CIRCULAR
Regulations on the vocational training program for vocational education teachers and vocational teacher certificates
Based on the Vocational Education Law dated November 27, 2014;

Based on Decree No. 15/2019/NĐ-CP dated February 1, 2019 of the Government detailing certain provisions and implementation measures of the Vocational Education Law;
Pursuant to Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of public officials;
The Minister of Labor, Invalids and Social Affairs issues this Circular regulating the vocational training program for vocational education teachers and vocational teacher certificates.
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Based on the proposal of the Director General of the General Department of Vocational Education;
CHAPTER I
This Circular stipulates the vocational training program for vocational education teachers at the college level, intermediate level, and basic level; sample certificates, sample copies; printing, managing blanks; issuing, amending, recalling, and canceling vocational teacher certificates for teaching at the college level, intermediate level, and basic level.
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular applies to institutions implementing vocational training programs for vocational education teachers (hereinafter referred to as training institutions); students enrolled in vocational training programs for teaching at the college level, intermediate level, and basic level (hereinafter referred to as trainees), and other related organizations and individuals.
Article 2. Applicability
VOCATIONAL TRAINING PROGRAM FOR TEACHERS TEACHING AT THE COLLEGE LEVEL, INTERMEDIATE LEVEL, AND BASIC LEVEL
PART II
Article 3. Vocational training program for teachers teaching at the college level and intermediate level
Clause 1. The content of the vocational training program for teachers teaching at the college level and intermediate level prescribed in this Circular includes: Objectives, target groups, duration of training and units of time, list of modules and allocation of training time, module programs and guidance on implementation (Details in Appendix I attached).
Clause 2. Based on the annual vocational training plan, the training institution organizes training courses according to the program prescribed in Clause 1 of this Article. After completing the training program, trainees will be issued a vocational teacher certificate for teaching at the college level and intermediate level upon issuance of a graduation recognition decision by the head of the training institution.
Article 4. Vocational training program for teachers teaching at the basic level
Clause 1. The content of the vocational training program for teachers teaching at the basic level prescribed in this Circular includes: Objectives, target groups, duration of training and units of time, list of modules and allocation of training time, module programs and guidance on implementation (Details in Appendix II attached).
Clause 2. Based on the annual vocational training plan, the training institution organizes training courses according to the program prescribed in Clause 1 of this Article. After completing the training program, trainees will be issued a vocational teacher certificate for teaching at the basic level upon issuance of a graduation recognition decision by the head of the training institution.

CERTIFICATES
FOR TEACHING AT THE COLLEGE LEVEL, INTERMEDIATE LEVEL,
BASIC LEVEL TEACHERS OF COLLEGE LEVEL, VOCATIONAL LEVEL, PRIMARY LEVEL
VOCATIONAL PRIMARY LEVEL
Article 5. Template for vocational teaching certificates for college, intermediate, and primary levels
1. The vocational teaching certificate for college, intermediate, and primary levels shall be printed on both sides with four pages, each page having dimensions of 210 mm x 148 mm; page 1 and page 4 are the cover of the certificate; page 2 and page 3 contain the contents of the certificate.
2. The font used in the template for vocational teaching certificates for college, intermediate, and primary levels is the Vietnamese font from the Unicode character set according to the Vietnamese standard TCVN 6909: 2001, typeface Times New Roman.
