Amendment and supplementation of certain articles of the Law on Competition in Efforts and Commendation No. 06/2026/QH16

Article 1. Amend and Supplement Certain Provisions of the Law on Competition in Achievements and Commendation

1. Amend and supplement points c and d of clause 2, article 5 as follows: "c) A form of commendation may be awarded multiple times to a single recipient; recognizing achievements wherever they occur. Multiple awards or forms of recognition shall not be given for the same achievement except in cases of meritorious service; d) Emphasize individual and collective commendations for those directly engaged in labor, production, business activities; individuals and collectives working in border areas, on sea, islands, regions with special socio-economic difficulties, ethnic minority areas and mountainous regions; and individuals and collectives achieving outstanding results that bring practical benefits to the public, leading in applying science, technology, innovation, digital transformation."

2. Amend and supplement clause 1 and clause 3 of article 8 as follows: a) Amend and supplement clause 1 as follows: "1. Meritorious service commendation is for individuals or collectives who have consistently strived and accumulated many achievements, recognized through the summary of regular competition in achievements campaigns and annual evaluation results." b) Amend and supplement clause 3 as follows: "3. Commendation for specialized competition campaigns is for individuals, collectives, households achieving outstanding results in specialized competition campaigns initiated and directed by competent authorities within a specific period. Specialized commendation is for achievements serving the political tasks of the Party, State, Ministry, agency, province, organization, unit during a specific period."

3. Amend and supplement article 12 as follows: "Article 12. Commendatory Awards in Kind 1. Commendatory awards in kind are special products protected by the state to be awarded to collectives or households, or individuals when approved by competent authorities, including medals, badges; national honor titles, national model soldier title; commemorative medals; certificates, banners, letters of commendation for various competition achievements and forms of commendation. 2. The Prime Minister shall specify the design, color, number of stars, stripes for each type and level of medal, badge, national honor title, national model soldier title, commemorative medal; material, size of medals, badges, national honor titles, national model soldier titles, commemorative medals; frames, certificates, banners, letters of commendation; boxes for storing medals, badges, national honor titles, commemorative medals; frames for certificates of commendation; boxes for storing certificate frames of various competition achievements and forms of commendation; procedures for exchanging, replacing commendatory awards of various competition achievements and forms of commendation under the authority of the President, Government, Prime Minister. 3. Ministries, agencies, provinces within their scope of duties and powers shall specify detailed procedures and guide procedures for exchanging, replacing commendatory awards of various competition achievements and forms of commendation under their authority and those of organizations, units under them."

4. Amend and supplement point c of clause 2, article 16 as follows: "c) Competitive groups or blocks are organized by ministries, agencies, provinces and the Central Competition and Commendation Council."

5. Amend and supplement article 21 as follows: "Article 21. National Model Soldier Title 1. The National Model Soldier title is awarded to individuals who meet the following criteria: a) Having outstanding achievements selected from those who have received the National Model Soldier title twice consecutively at the ministry, agency, province level; b) Having innovative ideas that have been effectively applied and can be widely replicated nationwide or having scientific, technological, and innovation tasks evaluated according to laws on science, technology, and innovation with a national impact or demonstrating courage and creativity in combat, supporting combat with a national impact. 2. The head of the ministry, agency, province shall examine and recognize the effectiveness and replicability nationwide of innovative ideas; examine and recognize the national scope of influence of scientific, technological, and innovation tasks. The Minister of National Defense, Minister of Public Security shall examine and recognize the courage and creativity in combat, supporting combat with a national impact."

6. Amend and supplement article 22 as follows: "Article 22. Model Soldier Title at Ministry, Agency, Province Level 1. The Model Soldier title at ministry, agency, province level is awarded to individuals who meet the following criteria: a) Having outstanding achievements selected from those who have received the grassroots model soldier title three times consecutively; b) Having innovative ideas that have been effectively applied and can be widely replicated within the ministry, agency, province or having scientific, technological, and innovation tasks evaluated according to laws on science, technology, and innovation with a provincial impact or demonstrating courage and creativity in combat, supporting combat with a provincial impact or nationwide or throughout the entire People's Armed Police. 2. The head of the ministry, agency, province shall examine and recognize the effectiveness and replicability within the ministry, agency, province of innovative ideas; examine and recognize the provincial scope of influence of scientific, technological, and innovation tasks. The Minister of National Defense, Minister of Public Security shall examine and recognize the courage and creativity in combat, supporting combat with a nationwide or throughout the entire People's Armed Police impact."

