Regulations on the Statistical Indicators System for the Statistics Sector 

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 89/2022/NĐ-CP dated October 28, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

At the proposal of the General Statistics Office Director;

The Minister of Planning and Investment issues this Circular to regulate the Statistical Indicators System for the Statistics Sector.

Article 1. Scope of Regulation

This Circular regulates the Statistical Indicators System for the Statistics Sector.

Article 2. Applicability

1. Central statistical agencies.

2. Local statistical agencies.

3. Other agencies and organizations related to the Statistical Indicators System for the Statistics Sector.

Article 3. The Statistical Indicators System for the Statistics Sector

The Statistical Indicators System for the Statistics Sector is a collection of statistical indicators implemented by the centralized statistical system to serve statistical activities and general management tasks of the Statistics Sector. The Statistical Indicators System for the Statistics Sector includes:

a) The list of statistical indicators for the Statistics Sector, including serial number; code; group, name of the indicator, as specified in Appendix I attached hereto.

b) The content of statistical indicators for the Statistics Sector, including concept, calculation method, main classification, publication period, data source, and responsible unit for collecting and compiling data, as specified in Appendix II attached hereto."

Article 4. Organization of Implementation

1. The General Statistics Office shall take the lead and coordinate with relevant units to integrate the collection of indicators into the reporting system of the Statistics Sector, submit to the Minister for issuance; organize statistical surveys and coordinate with relevant units to utilize administrative data under the management of the Ministry to serve the collection and compilation of information for the statistical indicators of the Statistics Sector; compile the information stipulated in the Statistical Indicators System for the Statistics Sector; develop a schedule for disseminating statistical information for the Statistics Sector; monitor, guide, and report on the implementation of this Circular.

2. Heads of units under the Ministry of Planning and Investment (General Statistics Office) and relevant units are responsible for implementing this Circular.

Article 5. Effective Date

1. This Circular takes effect from January 1, 2024. The statistical indicators assigned to the General Statistics Office for collection as prescribed in Circular No. 05/2017/TT-BKHĐT dated November 30, 2017 of the Minister of Planning and Investment shall cease to be effective upon the entry into force of this Circular.

2. During the implementation process, if there are any difficulties, units are requested to send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance and research on amendments and supplements./.