3. Page 1 and page 4 of the certificate:
a) For the vocational teaching certificate for college and intermediate levels, page 1 and page 4 are blue, with yellow text on the cover. Content printed on page 1 includes the national emblem and slogan "SOCIALIST REPUBLIC OF VIET NAM" and "INDEPENDENCE - FREEDOM - HAPPINESS", 15 mm from the top edge, in uppercase, upright, bold, size 14. The national emblem is circular, diameter 40 mm, center 65 mm from the top edge, centered. The lines of text "CERTIFICATE" and "VOCATIONAL TEACHING CERTIFICATE FOR COLLEGE AND INTERMEDIATE LEVELS" are centered, separated by a single line, 86 mm from the bottom edge, in uppercase, upright, bold, size 16. Page 4 has no text or images;
b) For the vocational teaching certificate for primary level, page 1 and page 4 are red, with yellow text on the cover. Content printed on page 1 includes the national emblem and slogan "SOCIALIST REPUBLIC OF VIET NAM" and "INDEPENDENCE - FREEDOM - HAPPINESS", 15 mm from the top edge, in uppercase, upright, bold, size 14. The national emblem is circular, diameter 40 mm, center 65 mm from the top edge, centered. The lines of text "CERTIFICATE" and "VOCATIONAL TEACHING CERTIFICATE FOR PRIMARY LEVEL" are centered, separated by a single line, 86 mm from the bottom edge, in uppercase, upright, bold, size 16. Page 4 has no text or images.
4. Page 2 and page 3 of the vocational teaching certificate for college, intermediate, and primary levels have a white background, with a sunken bronze-colored circular pattern in the center. Content printed on page 2 includes the lines of text "CERTIFICATE" and "VOCATIONAL TEACHING CERTIFICATE FOR COLLEGE AND INTERMEDIATE LEVELS" or "VOCATIONAL TEACHING CERTIFICATE FOR PRIMARY LEVEL" in red, centered, separated by a single line, uppercase, size 14, upright, bold. Content printed on page 3 includes the national emblem and slogan comprising two lines of text "SOCIALIST REPUBLIC OF VIET NAM" and "INDEPENDENCE - FREEDOM - HAPPINESS", centered, black text, separated by a single line; the first line "SOCIALIST REPUBLIC OF VIET NAM" is 14 mm from the top edge, in uppercase, size 14, upright, bold; the second line "INDEPENDENCE - FREEDOM - HAPPINESS" is in lowercase, size 14, upright, bold, with the first letter of each phrase capitalized, hyphenated between phrases, and spaced; below there is a solid horizontal line, the length of which equals that of the text line.
5. The template for the certificate and the method of recording content on the vocational teaching certificate for college, intermediate, and primary levels are specified in Appendix III and Appendix IV issued together with this Circular.
Article 6. Sample copy of the vocational teaching certificate for college, intermediate, and primary levels
The sample copy of the vocational teaching certificate for college, intermediate, and primary levels shall be implemented according to the provisions of Article 5 of this Circular and shall include the phrase "COPY" in yellow on page 1 and red on page 2, in uppercase, upright font, bold, with size 16 on page 1 and 14 on page 2 (as specified in Appendix V and Appendix VI attached hereto). The content of the sample copy of the vocational teaching certificate for college, intermediate, and primary levels shall be implemented according to the provisions of Article 5 of this Circular.
Article 7. Printing of the blank vocational teaching certificate for college, intermediate, and primary levels
1. Based on the model of the blank vocational teaching certificate for college, intermediate, and primary levels prescribed in Articles 4 and 5 of this Circular, the head of the training institutions shall approve the model of the blank vocational teaching certificate of their unit and send it to the General Department of Vocational Education and Training, the Department of Labor, Invalids and Social Affairs, the provincial-level public security agency where the training institution's main office is located for reporting; they shall be responsible for the content printed on the blank certificate and organize the printing of the blank certificates.
2. The printing of the blank vocational teaching certificate for college, intermediate, and primary levels must ensure strictness and safety and must be recorded in a management ledger.
