational institutions must be certified in fire prevention, firefighting, and rescue training according to the law; they must have the ability to teach and disseminate knowledge and skills related to fire prevention, firefighting, and rescue.

3. The Steering Committee for Fire Prevention, Firefighting, and Rescue at educational institutions shall perform the following tasks:

a) Develop annual plans to implement regulations on the training and practice of fire prevention, firefighting, and rescue knowledge and skills for students as stipulated in this Circular.

b) Proactively coordinate with local specialized agencies responsible for fire prevention, firefighting, and rescue to support educational institutions in organizing activities as stipulated in this Circular.

c) Organize the dissemination, promotion, and implementation of educational work on fire prevention, firefighting, and rescue knowledge and skills for students.

d) Actively carry out fire prevention, firefighting, and rescue operations at educational institutions when incidents occur; review conditions ensuring safety for students during their studies.

đ) Review and compile statistics; propose supplementary learning materials, equipment for learning and practicing fire prevention, firefighting, and rescue for students.

e) Ensure absolute safety for students during the learning and practicing of fire prevention, firefighting, and rescue knowledge and skills.

g) Implement commendation work for individuals and groups with outstanding achievements and disciplinary measures for individuals and groups violating regulations on fire prevention, firefighting, and rescue in educational institutions according to the law.

Article 7. Material Basis, Funding, and Conditions for Ensuring Implementation in Educational Institutions

1. Educational institutions must provide sufficient materials to impart knowledge and skills on fire prevention, firefighting, and rescue; they must have adequate teaching and practical equipment for fire prevention, firefighting, and rescue that has been issued by competent authorities.

2. Educational institutions must proactively inspect electrical systems and gas sources in kitchens; ensure the origin of chemicals used in experiments and practices is clear; implement storage and collection of chemicals after practices in laboratories in accordance with laws on occupational safety and health and fire prevention and explosion control.

3. Teaching and practical equipment for students must be appropriate for each level of education and training program.

a) For preschool educational institutions: Provide sufficient teaching aids, toys, and educational devices (video clips, pictures, images, drawings, signs, prohibitory signs, directional signs...) illustrating sources of fire, explosions, heat sources, and common accidents to organize educational activities on fire prevention, firefighting, and rescue skills.

b) For general education institutions and continuing education institutions: Arrange training areas in physical education buildings (multi-purpose buildings) or outdoors. Equip with models and firefighting practice tools (portable fire extinguishers, hoses, blankets, sand, and similar equipment; gasoline trays, gas cylinders, gasoline, oil, helmets, protective gloves). Equip with basic rescue practice tools (gas masks, wet bandages, gauze, splints, stretchers, and similar equipment).

c) For universities, academies, colleges, and teacher training schools: Arrange training areas in physical education buildings (multi-purpose buildings) or outdoors. Equip with models or images of various systems (automatic fire alarm systems; automatic or semi-automatic firefighting systems; indoor and outdoor fire hydrant systems; indoor water supply systems for firefighting, outdoor fire hydrants). Equip with firefighting tools (portable fire extinguishers, hoses, blankets, sand, and similar equipment; gasoline trays, gas cylinders, gasoline, oil, helmets, protective gloves). Equip with basic rescue practice tools (gas masks, wet bandages, gauze, splints, stretchers, and similar equipment).

d) Prioritize the use of virtual reality technology for training and handling fire, explosion, accident situations; use new technological products for related chemical experiments that can easily cause fires and explosions.

4. Funding to ensure the integration of fire prevention, firefighting, and rescue knowledge and skills into educational programs and activities in educational institutions

a) Regular operating funds of the school; investment funds for fire prevention, firefighting, and rescue activities as prescribed by law.

b) Financial assistance from domestic and foreign organizations and individuals as prescribed by law; other legitimate funding sources.

c) Legitimate financial resources of private educational institutions and other relevant agencies, organizations, and individuals.

Chapter IV

IMPLEMENTATION

Article 8. Responsibilities of the Ministry of Education and Training

1. Lead and coordinate with relevant agencies and units to guide and inspect the implementation of regulations stipulated in this Circular.

2. Direct and guide relevant agencies, units, organizations, and individuals to develop and implement supplementary learning materials on fire prevention, firefighting, and rescue skills for students.

3. Periodically compile and report to relevant agencies on the implementation of educational work on fire prevention, firefighting, and rescue in the education sector.

Article 9. Responsibilities of People's Committees of provinces and centrally governed cities

1. Direct the Departments of Education and Training and other local departments to actively and proactively organize and implement the provisions of this Circular.

2. Ensure funding sources for educational institutions within their jurisdiction to implement regulations on integrating knowledge and skills related to fire prevention, firefighting, and rescue activities into teaching programs and educational activities as stipulated in this Circular.

3. Organize inspections and implement reward and disciplinary measures in accordance with the law.

1. Advise the Chairman of the Provincial/Municipal People's Committee to develop plans for implementation at the local level; develop specific plans to direct kindergartens, primary and secondary schools, and continuing education centers within their jurisdiction to organize and implement the provisions of this Circular.

2. Direct kindergartens, primary and secondary schools, and continuing education centers within their jurisdiction to guide children, students, and trainees to participate in local organized activities for legal education, dissemination, and knowledge and skills related to fire prevention, firefighting, and rescue.

3. Reward organizations and individuals who have outstanding achievements in legal education, dissemination, and knowledge and skills related to fire prevention, firefighting, and rescue in educational institutions, and discipline groups and individuals who violate regulations according to the law.

Article 11. Responsibilities of Higher Education Institutions

1. Assign the lead unit to develop a plan to implement educational work, disseminate knowledge and skills related to fire prevention, firefighting, and rescue for students as stipulated in this Circular.

2. Implement, direct, inspect, and supervise the execution in accordance with the contents of this Circular. Accept inspection and supervision and submit reports as required by the educational management authority.

3. Conduct mid-term and final reviews, and report to the immediate superior management body annually.

Article 12. Reporting System

1. Content of the report

a) In accordance with the content stipulated in Article 3 of this Circular.

b) Management of equipment and facilities serving practical activities for fire prevention, firefighting, and rescue; quantity of hazardous chemicals that need to be destroyed; incidents of fires, explosions, accidents (if any).

2. Forms of Reporting

Educational institutions shall incorporate the reporting contents as stipulated in Clause 1 of this Article into annual reports on political education work and student affairs as prescribed.

Article 13. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from June 26, 2022.

2. The Director of the Office, the Head of the Department of Political Education and Student Affairs, the Heads of relevant units under the Ministry of Education and Training; Chairmen of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training, Director of the Department of Education, Science and Technology of Bac Lieu Province, Heads of higher education institutions, and relevant agencies and units are responsible for implementing this Circular.