2. Amend and supplement Clause 1 and Clause 3, Article 8 as follows: a) Amend and supplement Clause 1 as follows: "1. Commendation for meritorious service is an award given to individuals or collectives who have consistently strived and accumulated many achievements, recognized through the summary of regular competition campaigns and annual evaluation results." b) Amend and supplement Clause 3 as follows: "3. Commendation for thematic competition campaigns is an award given to individuals, collectives, households with outstanding achievements in specific thematic competition campaigns initiated and directed by competent authorities within a specified period. Thematic commendations are awards recognizing achievements serving the political tasks of the Party, State, Ministry, agency, province, organization, unit during a specific period."

3. Amend and supplement Article 12 as follows: "Article 12. Commemorative Awards 1. Commemorative awards are special products protected by the state to be given to collectives or households when authorized bodies decide to commend them, including medals, decorations; emblems of national honor titles, National Heroic Combatant title; commemorative badges; certificates, banners, letters of commendation for various honor titles and other forms of recognition. 2. The Prime Minister shall specify the design, color, number of stars, stripes for each type and grade of medal, decoration, emblem of national honor titles, National Heroic Combatant title, commemorative badge; material, size of all types of medals, decorations, emblems of national honor titles, National Heroic Combatant title, commemorative badges; frames, certificates, banners, letters of commendation; boxes for storing medals, decorations, emblems, commemorative badges; frames for certificates of commendation; boxes for storing frames of certificates of commendation and other forms of recognition. Procedures for exchanging and replacing commemorative awards for honor titles and other forms of recognition fall under the authority of the President, Government, Prime Minister. 3. Ministries, agencies, provinces within their scope of duties and powers shall specify detailed procedures and guide the procedures for exchanging and replacing commemorative awards for honor titles and other forms of recognition under their authority and those of organizations, units under their jurisdiction."

4. Amend and supplement Point c of Clause 2, Article 16 as follows: "c) Competitive groups or blocks are organized by ministries, agencies, provinces and the Central Competition and Commendation Board."

5. Amend and supplement Article 21 as follows: "Article 21. National Heroic Combatant Title 1. The National Heroic Combatant title is awarded to individuals who meet the following criteria: a) Having outstanding achievements selected from those who have received the Heroic Combatant title twice consecutively at the ministry, agency, province level; b) Having innovative ideas that have been effectively applied and can be widely replicated nationwide or having scientific research, technological innovation and reform tasks evaluated according to the law on science, technology and innovation with a national impact or demonstrating courage and creativity in combat, supporting combat operations with a national impact. 2. The head of the ministry, agency, province shall examine and recognize the effectiveness and replicability nationwide of innovative ideas; examine and recognize the national scope of influence of scientific research, technological innovation and reform tasks. The Minister of National Defense, Minister of Public Security shall examine and recognize the courage and creativity in combat, supporting combat operations with a national impact."

6. Amend and supplement Article 22 as follows: "Article 22. Heroic Combatant Title at Ministry, Agency, Province Level 1. The Heroic Combatant title at ministry, agency, province level is awarded to individuals who meet the following criteria: a) Having outstanding achievements selected from those who have received the Base-level Heroic Combatant title three times consecutively; b) Having innovative ideas that have been effectively applied and can be widely replicated within the ministry, agency, province or having scientific research, technological innovation and reform tasks evaluated according to the law on science, technology and innovation with a provincial impact or demonstrating courage and creativity in combat, supporting combat operations with a nationwide or People's Public Security force-wide impact. 2. The head of the ministry, agency, province shall examine and recognize the effectiveness and replicability within the ministry, agency, province of innovative ideas; examine and recognize the provincial scope of influence of scientific research, technological innovation and reform tasks. The Minister of National Defense, Minister of Public Security shall examine and recognize the courage and creativity in combat, supporting combat operations with a nationwide or People's Public Security force-wide impact."