Article 8. Management of the blank vocational teaching certificate for college, intermediate, and primary levels
1. The training institution must establish a record book to track the issuance of the vocational teaching certificate for college, intermediate, and primary levels, clearly recording the serial number and entry number in the issuance record book. The establishment of the serial number and entry number in the issuance record book of the vocational teaching certificate shall be carried out according to the following regulations:
a) The serial number of the vocational teaching certificate for college, intermediate, and primary levels shall be established continuously in natural order from small to large throughout the entire operation period of the training institution since self-printing of the blank certificate; ensuring differentiation of the serial number of each type of certificate;
b) The entry number in the issuance record book of the vocational teaching certificate for college, intermediate, and primary levels shall be established continuously in natural order from small to large annually from January 1 to December 31; ensuring differentiation of the entry number of each type of certificate, year of issuance, and issuing training institution.
2. For blank vocational teaching certificates for college, intermediate, and primary levels that are damaged, incorrectly printed, incorrectly written, unused due to changes in the model, the training institution must establish a committee to handle and issue a cancellation record, clearly stating the quantity, serial number, and condition of the certificate before cancellation. The cancellation record must be stored in the tracking and management file, and the cancellation must be reported to the Department of Labor, Invalids and Social Affairs where the training institution's main office is located within 15 days from the date of cancellation for tracking and management. This provision also applies to certificates that have been incorrectly written or printed and signed and stamped.
3. In case the blank vocational teaching certificate for college, intermediate, and primary levels is lost, the training institution must issue a record and report to the local public security agency and the Department of Labor, Invalids and Social Affairs where the main office is located for prompt handling.
Article 9. Issuing and Providing Copies of Teaching Profession Certificates for Higher Education, Secondary Education, and Primary Education Levels
1. Principles for Managing and Issuing Teaching Profession Certificates for Teachers at Higher Education, Secondary Education, and Primary Education Levels:
a) Teaching profession certificates for teachers at higher education, secondary education, and primary education levels shall be uniformly managed, with autonomy and responsibility granted to training institutions;
b) Original teaching profession certificates for higher education, secondary education, and primary education levels shall be issued only once to trainees;
c) All fraudulent acts in issuing and using certificates are strictly prohibited;
d) Transparency and fairness must be ensured in the issuance of certificates.
2. The heads of training institutions are responsible for:
a) Signing the certificate according to the model signature previously notified to the competent authority, clearly recording full name and position; affixing the seal on the authorized person's signature in accordance with current archiving regulations; issuing teaching profession certificates for higher education, secondary education, and primary education levels to trainees who have completed the specified teacher training programs within no more than 30 days from the end of the training course;
b) Maintaining a record of the issuance of teaching profession certificates for higher education, secondary education, and primary education levels and copies thereof as stipulated in Clause 1, Article 8 of this Circular. The record of certificate issuance must accurately and fully document the contents in Vietnamese as in the original certificate issued by the training institution, numbered pages, stamped across the seams, not erased or altered, ensuring strict management and permanent storage.
3. When issuing teaching profession certificates for higher education, secondary education, and primary education levels to trainees, the training institution must affix the trainee's photograph; stamp the training institution's seal over the photograph; clearly and accurately record all contents in the teaching profession certificate for higher education, secondary education, and primary education levels on pages 2 and 3 of the certificate.
4. In cases where trainees have received teaching profession certificates for higher education, secondary education, and primary education levels but lost or damaged them, they may request copies if necessary. Copies of teaching profession certificates for higher education, secondary education, and primary education levels have the same validity as originals. The head of the training institution that issued the certificate and currently manages the record of certificate issuance has the authority to issue copies of teaching profession certificates for higher education, secondary education, and primary education levels. If the training institution has been merged, divided, or had changes in authority, the person authorized to issue copies of certificates is the head of the agency currently managing the record of certificate issuance.
5. Procedures and formalities for issuing copies of teaching profession certificates for higher education, secondary education, and primary education levels shall be carried out in accordance with Articles 16 and 17 of Decree No. 23/2015/NĐ-CP dated February 16, 2015 of the Government on issuing copies from original registers, certifying copies from originals, certifying signatures, and certifying contracts and transactions.
