Regarding the Dung Quat Oil Refinery Project No. 1
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
Based on the Constitution of the Socialist Republic of Vietnam in 1992;
Based on Resolution No. 05/1997/QH10 of the 10th National Assembly at its second session concerning the criteria for important national projects to be submitted to the National Assembly for consideration and decision on investment policy;
On the basis of reviewing the Report No. 399 KTN-m dated November 17, 1997 of the Government; the Audit Report No. 44/KHCNMT dated November 20, 1997 of the Science, Technology and Environment Committee of the National Assembly and the opinions of National Assembly deputies regarding the Dung Quat Oil Refinery Project No. 1;
RESOLUTION:
Article 1: The Dung Quat Oil Refinery Project No. 1 is an important national project.
Agreeing with the investment policy to construct the Dung Quat Oil Refinery Project No. 1 with a designed capacity of 6.5 million tons of crude oil per year.
Article 2: Entrusting the Government to organize the implementation of the Project and to pay attention to the following points:
- Ensuring that the construction of the Dung Quat Oil Refinery Project No. 1 is consistent with the development plan of the petroleum industry, including plans to increase refining capacity to develop the petrochemical industry; consistent with the overall development plan of the Dung Quat Industrial Zone and the economic development plan of Central Vietnam;
- In the feasibility study report, particular attention should be paid to the economic and social effectiveness of the Project, technological level, ensuring safety and environmental protection;
- Having an appropriate plan to mobilize various sources of capital to ensure the implementation of the Project according to schedule and to minimize the impact on the budget balance and other important investment projects;
- Properly implementing land clearance and resettlement.
- Annually, the Government shall report to the National Assembly on the progress of the Project.
Article 3: This Resolution takes effect from the date it is adopted by the National Assembly.