8. Sửa đổi, bổ sung khoản 1 Điều 29 như sau: "1. Danh hiệu xã, phường, đặc khu tiêu biểu được xét tặng hằng năm cho xã, phường, đặc khu có thành tích tiêu biểu trong phong trào thi đua cấp tỉnh và đạt các tiêu chuẩn sau đây:

9. Sửa đổi, bổ sung khoản 4 Điều 35 như sau: "4. Tập thể đã được tặng 'Huân chương Hồ Chí Minh' và sau đó có liên tục từ 15 năm trở lên đến thời điểm đề nghị lập được nhiều thành tích xuất sắc; nội bộ đoàn kết; tổ chức đảng liên tục được đánh giá hoàn thành tốt nhiệm vụ trở lên thì được xét tặng 'Huân chương Hồ Chí Minh' lần tiếp theo. Trong thời gian đó, nếu được tặng 'Huân chương Độc立明' hạng Nhất hoặc 'Huân chương Quân công' hạng Nhất thì tiêu chuẩn để tặng 'Huân chương Hồ Chí Minh' lần tiếp theo thực hiện theo quy định tại khoản 2 và khoản 3 Điều này."

10. Sửa đổi, bổ sung một số điểm, khoản của Điều 42 như sau: a) Sửa đổi, bổ sung điểm d khoản 1 như sau: "d) Có nhiều đóng góp lớn vào sự phát triển kinh tế - xã hội, quốc phòng, an ninh, đối ngoại của đất nước; ứng dụng khoa học, công nghệ, đổi mới sáng tạo, chuyển đổi số; bảo đảm an sinh xã hội, từ thiện nhân đạo có phạm vi ảnh hưởng trong toàn quốc được Bộ, ban, ngành, tỉnh công nhận;" b) Sửa đổi, bổ sung điểm b khoản 4 như sau: "b) Có nhiều đóng góp lớn vào sự phát展经济-社会、国防、安全、对外事务的发展；应用科学技术、创新创造、数字化转型；保障社会福利、人道主义援助具有全国范围的影响，得到部、委员会、省的认可；"

11. Sửa đổi, bổ sung một số điểm, khoản của Điều 43 như sau: a) Sửa đổi, bổ sung điểm d khoản 1 như sau: "d) Có đóng góp lớn vào sự phát triển kinh tế - xã hội, quốc phòng, an ninh, đối ngoại của đất nước; ứng dụng khoa học, công nghệ, đổi mới sáng tạo, chuyển đổi số; bảo đảm an sinh xã hội, từ thiện nhân đạo có phạm vi ảnh hưởng trong Bộ, ban, ngành, tỉnh được Bộ, ban, ngành, tỉnh công nhận;" b) Sửa đổi, bổ sung điểm b khoản 4 như sau: "b) Có đóng góp lớn vào sự phát triển kinh tế - xã hội, quốc phòng, an ninh, đối ngoại của đất nước; ứng dụng khoa học, công nghệ, đổi mới sáng tạo, chuyển đổi số; bảo đảm an sinh xã hội, từ thiện nhân đạo có phạm vi ảnh hưởng trong Bộ, ban, ngành, tỉnh được Bộ, ban, ngành, tỉnh công nhận;"

12. Sửa đổi, bổ sung một số điểm, khoản của Điều 44 như sau: a) Sửa đổi, bổ sung điểm a khoản 1 như sau: "a) Có thành tích xuất sắc tiêu biểu, được bình xét khi sơ kết, tổng kết phong trào thi đua do Chủ tịch nước, Thủ tướng Chính phủ phát động hoặc phong trào thi đua do Bộ, ban, ngành, tỉnh phát động có thời gian thực hiện từ 05 năm trở lên hoặc có thành tích xuất sắc trong phục vụ nhiệm vụ chính trị của Đảng, Nhà nước;" b) Sửa đổi, bổ sung điểm c khoản 1 như sau: "c) Có nhiều đóng góp vào sự phát triển kinh tế - xã hội, quốc phòng, an ninh, đối ngoại của đất nước; ứng dụng khoa học, công nghệ, đổi mới sáng tạo, chuyển đổi số; bảo đảm an sinh xã hội, từ thiện nhân đạo có phạm vi ảnh hưởng ở một trong các lĩnh vực thuộc phạm vi quản lý của Bộ, ban, ngành, tỉnh;" c) Sửa đổi, bổ补充点，条款2如下：