Article 10. Amending the Content of Teaching Profession Certificates for College, Intermediate, and Primary Levels
Clause 1. Certificate holders have the right to request amendments to the content recorded on teaching profession certificates for college, intermediate, and primary levels in the following cases:
Point a. The certificate holder has signed for the certificate but the content recorded on the certificate is incorrect and not due to the fault of the certificate holder;
Point b. The competent authority has decided or confirmed the change, correction, or supplementation of the household registration information of the certificate holder recorded on the certificate.
Clause 2. Certificate holders requesting amendments to the content of teaching profession certificates for college, intermediate, and primary levels must provide necessary documents as evidence corresponding to the cases stipulated in Clause 1 of this Article for the training institution to consider and decide on amending the teaching profession certificates for college, intermediate, and primary levels.
Clause 3. The content of the decision to amend teaching profession certificates for college, intermediate, and primary levels must include at least the following: Full name; date of birth of the certificate holder whose certificate is being amended; certificate number, entry number in the issuance record book, date of issuance of the amended certificate; content and reason for amendment; validity and responsibility for implementing the decision.
Clause 4. The head of the training institution that issued the certificate and currently manages the issuance tracking record book has the authority to decide on amending the content of teaching profession certificates for college, intermediate, and primary levels. In cases where the training institution has been merged, divided, or there has been a change in authority, the person with the authority to decide on amending the content of the certificate is the head of the agency currently managing the issuance tracking record book.
Article 11. Revoking and Canceling Teaching Profession Certificates for College, Intermediate, and Primary Levels
Clause 1. Teaching profession certificates for college, intermediate, and primary levels will be revoked and canceled in the following cases:
Point a. The certificate holder for teaching profession for college, intermediate, and primary levels is found to lack the required qualifications or engaged in fraudulent behavior during study, examination, or in preparing the application for the teaching profession certificate for college, intermediate, and primary levels;
Point b. The teaching profession certificate for college, intermediate, and primary levels was issued by someone without the authority to do so;
Point c. The teaching profession certificate for college, intermediate, and primary levels has been erased or altered;
Point d. The certificate holder for teaching profession for college, intermediate, and primary levels allows another person to use their teaching profession certificate.
Clause 2. The heads of training institutions have the authority and responsibility to revoke and cancel teaching profession certificates for college, intermediate, and primary levels. In cases where the training institution issuing the certificate has been merged, divided, or dissolved, or there has been a change in authority, the agency currently managing the issuance tracking record book has the authority to revoke and cancel teaching profession certificates for college, intermediate, and primary levels.
Chapter IV
IMPLEMENTATION
Article 12. Responsibilities of the General Department of Vocational Education and Training
Guidelines for organizing the training of teaching profession skills for college, intermediate, and primary levels; compiling and managing the issuance of teaching profession certificates for college, intermediate, and primary levels nationwide.
Article 13. Responsibilities of the Department of Labor - Invalids and Social Affairs of provinces and centrally governed cities
Inspect and supervise the process of printing certificate blanks, using certificate blanks; issuing, amending, recalling, and canceling certificates of training institutions under their management authority or within their jurisdiction.
Article 14. Responsibilities of training institutions
1. Based on the vocational teacher training programs for college, intermediate, and primary levels issued together with Articles 3 and 4 of this Circular, the head of the training institution shall organize the development, review, and issuance of detailed programs and teaching materials for the institution and publish them on the training institution's electronic information website for students to choose from.
2. Publicly announce the issuance of vocational teacher certificates for college, intermediate, and primary levels on the training institution's electronic information website and update the data into the national administrative management database of the Ministry of Labor - Invalids and Social Affairs (General Department of Vocational Education and Training). The public information includes the contents recorded on vocational teacher certificates for college, intermediate, and primary levels and must be accurate compared to the issuance records; it must be regularly updated and retained on the electronic information website of the training institution that has issued vocational teacher certificates for college, intermediate, and primary levels; ensuring easy management, access, and search. Information disclosure regarding certificate issuance does not apply to students in the Police and Military sectors and other cases as prescribed by authorized agencies.
