Issuing the National Technical Regulations on Expressways

Pursuant to the Road Traffic Law dated November 13, 2008;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Science - Technology and Environment and the Director of Vietnam Expressway Administration;
The Minister of Transport issues this Circular on issuing National Technical Regulations on Expressways,
Article 1. This Circular hereby promulgates the National Technical Regulations on Expressways attached hereto.
Number: QCVN 115: 2024/BGTVT.
Article 2. Effective Date
1. This Circular shall take effect from October 1, 2024.
2. Transitional Provisions
a) Investment projects for expressway construction that have been approved before the effective date of this Circular shall continue to be implemented in accordance with regulations at the time of approval;
b) For existing expressways with design speeds up to 80 km/h, when upgrading or expanding such roads after the effective date of this Circular, technical factors for projects approved before the effective date of this Circular may still be applied.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Directors of Departments, Directors of Vietnam Expressway Administration and Vietnam Highway Administration, Heads of agencies and units, and relevant individuals are responsible for implementing this Circular./.