13. 在第45条条款2中增加点c如下：“c) 在由国家主席或总理发起的竞赛性运动中，有特别突出的表现，在初步总结或全面总结时被评定。”

14. 在第46条条款2中增加点c如下：“c) 在由国家主席或总理发起的竞赛性运动中有许多突出表现，并在初步总结或全面总结时被评定。”

15. 在第47条中增加若干项和条款如下：a）在第一款d项后增加如下内容：“d) 对国家经济-社会、国防、安全、对外事务的发展有特别突出的表现，在由国家主席或总理发起的竞赛性运动中，该表现具有五年以上的持续时间。” b）在第二款b项后增加如下内容：“c) 在由国家主席或总理发起的竞赛性运动中有突出表现，并且该表现具有五年以上的持续时间。”

16. Amend and supplement paragraph 2 of Article 71 as follows: "2. Commemorative medals shall be awarded to individuals who have made contributions to the development process of ministries, agencies, provinces, political organizations, political-social organizations at the central level, mass organizations entrusted by the Party and the State at the central level. The name of the commemorative medal, recipients, and criteria for awarding such medals shall be prescribed by the ministry, agency, People's Council of a province, central-level organs of political organizations, political-social organizations at the central level, or mass organizations entrusted by the Party and the State at the central level."

17. Amend and supplement certain points and paragraphs of Article 73 as follows: a) Amend and supplement paragraph 1 point a as follows: "a) Having outstanding achievements with exemplary performance recognized during the summary evaluation, final evaluation of the competition for excellence in striving to achieve goals initiated by the President or Prime Minister, or competitions for excellence in striving to achieve goals initiated by ministries, agencies, provinces, with a duration of at least three years"; b) Amend and supplement paragraph 1 point b as follows: "b) Having been awarded a commendation certificate by ministries, agencies, provinces and subsequently having continuously performed satisfactorily for five years or more up to the time when recognition is sought for completion of outstanding duties, during which period there were at least three occasions where they received the title 'Model Worker'"; c) Amend and supplement paragraph 1 point d as follows: "d) Contributing to the economic and social development, national defense, security, foreign affairs; applying science, technology, innovation, creative transformation, digital transformation; social work, charitable humanitarian activities."; d) Amend and supplement paragraph 1 point d as follows: "d) Having contributed to the economic and social development, national defense, security, foreign affairs of the country; applying science, technology, innovation, creative transformation, digital transformation; social work, charitable humanitarian activities." e) Amend and supplement paragraph 1 point c as follows: "c) Workers with innovative proposals that have brought about high value benefits, recognized by their employer or other economic organizations where they are employed, and having a scope of influence within the commune level and contributing to training, mentoring, assisting colleagues to improve professional skills and expertise;"

18. Amend and supplement certain points and paragraphs of Article 74 as follows: a) Amend and supplement paragraph 1 point c as follows: "c) Contributing to the economic and social development, national defense, security, foreign affairs; applying science, technology, innovation, creative transformation, digital transformation; social work, charitable humanitarian activities."; b) Amend and supplement paragraph 1 point d as follows: "d) Having two consecutive years or more up to the time when recognition is sought for completion of outstanding duties, or having two consecutive years or more up to the time when recognition is sought for completion of excellent duties"; c) Amend and supplement paragraph 3 point c as follows: "c) Contributing to the economic and social development, national defense, security, foreign affairs; applying science, technology, innovation, creative transformation, digital transformation; social work, charitable humanitarian activities."; d) Amend and supplement paragraph 3 point d as follows: "d) Having two consecutive years or more up to the time when recognition is sought for completion of excellent duties, performing well in grassroots democracy, organizing competitions for excellence effectively; caring for the material and spiritual life of the collective; practicing thrift, combating waste; preventing corruption, negative phenomena."; e) Amend and supplement paragraph 6 as follows: "6. Ministries, agencies, provinces, within their scope of responsibilities and authority, shall specify detailed guidelines for awarding commendation certificates to individuals, groups, households."

