Regulations on the system of statistical indicators for ethnic affairs, beliefs, and religions

Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015; The Law amending and supplementing certain articles and the National Statistical Indicators Catalogue of the Law on Statistics;;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to the Government Decree No. 94/2022/NĐ-CP dated November 7, 2022 stipulating the contents of statistical indicators within the national statistical indicator system and the procedures for compiling gross domestic product indicators, provincial gross domestic product indicators, and centrally governed city gross domestic product indicators; and the Government Decree No. 62/2024/NĐ-CP dated June 7, 2024 amending and supplementing

some articles and appendices of the Government Decree No. 94/2016/NĐ-CP dated July 1, 2016 detailing and guiding the implementation of certain provisions of the Law on Statistics and the Government Decree No. 94/2022/NĐ-CP dated November 7, 2022 stipulating the contents of statistical indicators within the national statistical indicator system and the procedures for compiling gross domestic product indicators, provincial gross domestic product indicators, and centrally governed city gross domestic product indicators; Pursuant to the Government Decree No. 41/2025/NĐ-CP dated February 26, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion and the Government Decree No. 114/2025/NĐ-CP dated June 3, 2025 amending Clause 12, Article 3 of the Government Decree No. 41/2025/NĐ-CP dated February 26, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion; At the proposal of the Director of the Department of Planning and Finance

The Minister of Ethnic Affairs and Religion issues this Circular regulating the system of statistical indicators for ethnic affairs, beliefs, and religions.

This Circular regulates the system of statistical indicators for ethnic affairs, beliefs, and religions under the management authority of the Ministry of Ethnic Affairs and Religion as prescribed by law, including the list and content of statistical indicators.;

1. Departments and units under the Ministry of Ethnic Affairs and Religion.

Article 1. Scope of Regulation

2. Provincial Ethnic Affairs and Religion Departments or Provincial People's Committees' Offices in cases where localities have not established Provincial Ethnic Affairs and Religion Departments (hereinafter referred to as provincial ethnic affairs and religion agencies).

Article 2. Applicability

3. Relevant agencies, organizations, and individuals.

Article 3. System of statistical indicators for ethnic affairs, beliefs, and religions

1. The system of statistical indicators for ethnic affairs, beliefs, and religions is a collection of statistical indicators for collecting statistical information to serve the management work of state agencies in assessing, forecasting situations, formulating strategies, policies, and plans for developing ethnic affairs, belief, and religious sectors under the management of the Ministry of Ethnic Affairs and Religion; meeting the needs of exchanging and cooperating in information with relevant agencies, organizations, and individuals.

2. The system of statistical indicators for ethnic affairs, beliefs, and religions includes:

a) The list of statistical indicators for ethnic affairs, beliefs, and religions specified in Appendix I attached hereto;

b) The content of statistical indicators for ethnic affairs, beliefs, and religions specified in Appendix II attached hereto.

1. The Department of Planning and Finance shall take the lead and coordinate with relevant departments and units to advise and implement the system of statistical indicators for ethnic affairs, beliefs, and religions with the following contents:

a) Establishing and assigning the implementation of the reporting system for statistical data on ethnic affairs, beliefs, and religions.

Article 4. Organization of Implementation

b) Compiling, proposing amendments, supplements, and standardization of concepts, contents, and calculation methods of indicators in the system of statistical indicators for ethnic affairs, beliefs, and religions to be consistent with the national statistical indicator system and international practices.

c) Establishing and implementing surveys within the responsibility of the Ministry of Ethnic Affairs and Religion.

d) Applying information technology and communication to the work of collecting, compiling, processing, and publishing statistical data on ethnic affairs, beliefs, and religions.

đ) Advising, monitoring, urging, and inspecting the implementation of this Circular.

2. Departments and units under the Ministry of Ethnic Affairs and Religion, provincial ethnic affairs and religion agencies, and relevant agencies, organizations, and individuals shall organize the collection, compilation, and reporting of statistical information to the Ministry of Ethnic Affairs and Religion.

2. From the date this Circular takes effect, the Circular No. 05/2022/TT-UBDT dated December 30, 2022 issued by the Minister and Chairman of the Committee for Ethnic Minorities on the system of statistical indicators for ethnic affairs shall cease to be effective.

3. During the implementation process, if the legal documents cited for application in this Circular are amended, supplemented, or replaced, they shall be applied according to the amended, supplemented, or replaced documents.

Article 5. Effective Date

1. This Circular takes effect from July 1, 2025.

4. During the implementation process, if there are any difficulties, agencies and units are requested to send their opinions to the Ministry of Ethnic Affairs and Religion for timely guidance and research on amendments and supplements./.
