DIRECTIVE OF THE MINISTER OF HEALTH
On Strengthening Hospital Infection Control Work

In 1997, the Minister of Health issued Decision No. 1895/1997/BYT-QD on the issuance of the Hospital Regulations. Two years after the issuance of the Hospital Regulations, many hospitals have successfully organized and implemented the regulations on infection control and the Department of Infection Control, contributing to improving the quality and effectiveness of medical examination and treatment services. However, many hospitals still struggle with organizing and implementing the infection control regulations or fail to strictly adhere to them, thus not ensuring aseptic conditions in technical care and treatment procedures.
To strengthen hospital infection control work and ensure patient safety, the Minister of Health issues the following directive:
1. Heads of healthcare facilities nationwide are responsible for organizing the study and implementation of the infection control regulations.
2. Hospitals and institutes under the Ministry of Health, provincial and centrally-administered municipal general and specialized hospitals must immediately establish an Infection Control Department within their hospitals in accordance with the provisions of the Infection Control Department regulation stipulated in the Hospital Regulations issued together with Decision No. 1895/1997/BYT-QD dated September 19, 1997, of the Minister of Health.
3. The specific tasks of the hospital Infection Control Department shall be assigned by the hospital director based on the functions and responsibilities of the Infection Control Department as prescribed in the Infection Control Department regulation in the Hospital Regulations.
4. The staffing of the Infection Control Department shall be determined by the hospital director based on the total annual staffing allocation of the hospital.
5. The Head of the Infection Control Department is responsible for organizing, inspecting, supervising, and urging the implementation of the infection control regulations in the hospital, compiling and reporting to the Director on the results of the implementation of the regulations, and proposing solutions to address any shortcomings in the implementation of the regulations.
Upon receipt of this Directive, Directors of Provincial Health Departments, Directors of hospitals, and Institute Directors of institutes under the Ministry, Directors of hospitals of various sectors, and Directors of provincial and centrally-administered municipal general and specialized hospitals are urgently required to organize immediate implementation and report the results of implementation, any difficulties, and obstacles (if any) to the Ministry of Health (Treatment Department) for timely research and resolution.
The Director of the Treatment Department is responsible for coordinating with the Organization and Cadre Department, Traditional Medicine Department, Maternal and Child Health and Family Planning Department, Legal Affairs Department, and other relevant departments to organize inspections of the implementation of this Directive and report the results of the implementation of the Directive to the Minister of Health before December 15, 1999./.
