RESOLUTION

Regular Meeting of the Government for June 1998

 On June 29 and 30, 1998, the Government convened its regular meeting for June 1998 to discuss and adopt the following issues:

1- Adoption of the draft Resolution of the Government on measures to manage the plan for the last six months of 1998, presented by Minister of Planning and Investment Tran Xuan Gia, supplemented with opinions from attending representatives and concluded by Prime Minister Phan Van Khai. The Government Office is instructed to coordinate with the Ministry of Planning and Investment and relevant agencies to incorporate the opinions from the meeting, finalize the draft Resolution, and submit it to the Prime Minister for signature and issuance before July 15, 1998.

Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies must frequently visit grassroots levels, grasp the situation thoroughly, and promptly propose solutions to address difficulties and bottlenecks, unleash potential, and create impetus for development across all sectors and fields.

2- Adoption of the Report on the Review of the Implementation of the Working Regulations of the Government in the first six months of 1998, presented by Minister and Chairman of the Government Office Lai Van Cu.

In the first six months of 1998, the Government effectively implemented the new Working Regulations, with positive changes in work styles in many areas. However, there remain pressing issues such as inter-ministerial coordination in handling cross-sectoral problems, program implementation, administrative reform, institutional building and supervision, information reporting, citizen complaints and appeals resolution, which have not been fully and effectively carried out. The Government is determined to overcome these weaknesses, achieving more significant progress in the last six months of 1998 and subsequent years.

Members of the Government and Heads of government-affiliated agencies need to cooperate closely with the Government Office to rigorously review issues and projects registered in the Work Program for the last six months of the year; simultaneously, they should develop specific plans to immediately organize the implementation of assigned projects and timely review, adjust, and supplement them each month.

3- Adoption of the draft Decree of the Government promulgating the Investment Regulation under Build-Operate-Transfer (BOT), Build-Transfer-Operate (BTO), and Build-Transfer (BT) contracts applicable to foreign investment, presented by Minister of Planning and Investment. The Ministry of Planning and Investment is tasked to coordinate with the Government Office to incorporate comments from government members and opinions at this meeting, perfect the draft Decree, and submit it to the Prime Minister for signature and issuance in July 1998.

The Government requests all levels, sectors, Heads of administrative agencies, state-owned enterprises to concentrate efforts to resolve difficulties, release production capacity, practice thrift, stabilize people's lives; clean up the apparatus, reorganize the cadre corps, establish discipline and order, identify and nurture talent; inspire enthusiasm for production and business among the people and enterprises.
