DECISION OF THE PRIME MINISTER

Regarding the approval of the project for economic and social development

in the border gate area of Bore Y - Ngoc Hoi, Kon Tum province.

 

PRIME MINISTER

Pursuant to the Law on Government Organization dated September 30, 1992,

Considering the proposal of the Chairman of the People's Committee of Kon Tum Province at Document No. 70/TT-UB dated October 13, 1998, and the opinions of relevant central ministries and sectors,

 

DECISION:

Article 1. Approves the project for economic and social development in the border gate area of Bore Y - Ngoc Hoi, Kon Tum province (including the communes of Salaong, Bore Y, Dak Nong, Dak Duc and the town of Plei Kan, with a total land area of 400 hectares) with the following main contents:

I. GUIDELINES FOR THE CONSTRUCTION AND DEVELOPMENT OF THE BORE Y BORDER GATE

Constructing the border gate according to the orientation of gradually developing the main activities:

- Services, trade, and tourism through the border gate area;

- Import and export goods and transit;

- Developing processing industry for agricultural and forestry products;

- Developing agriculture and forestry to serve the activities of the border gate;

- Transportation through the border gate area;

- Entry and exit through the border gate area.

The space of the border gate area will be developed according to the planning orientation of functional zones:

- Commercial and tourist center;

- Export and import service zone;

- Border market;

- Processing and assembly product zone;

- Specialized warehouses, bonded warehouses;

- Parking lots for vehicles and transportation means;

- Management center; border gate control station;

- Developing agriculture and forestry combined with greenery planting and water reservoirs to make the border gate area green, clean, and beautiful;

- Building the border gate area into a city according to planning and constructing residential areas in a modern and advanced manner while preserving unique ethnic architecture;

- Gradually building infrastructure in this area towards modernization commensurate with its position as an international border gate.

II. MAIN DEVELOPMENT OBJECTIVES

1. Economic.

Developing the economy of the Bore Y border gate area into an international border gate and a border town, forming an important economic exchange hub primarily for the Central Highlands, Southeastern Region, and the coastal region of Central Vietnam. Expanding cooperation with Laos, Cambodia, Northeast Thailand, and Myanmar through increased import and export; supporting access to the South China Sea for these countries.

Developing trade and tourism; transferring goods between countries to facilitate the economic and social development of Kon Tum province and the Central Highlands, coastal region of Central Vietnam, and Southeastern Region.

Supporting the development of domestic industry, expanding markets, enhancing the competitiveness of businesses in the Southeastern Region and coastal region of Central Vietnam in the Southern Lao and Northeast Thai markets.

Upgrading the Bore Y border gate into a cargo transshipment area and international exchange zone, impacting the economic structure transformation of Kon Tum province and strengthening inter-regional connections to contribute to economic integration.

Strengthening investment in infrastructure construction, prioritizing solutions for road traffic, joint inspection stations, border markets, health clinics, water supply and drainage, electricity, finance, banking, and communication.

2. Social and environmental.

Planning and reasonably arranging local residents and those moving from other regions to the border gate area, stabilizing the lives of ethnic minorities.

Creating jobs, expanding employment opportunities for people of working age, providing conditions for ethnic minorities to access new production methods and technologies.

Developing the economy in conjunction with protecting and improving the ecological environment, protecting and developing forests, maintaining water sources, and biodiversity.

Striving to solve basic poverty issues by 2010, ensuring essential needs for food, clothing, housing, transportation, education, and healthcare to improve the living standards of ethnic groups. Building a fair and civilized society, promoting healthy lifestyles, preserving and promoting ethnic cultural identity, eliminating outdated customs and social evils.

3. Security and defense.

Implementing the strategy of combining economic development with security consolidation and national defense, maintaining social order and safety, safeguarding national sovereignty. Particularly creating local comprehensive strength for border management, protection, and defense, reinforcing and enhancing the strength of the entire people's defense.

III. MAIN DEVELOPMENT TASKS

1. Developing trade, tourism, and services.

Diversifying trade, tourism, and service industries, encouraging all economic sectors to participate in circulation to leverage advantages and promote regional economic development to achieve set socio-economic goals. Striving to achieve an average annual growth rate of about 15% in trade, tourism, and services for the province from now until 2010.

Gradually establishing commercial centers in the border gate area; forming and developing a network of markets to expand services and exchanges of goods, introducing products to other regions and countries such as Laos, Cambodia, and Thailand.

Leveraging geographical and environmental advantages to develop tourism. Forming intra-regional tourism routes connecting with key economic regions and cross-regional tourism: Southeastern Region, coastal region of Central Vietnam, Ho Chi Minh City, Ba Ria-Vung Tau... while restoring and preserving nature, exploiting, maintaining, and developing tourism resources, and promoting ethnic cultural identity. Developing international tourism routes with Laos, Thailand... through the border gate area.

Adjusting the structure of the trade, tourism, and service industries towards prioritizing tourism, telecommunications, finance, technology transfer...

2. Industry.

Emphasizing the development of industries using local raw materials such as coffee processing, rubber industry, export-oriented industries... gradually developing repair and maintenance machinery industries, encouraging small and medium-scale industrial production to meet regional development requirements.

Implementing deep investment, updating equipment, especially in processing industries for specialized crop products and forest products to transform the economic structure of the region. Linking industry with exports and agriculture and forestry to promote production development.

Focus on developing industry at an appropriate scale, prioritizing the application of technology that requires less capital but creates many job opportunities for workers and contributes to industrializing rural areas.

3. Regarding agriculture and forestry.

Develop agriculture towards commercial production, leveraging existing advantages and potential, in accordance with the natural conditions of the region. Emphasize maintaining the landscape environment and protecting ecosystems, promoting sustainable development.