19. Amend and supplement certain points and paragraphs of Article 75 as follows: a) Amend and supplement paragraph 1 point a as follows: "a) Commendation letters from the head of an entity with legal personality under and directly subordinate to ministries, agencies; commendation letters from the head of an entity with legal personality under entities with legal personality under ministries, agencies;"; b) Amend and supplement paragraph 2 as follows: "2. Ministries, agencies, provinces, within their scope of responsibilities and authority, shall specify detailed guidelines for awarding commendation certificates to individuals, groups, households."

20. Amend and supplement certain paragraphs of Article 79 as follows: a) Amend and supplement paragraph 2 as follows: "2. The Minister, head of an agency at the ministerial level, Chief Justice of the Supreme People's Court, Procurator-General of the Supreme People's Procuracy, Secretary of the Central Committee of the Party, heads of central-level Party committees and their equivalents, Chairman of the Office of the Standing Committee of the National Assembly, Chairman of the Office of the President, Auditor-General, Chairman of the Central Committee of the Vietnam Fatherland Front, heads of political-social organizations at the central level shall decide to award commendation certificates, banners of merit, model workers' awards, commemorative medals. The head of a central-level organ of mass organizations entrusted by the Party and the State shall decide or delegate decision-making on awarding commemorative medals."; b) Amend and supplement paragraph 4 as follows: "4. The People's Committee Chairperson at the provincial level decides to award provincial banners of merit, model worker awards, exemplary commune, ward, special district titles, commendation certificates, commemorative medals; decides or delegates decision-making on awarding model worker group titles."; c) Amend and supplement paragraph 5 as follows: "5. The Minister of Defense, Minister of Public Security decide or delegate decision-making on awarding the 'Outstanding Labor Collective' and 'Winning Unit' titles to units under the Ministry of Defense, Ministry of Public Security."

24. Amend and supplement certain provisions of Article 84 as follows: a) Amend and supplement paragraph 3 as follows: "3. In the case where an award of national honor, national commendation, 'Ho Chi Minh Award', 'National Award', 'Flag of Merit of the Government', 'National Model Worker', 'Commendation of the Prime Minister' is proposed, the dossier must include the opinion of a central authority or People's Committee at the provincial level relevant to such matters."; b) Amend and supplement paragraph 4 as follows: "4. In the case where submission to the Government, Prime Minister for consideration of commendatory honors or proposal to the Prime Minister for submission to the President for commendation is made, the person with authority to propose such commendatory honors or forms of recognition in accordance with paragraphs 2, 3 and 4 of Article 83 of this Law shall send one original copy of the dossier along with electronic files of the dossier to the central authority responsible for commendations. The national authority responsible for commendations is responsible for establishing, managing, and operating a centralized and unified information system and database on commendations. Ministries, agencies, provinces are responsible for implementing business procedures, receiving, processing dossiers through an electronic system and connecting data to the central level."; c) Amend and supplement paragraph 7 as follows: "7. The Government, within its functions and powers: a) Specifies detailed requirements of the dossier and procedures for considering commendatory honors and forms of recognition under the authority of the President, Government, Prime Minister; b) Specifies the public disclosure of individual or collective lists before proposing rewards in accordance with the provisions of paragraph 5 of this Article; c) Specifies procedures for adjusting information on reward decisions under the authority of the President, Government, Prime Minister."; d) Supplement paragraph 8 after paragraph 7 as follows: "8. Ministries, agencies, provinces within their functions and powers: a) Specifies detailed guidelines for the dossier and procedures for proposing commendatory honors and forms of recognition under the authority of the Ministry, agency, province and those under its management; b) Specifies detailed guidelines for the procedures for adjusting information on reward decisions under the authority of the Ministry, agency, province and those under it; c) Specifies the recognition of individual or collective performance levels under its management; d) Specifies the recognition of the effectiveness of application, replicability potential of innovations, scope of impact of scientific, technological, and innovative tasks."

