CIRCULAR
OF THE MINISTRY OF CULTURE AND INFORMATION
GUIDELINES FOR ISSUING JOURNALIST CARDS WITH A 5-YEAR VALIDITY PERIOD FROM 1996 TO 2000
BASED ON Article 14 of the Press Law, Decree No. 133/HĐBT of the Council of Ministers (now the Government) detailing the implementation of the Press Law;
BASED ON Decree No. 81/CP dated November 8, 1993 of the Prime Minister regarding the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
The Minister of Culture and Information hereby provides guidelines for issuing Journalist Cards with a 5-year validity period from 1996 to 2000 as follows:
The Journalist Card is a certificate of professional journalism activities issued by the Minister of Culture and Information to individuals who meet the criteria set forth in the regulations on the titles of personnel in the press sector, who are engaged in professional journalism within the official establishment of a press agency or those who have been contracted for long-term employment.
- PROFESSIONAL TITLES OF PERSONNEL IN THE PRESS SECTOR THAT ARE ELIGIBLE FOR JOURNALIST CARDS
SECTOR OF THE PRESS SHALL BE ISSUED A JOURNALIST CARD THEREAFTER
a. General editors, deputy general editors,
- Directors-general, deputy directors-general,
Directors, deputy directors,
Heads of departments, deputy heads of departments in charge of journalism,
Journalists at all levels,
Commentators, editors at all levels,
Editors, cameramen, directors of radio stations, television stations, and provincial radio-television stations directly under the central government.
b. Individuals eligible for a Journalist Card must have worked for at least three years at a press agency and receive salary according to the press sector as stipulated by Government Decree No. 25/CP.
Those who have worked in journalism and have been issued a Journalist Card and then transferred to teach journalism at specialized journalism training institutions or manage journalism at management agencies. Journalists working at the Journalists' Associations at various levels.
II. PROCEDURES FOR ISSUING JOURNALIST CARDS.
1. The head of the press agency (General Editor, Director-General, Director) is responsible before the supervising authority and the law for the list of applications for Journalist Cards submitted by the press agency.
2. Individuals applying for a Journalist Card must fill out the form prescribed by the Ministry of Culture and Information. The application form must be signed by the General Editor and stamped by the press agency. If it is a management or training institution in the press sector or a Journalists' Association, the head of the institution must review and propose issuance of the Journalist Card, sign and stamp the application form.
3. Each press agency needs to compile two comprehensive lists according to the prescribed format (one submitted to the Ministry, one retained). Compile the list of applications for Journalist Cards from central press agencies with signatures of the General Editor, Chairman of the Central Branch Association or Secretary of the Branch Association, Head or Department Director of the Organizational Personnel Department of the supervising agency. Provincial and municipal press agencies need signatures: General Editor, Chairman of the Provincial or Municipal Journalists' Association and comments from the Department of Culture, Sports and Tourism, Ideological and Cultural Department, or Propaganda Department of the Municipal Party Committee, Provincial Party Committee.
III. SOME POINTS TO BE NOTED.
1. After receiving this Circular, the heads of press agencies must promptly complete the procedures for issuing Journalist Cards and submit them to the Ministry of Culture and Information (Press Department, 51 Ngo Quyen Street, Hanoi) for examination and issuance of new cards. The issuance of Journalist Cards will only proceed until March 15, 1996.
The Minister of Culture and Information assigns the Head of the Press Department of the Ministry to implement the issuance of Journalist Cards according to these Guidelines and submit them to the Minister for signature.
2. Those who have been issued Journalist Cards with a validity period from 1991 to 1995 must return their old cards when they receive new ones.
3. The compilation of the list of individuals eligible for Journalist Cards must be conducted by the departments and offices of the press agency. The person in charge of the department or office must provide an assessment and evaluation of the journalist's capabilities, ethics, character, etc., for the General Editor to decide. Journalists who have been disciplined with warnings or higher penalties will not be issued cards this time.
4. The head of the press agency is responsible for recalling the Journalist Cards of those who have been disciplined or transferred, retired, and submitting them to the Ministry of Culture and Information.
5. Upon receipt of the Journalist Card, the press agency shall organize a ceremony to present the Journalist Card to each individual. The head of the press agency shall remind the recipients of the regulations governing the use of the Journalist Card according to the law, reiterate the ethical conventions of journalists, and request that the recipients strictly adhere to them.