Implement the application of scientific and technological progress in agricultural and forestry production, investing in intensive and effective cultivation, combining agriculture with forestry and processing industries, gradually modernizing key stages to promote production development to meet production, livelihood, and export needs.

Gradually expand the area planted with coffee, rubber, fruit trees, medicinal plants, and other industrial crops... according to planning. Pay attention to the rational use of land funds and land fund structure towards diversifying products, expanding specialized crop areas to create high-quality agricultural product yields.

Develop forestry to increase coverage, limit, and eventually eliminate shifting cultivation and slash-and-burn practices. Implement land allocation and forest management contracts to combine garden cultivation with agricultural and forestry production. Rationally exploit forest resources linked to settlement programs, intensify scattered tree planting, protect the ecological environment, and integrate forest benefits.

4. Infrastructure development.

Develop urban networks in line with the renovation and upgrading of transportation routes and the formation of commodity production zones according to the overall urban development plan of Vietnam until 2020. Gradually improve the road traffic system of communes within the region. Prepare necessary conditions for the formation of functional zones in border gate areas.

Combine transportation construction with the completion of irrigation systems, bridges, and facilities serving production and daily life.

Upgrade and construct new water supply and drainage systems in urban areas, focusing on addressing the clean water needs of rural residents. Pay attention to the protection and exploitation of water sources.

Gradually implement electrification, invest in developing power grids to reach concentrated residential areas and regions with the potential for agricultural and forestry exploitation to increase commercial product yields.

Construct and upgrade school systems, health stations, hospitals, cultural activity centers, and entertainment venues to meet living needs.

Modernize postal and telecommunications networks in line with synchronization and digitalization to meet domestic information requirements and international exchanges.

5. Education, science, culture, healthcare, and social affairs.

Emphasize the development of education and training, healthcare, radio, and television systems, gradually meeting production development and improving living standards.

Effectively integrate national programs, target programs, and specific projects to achieve practical socio-economic results.

6. Regarding security and defense.

Integrate economic development with national security and defense, firmly maintaining national sovereignty.

IV. MAJOR SOLUTIONS

Based on the approved content of the economic and social development project for the Bo Y border gate area, there must be comprehensive, suitable, and effective solutions to mobilize internal and external resources to serve the economic and social development of this border gate area.

Implement reasonable measures to utilize valuable resources such as land funds, labor force, forest resources, water resources... for economic development, environmental protection, and increasing coverage. Based on the approved orientation for economic and social development in the border gate area, the Provincial People's Committee must coordinate with central ministries and sectors to establish development projects in this area, with prioritized arrangements and adjustments as appropriate.

Implement incentive measures to gradually attract domestic and foreign investment, creating conditions for the application of advanced science and technology, and expanding markets.

Investors in the Bo Y border gate area may raise capital from both domestic and foreign sources through all appropriate forms consistent with Vietnamese laws and international practices to build infrastructure and production and business facilities, services in line with economic and social development planning, ensuring security and defense. The construction of industrial, civilian, and infrastructure projects in the Bo Y border gate area shall be carried out in accordance with current Vietnamese laws on investment management and construction.

Domestic and foreign investors are encouraged to invest in developing production, business, and infrastructure construction in the Bo Y border gate area in accordance with the Law on Encouraging Domestic Investment and the Law on Foreign Investment in Vietnam.

In addition to enjoying incentives under current regulations, foreign investors also enjoy certain tax exemptions, reduced land rental fees, import duties on raw materials for exported goods, and consideration for reduced profit repatriation taxes.

Priority service and trade activities in the border gate area include: Import and export operations, temporary imports for re-export, transit cargo transport, bonded warehouses, duty-free shops, exhibition halls, product introduction stores, border marketplaces, export-oriented production and processing facilities, and branches and representatives of domestic and foreign companies.

Prioritize focused and decisive investment to achieve practical results, driving economic development and improving living standards. Implement preferential policies for businesses and industries producing competitive products to increase market share and focus on exports. Residence management and entry-exit procedures shall be implemented in accordance with current regulations, but must be processed quickly and locally for both Vietnamese citizens, foreign citizens, and especially Lao citizens in the adjacent border area opposite Ngoc Hoai district.

To implement the contents of the economic and social development project for the Bo Y border gate area which has been approved, relevant central ministries and sectors shall coordinate with the People's Committee of Kon Tum Province to concretize policies that the Government is currently allowing to be piloted in some other border gate areas for application in this area.

V. IMPLEMENTATION

The Chairman of the People's Committee of Kon Tum Province is authorized to decide on the establishment of the Project Management Board for the Bo Y border gate area and to define the tasks and authorities of this Management Board.

Allow the People's Committee of Kon Tum Province to establish a Construction Company for Infrastructure: This company is a state-owned enterprise.

Annually, every twelve months, the People's Committee of the province shall be responsible for chairing and coordinating with relevant central ministries and sectors to conduct mid-term reviews and draw lessons from the implementation of the approved project contents. After two years, the People's Committee of the province shall conduct a final assessment and report to the Prime Minister for timely supplementation and adjustment to ensure that the economic and social development process in the Bo Y border gate area aligns with the intended direction and achieves high effectiveness.

Article 2. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of Kon Tum Province are responsible for organizing supervision and inspection of the project implementation according to the approved contents.

Central ministries and sectors are responsible for coordinating and assisting Kon Tum Province in reviewing projects, concretizing procedures, measures, and policies applicable in this border gate area, ensuring unified management and development across the country.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of Kon Tum Province shall proactively prepare related conditions for implementation and bear responsibility for enforcing this Decision in accordance with their functions, tasks, and authorities./.
