Circular No. 06-NV Regarding the establishment of professional fire prevention and firefighting teams for zones, cities, and provinces

ON THE ESTABLISHMENT OF PROFESSIONAL FIRE PREVENTION AND FIGHTING UNITS IN ZONES, CITIES, AND PROVINCES

Article 4 of Decree No. 220-CP dated December 28, 1961 of the Council of Ministers stipulates that professional fire prevention and fighting units shall be established in zones, cities, and provinces. This Circular guides localities in establishing professional fire prevention and fighting units in zones, cities, and provinces.

The professional fire prevention and fighting unit in zones, cities, and provinces is a combat and operational unit under the comprehensive and direct leadership of the administrative committee at the same level.

In terms of technical and professional matters, the professional fire prevention and fighting unit in zones, cities, and provinces is directly guided by the Fire Prevention and Fighting Department under the Ministry of Home Affairs.

The tasks and powers of these units have been defined in Article 6 of the aforementioned Decree No. 220-CP. While performing their duties, the head of the professional fire prevention and fighting unit in zones, cities, and provinces may exercise the powers of the Director of the Fire Prevention and Fighting Department as provided in the Ordinance, and may use a special seal.

The organization and staffing of the professional fire prevention and fighting unit in zones, cities, and provinces are as follows:

- One general commander.

- There may be one or more deputy commanders assisting the general commander in directing the unit and may be assigned to oversee specific areas or tasks.

- A number of inspection officers assist the general commander in guiding, inspecting, and urging economic, cultural facilities, and densely populated areas. The number of inspection officers is specified from 2 to 5 for zones and provinces. For large cities, it may be higher.

- The professional firefighting team (for places with firefighting vehicles).

The staffing of the professional firefighting team is determined based on the number of vehicles and combat formations, including telephone operators and observers to assist.

If the professional firefighting team has one combat vehicle with a water tank, the vehicle has two shifts consisting of two shift leaders, two drivers, eight firefighters totaling twelve people. However, if it is a pump vehicle, the vehicle has two shifts consisting of two shift leaders, two drivers, twelve firefighters totaling sixteen people. If the team has an additional reserve vehicle, the reserve vehicle does not have a staff quota. To ensure the readiness of the professional firefighting team for combat, to prevent situations such as illness, leave, study, etc., there must be a reserve force not exceeding 10% of the total staffing of the professional firefighting team.

If the professional firefighting team has two or more combat vehicles, in addition to the shifts allocated for the combat vehicles, there must be two platoon leaders and one driver team leader. The on-duty platoon leader commands the battle, the driver team leader oversees all vehicles, and when necessary, replaces the driver of the on-duty shift who is ill.

To ensure rapid mobilization of forces and combat equipment when there is a fire, ensuring effective coordination of firefighting operations among firefighting teams, if the professional firefighting team has two or more combat vehicles, and firefighters cannot concurrently serve as telephone operators, there must be two specialized telephone operators on duty.

For large cities concentrating economic, cultural facilities, and densely populated residential areas, such as Hanoi and Haiphong, where there may be multiple professional firefighting teams responsible for different city areas, the deputy commander of the professional fire prevention and firefighting unit also serves as the commander of the central area firefighting team, while other firefighting teams have an additional commander. In this case, the professional fire prevention and firefighting unit may have a small administrative management department, but generally, professional fire prevention and firefighting units do not have an administrative management department.

To rationalize organization and specialize workers, Hanoi has a repair team to maintain vehicles for various locations.

Administrative Committees of zones, cities, and provinces shall base themselves on the general principles mentioned above, issue decisions to establish professional fire prevention and firefighting units for their respective localities, specify the exact staffing numbers, and report to the Ministry.

The appointment of the commander and deputy commander of the professional fire prevention and firefighting unit in zones, cities, and provinces shall follow the current procedures for appointing directors and deputy directors. The administrative committee proposes the Ministry to issue a resolution on the appointment.

Regarding the service system, insignia, and rank badges of the professional fire prevention and firefighting unit in zones, cities, and provinces, the Ministry of Home Affairs will study and define them, and submit them to the Council of Ministers for approval.