25. Amend and supplement point a of paragraph 1 of Article 85 as follows: "a) Commendation for serving political tasks of the Party and State; commendation according to instructions from competent authorities aimed at timely encouragement of collectives, individuals, households with outstanding exemplary achievements;"

26. Amend and supplement Article 88 as follows: "Article 88. Responsibilities of the Standing Committee of the National Assembly The Standing Committee of the National Assembly shall specify commendation and reward matters for National People's Deputies, organs of the National Assembly; specialized civil servants and organs of the Party committee of the National Assembly; civil servants and specialized departments under the Council of Ethnic Affairs, Committees of the National Assembly."

27. Amend and supplement Article 89 as follows: "Article 89. State management of commendation and reward: 1. The content of state management of commendation and reward includes: a) Issuing regulations or submitting for issuance by competent authorities on commendation and reward; b) Formulating policies on commendation and reward; c) Promoting, disseminating, guiding, and implementing legal provisions on commendation and reward; d) Training and educating personnel responsible for commendation and reward; e) Reviewing dossiers submitted for consideration of commendatory honors and forms of recognition; f) Applying information technology in state management of commendation and reward and within the system of commendations, building a database on commendations; implementing digital transformation in commendation work; g) Mobilizing, summarizing, evaluating the commendation movement, considering commendatory honors and forms of recognition; assessing the effectiveness of commendation work; h) Inspecting and supervising implementation of legal provisions on commendation and reward; i) Resolving complaints and handling violations of legal provisions on commendation and reward; k) International cooperation in commendations. 2. The responsibilities of the Government: a) Unified management of state affairs related to commendation and reward; b) Specifying the proportion of years for evaluating outstanding performance by party organizations for forms of recognition for collective achievements, with standards set for party organizations evaluated as having performed their duties well during the period considered for rewards; c) Specifying equivalency between Party honors and commendatory honors and forms of recognition under this Law after consultation with central Party authorities; d) Specifying commendation and reward matters for mass organizations with a Party branch under the national united front, central organizations after consultation with the Standing Committee of the National United Front Central Committee."

28. Amend and supplement certain provisions of Article 90 as follows: a) Amend and supplement paragraph 5 as follows: "5. The Government specifies detailed organization and operations of the Central Commendation and Reward Council." b) Supplement paragraph 6 after paragraph 5 as follows: "6. Ministries, agencies, provinces within their functions and powers, specify detailed guidelines for organizing and operating the Commendation and Reward Council at the Ministry, agency, province level and the Commendation and Reward Council of organs, organizations, units under its management."

29. Amend and supplement certain provisions of Article 93 as follows: a) Amend and supplement paragraph 9 as follows: "9. The Government shall specify the procedures for revoking decisions conferring commendatory titles or forms of recognition within the authority of the President, the Government, and the Prime Minister; recovery of awarded items and monetary rewards; procedures for stripping, restoring, and regranting national honorary titles." b) Supplement paragraph 10 after paragraph 9 as follows: "10. Ministries, agencies, provinces, within their scope of duties and authority, shall specify in detail and guide the procedures for revoking decisions conferring commendatory titles or forms of recognition, recovery of awarded items and monetary rewards for commendatory titles or forms of recognition under their authority and those of organizations, entities under their management."

30. Amend and supplement paragraph 3 of Article 96 as follows: "3. The Prime Minister shall specify the procedures and process for posthumous awarding of the 'Brilliant Youth Pioneer Medal'; guide the implementation of paragraphs 1 and 2 of this article."

