PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Minister of Agriculture and Rural Development (document number 8405NN-PTLN/CV dated December 26, 1997),
DECISION:
Article 1. Establishing the State Steering Committee for the project to plant five million hectares of forest from 1998 to 2010, the central steering committee shall consist of:
1. Deputy Prime Minister Nguyen Cong Tan as Chair.
2. The Minister of Agriculture and Rural Development as Vice-Chairman in charge.
3. Leaders of the Ministries and sectors: Planning and Investment, National Ethnic Minorities Commission, Finance, Science, Technology and Environment, Defense, Labor - Social Welfare and War Invalids, State Bank of Vietnam, Land Administration General Department as members of the Steering Committee.
Invite representatives of the National Assembly's Ethnic Council, Vietnam Farmers' Association, Central Communist Youth Union Ho Chi Minh to participate in the Steering Committee.
The Ministry of Agriculture and Rural Development shall utilize its existing organizational structure to support the management activities of the Steering Committee.
Article 2. Provincial People's Committees shall issue decisions to establish provincial forest planting steering committees chaired by the Deputy Chairman of the Provincial People's Committee, with relevant provincial departments and agencies as members of the Steering Committee.
Article 3. Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of provincial People's Committees directly under the Central Government are responsible for implementing this Decision./.