3. Establish files to monitor the printing, management, issuance, recall, and cancellation of vocational teacher certificate blanks for college, intermediate, and primary levels as stipulated.
4. Define specific identification symbols for vocational teacher certificate blanks for college, intermediate, and primary levels of the training institution to serve security, identification, and counterfeit prevention purposes.
5. Coordinate with printing facilities to ensure safety in the printing and management of vocational teacher certificate blanks.
6. Regularly inspect and supervise the printing, issuance, recall, and cancellation of vocational teacher certificates for college, intermediate, and primary levels within their own units.
7. Ensure material and equipment for fire prevention to store vocational teacher certificate blanks.
8. Annually report in writing (both paper and electronic versions) on the implementation of printing blanks, using certificate blanks; the number of printed certificate blanks, the number of used certificate blanks, the issuance, amendment, recall, and cancellation of certificates in the previous year before January 15 of the following year to the General Department of Vocational Education and Training, the direct managing agency of the training institution, and the provincial Department of Labor - Invalids and Social Affairs where the main office is located according to the form prescribed in Appendix VII issued together with this Circular.
9. The training institution shall bear full responsibility for printing certificate blanks for vocational teacher certificates for college, intermediate, and primary levels as stipulated in Articles 5 and 6 of this Circular. They shall be responsible to the state administrative management agency when violations occur in the activities of printing, managing certificate blanks; issuing and recalling vocational teacher certificates for college, intermediate, and primary levels as prescribed.
Article 15. Responsibilities of trainees
1. Accurately and fully declare personal information in the registration dossier for participation in the training course to obtain vocational teaching certificates at the college level, intermediate level, and basic level.
2. Manage the certificate issued; do not rent or lend the certificate; do not erase or deface the certificate. Bear legal responsibility if there is an illegal use of the vocational teaching certificate at the college level, intermediate level, or basic level that has been issued.
3. Present the certificate and comply with inspection and examination requirements when requested by competent authorities.
Article 16. Transitional Provisions
For training courses organized before the effective date of this Circular but not yet completed, the training institution shall continue to implement the training program and issuance of vocational teaching certificates according to the provisions of Circular No. 38/2017/TT-BLDTBXH dated December 29, 2017, of the Minister of Labor, War Invalids and Social Affairs on the training program for vocational teaching skills for teachers at the basic level; sample certificates and copies; management of certificate blanks and vocational teaching certificates at the basic level; Circular No. 28/2018/TT-BLDTBXH dated December 25, 2018, of the Minister of Labor, War Invalids and Social Affairs on the training program for vocational teaching skills for teachers at the intermediate level and college level; samples and regulations on the management and issuance of vocational teaching certificates at the intermediate level and college level.
Article 17. Effective Date
1. This Circular takes effect from June 1, 2022.
2. Circular No. 38/2017/TT-BLDTBXH dated December 29, 2017, of the Minister of Labor, War Invalids and Social Affairs on the training program for vocational teaching skills for teachers at the basic level; sample certificates and copies; management of certificate blanks and vocational teaching certificates at the basic level; Circular No. 28/2018/TT-BLDTBXH dated December 25, 2018, of the Minister of Labor, War Invalids and Social Affairs on the training program for vocational teaching skills for teachers at the intermediate level and college level; samples and regulations on the management and issuance of vocational teaching certificates at the intermediate level and college level shall be repealed from the date this Circular takes effect.
Article 18. Responsibility for Implementation
The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Heads of Central Agencies of Political and Social Organizations having vocational education institutions; Chairpersons of People's Councils of provinces and centrally governed cities; Directors of Departments of Labor, War Invalids and Social Affairs of provinces and centrally governed cities; Director of the Ministry’s Office, General Director of the General Department of Vocational Education and Training; Heads of training institutions, Heads of related agencies and units are responsible for implementing this Circular./.