Article 2. Replace, delete, or abolish points, clauses, articles

1. Replace certain phrases in various points, clauses, and articles as follows: a) Replace the phrase "political-social professional organizations, social organizations, social-professional organizations assigned tasks by the Party and State" with "mass organizations assigned tasks by the Party and State" in paragraph 4 of Article 8; b) Replace the phrase "clean and strong party and mass organization" with "party organization rated as having satisfactorily completed its mission or above" in point (b) of clause 1 of Articles 25 and 26; c) Replace the word "township" with "special zone" in point (d) of clause 1 of Article 20, title of Article 29, and paragraph 2 of Article 29; d) Replace the phrase "scientific and technological project" with "scientific, technological, and innovation project" in point (c) of clause 1 of Articles 42, 43, 44, 45, 46, 47, and point (b) of clause 1 of Article 68; e) Replace the phrase "clean and strong party and mass organization" with "party organization continuously rated as having satisfactorily completed its mission or above during the period for merit recognition" in point (b) of clause 3 and point (b) of clause 4 of Article 34; point (b) of clause 2 and point (b) of clause 3 of Article 35; point (b) of clause 2 and point (b) of clause 3 of Article 36; point (b) of clause 2 and point (b) of clause 3 of Article 37; clause 2 and point (b) of clause 3 of Article 38; point (b) of clause 2 and point (b) of clause 3 of Article 39; point (b) of clause 2 and point (b) of clause 3 of Article 40; clause 2 and point (b) of clause 3 of Article 41; clause 2 of Article 45; clause 2 of Article 46; clause 2 of Article 47; point (d) of clause 2 of Article 62 and point (d) of clause 2 of Article 63; f) Replace the phrase "political-social professional organizations, social organizations, social-professional organizations" with "other associations" in Article 92.

2. Delete certain phrases in various points, clauses, and articles as follows: a) Delete the phrase "political-social professional organization or social organization with a party branch or a party organization under the Central Committee of Party" in paragraph 5 of Article 3; b) Delete the phrase "government agency" in paragraph 5 of Article 3 and paragraph 2 of Article 18; c) Delete the phrase ", directorates-general and equivalents within ministries, agencies" in paragraph 4 of Article 34 and paragraph 3 of Article 35; d) Delete the phrase "clean and strong party and mass organization; excelled in completing assigned tasks;" in point (b) of clause 2 of Articles 48, 49, and 50; e) Delete the phrase "under central authority" in paragraph 5 of Article 3 and Article 60; f) Delete the phrase "people's committee at the district level," from the title of Article 80.

3. Abolish point (d) of clause 1 of Article 75, paragraph 2 of Article 80, points (d) of clauses 1 and 2 of Article 84.

Article 3. Implementation Provisions

1. This Law shall come into force on October 1, 2026.

2. In the event that provisions regarding the level of evaluation and classification of quality for party organizations and party members are changed, the Government shall specify the application of these standards to ensure consistency, uniformity, and compatibility with the awards and forms of recognition stipulated in the Law on Commendation and Reward after reaching an agreement with central-level Party agencies.

Article 4. Transitional Provisions

1. Scientific research topics, scientific project proposals, and scientific and technological achievements that have been appraised or are being implemented under the provisions of Decree No. 29/2013/QH13 on Science and Technology; scientific and technological tasks and innovation and entrepreneurship activities evaluated for effectiveness under the provisions of Decree No. 93/2025/QH15 on Science, Technology, and Innovation before October 1, 2026, shall continue to be recognized by competent authorities as effective and their scope of influence as a basis for awarding the title of Model Hero in the Struggle and other forms of recognition under the provisions of Decree No. 06/2022/QH15 on Commendation and Reward.

2. Competitions and commendations already organized by the Councils of Commendation and Reward at ministries, agencies, provinces or councils of commendation and reward at departments, agencies, provinces in 2026 shall continue to be implemented until their conclusion.

3. Awards for commendation and forms of recognition that have been decided to be awarded or posthumously awarded before the effective date of this Law shall retain their legal value and no re-evaluation or replacement of certificates or rewards will be conducted, except where there are other provisions for correcting information.

4. For applications for awarding commendation titles and forms of recognition that have been reviewed by competent authorities prior to the effective date of this Law, they shall be processed according to the provisions of Decree No. 06/2022/QH15 on Commendation and Reward; in cases where applying the provisions of this Law is more beneficial for the collective, individual, or household, then the provisions of this Law shall apply.
