Guidelines for Admissions to Bachelor's and College Nursing (Nurse) and Medical Technology (Laboratory Science) Part-time Programs in 1999

 and Medical Technology (Laboratory Science) Part-time Programs in 1999

To implement the national plan targets for health workforce training and improve the quality of training, the Ministry of Health issues this Circular guiding admissions to Bachelor's and College Nursing (Nurse) and Medical Technology (Laboratory Science) part-time programs in 1999.

I. ELIGIBILITY FOR ADMISSION

The eligible candidates are health workers holding a high school diploma in Nursing (Nurse) and Medical Laboratory Technician who are currently employed at state healthcare facilities, in accordance with their trained specialty, and now wish to pursue further studies in the same specialty.

II. QUOTA AND RECRUITMENT AREAS OF THE SCHOOLS

1. Hanoi Medical University: 50 quotas

College Medical Technology Program:

Recruitment from northern provinces up to Quang Binh.

2. Hue Medical University: 90 quotas

2.1- Bachelor's Medical Technology Program: 30 quotas

Recruitment from southern provinces starting from Quang Tri.

2.2- College Nursing Program: 60 quotas,

Recruitment from central provinces from Quang Binh to Khanh Hoa, and three western highland provinces (Dac Lac, Gia Lai, Kon Tum).

3. Ho Chi Minh City University of Medicine and Pharmacy: 150 quotas

- College Nursing Program:

- Recruitment from southern provinces starting from Ninh Thuan, Lam Dong.

4. Nam Dinh Health College: 150 quotas

- College Nursing Program:

- Recruitment from northern provinces up to Ha Tinh.

III. ADMISSION STANDARDS

1. Political criteria:

- Successfully completing assigned tasks.

- Good moral character, fully complying with the Party's policies and the State's laws.

- Good moral character, fully complying with state policies and laws.

2. Academic and professional qualifications.

2. Standards for professional qualifications and education:

2.1. Education:

Graduated from high school or completed equivalent supplementary education.

2.2. Professional qualifications:

- Hold a high school diploma in Nursing (Nurse)

If they are Medical Assistants, they must have a certificate converting their qualification to Nursing (Nurse) according to the program of the Ministry of Health.

- Hold a high school diploma in Medical Laboratory Technician specializing in Laboratory Science.

3. Professional experience criteria:

Have at least three years of work experience counted from October 30, 1999, since receiving employment after graduation from high school.

4. Health and age criteria:

4.1. Health:

Must be in good health to study as stipulated in the Joint Circular of the Ministry of Health and the Ministry of Education and Training (now the Ministry of Education and Training) No. 10/TT-LB dated August 18, 1989, and the guidance letter No. 2445/TS dated May 20, 1990, of the Ministry of Education and Training.

4.2. Age:

Not exceeding 50 years old for males and not exceeding 45 years old for females, counted from October 30, 1999.

5. Living expenses and tuition fees:

5.1. Candidates admitted under the quota funded by the State shall not pay tuition fees but must pay school fees as prescribed in the Joint Circular No. 54/1998/TTLT-MOET-FIN dated August 31, 1998, on guiding the collection, expenditure, and management of school fees at public educational institutions under the national education system.

Salaries and allowances (if any) of staff attending studies shall be implemented according to the Joint Circular of the Ministry of Education and Training, Ministry of Finance, and Ministry of Labor, Invalids, and Social Affairs No. 53/1998/TT-LT/MOET-FIN-LAB dated August 25, 1998, on guiding scholarship and social assistance systems for students at public training institutions.

5.2. After graduation, graduates will be returned to the sending agency for job placement.

Students who stop studying during the process will also be returned to the sending agency.

IV. PRIORITY POLICIES

Admission scores to schools will be given priority based on region and policy:

1. Regional priority:

Applied according to the regional division for recruitment printed in the book "Important Information about University, College, and Vocational High School Regular System Admissions in 1999" issued by the Ministry of Education and Training, Educational Publishing House, 1999.

Healthcare workers belonging to agencies, forest-rural-industrial enterprises, factories, or military forces stationed in regions within a certain area will be given priority according to that area.

2. Policy priority:

2.1. Priority Group 1:

- Heroes of Labor and Heroes of the Armed Forces.

- Ethnic minority cadres.

- Disabled veterans who have been issued cards.

- Cadres in the staffing of healthcare facilities in mountainous and remote areas who have worked continuously there for three years or more as of October 30, 1999.

2.2. Priority Group 2:

- Cadres in the staffing of healthcare facilities in mountainous and remote areas who have worked continuously there for one to less than three years as of October 30, 1999.

- Staff involved in training activities in the staffing of medical universities, vocational high schools, or those serving as Head Nurses, Midwifery Chiefs, or Chief Technicians in departments or hospitals.

- Cadres awarded medals, war resistance and victory medals, labor medals; provincial or municipal model workers for two consecutive years (the year before enrollment).

- Cadres awarded creative certificates by the Vietnam General Confederation of Labor.

- Ethnic minority individuals.

The difference in points between two categories or adjacent priority regions shall not exceed three points.

1. One application form for the entrance examination approved by the unit employing the cadre or civil servant. Candidates working in units managed by the Department of Health must have approval from the Department of Health. Candidates working in central ministries and agencies must have approval from the management agency of cadres and civil servants.

The application dossier includes:

- One application form, with the agreement of the dispatching agency.

- A copy of the high school diploma or equivalent and the vocational high school diploma of the relevant field (certified by the state). Original diplomas must be presented for verification when registering. In case of necessity, the school may request candidates to present their high school transcripts.

- A copy of the birth certificate.

- A health certificate for study issued by a hospital or authorized health authority.

- A certificate of priority category and recruitment area (as specified in Section IV), issued by the head of the dispatching agency or unit.

If they are Head Nurses or Chief Technicians, they must have a formal appointment decision from the competent authority.

- A dispatch decision for staff to attend studies issued by the head of subordinate units of the Ministry of Health, Provincial Department of Health, or other equivalent agencies (to be submitted upon admission).

- Two 4x6 photos (one photo attached to the application form, stamped and sealed).

- Two envelopes with stamps and the applicant's address.

The dossier must be placed in an envelope measuring 230x330mm, with the name, workplace, and applied program clearly marked on the outside, along with a list of enclosed documents.

Application dossiers should be submitted to the Admissions Board of the respective schools according to the designated recruitment areas. Schools will not accept additional applications after the examination period.

Candidates must pay examination fees as announced by the school, in accordance with the general regulations of the Ministry of Education and Training.

Deadline for submitting applications: Before May 20, 1999.

All cases of unclear application forms or fraudulent information provided to take the exam shall be handled according to the recruitment regulations of the Ministry of Education and Training. Heads of agencies and units responsible for sending staff to study shall be accountable for the application forms.

VI. EXAMINATION AND ADMISSION REQUIREMENTS

1. Subjects: Candidates must take three subjects: Mathematics, Chemistry, and Specialty Subject.

1.1. Mathematics and Chemistry:

According to the Secondary School curriculum.

1.2. Specialty subject:

According to the Health Vocational School curriculum in the applied specialty.

Candidates who have graduated from another university or college in the natural sciences or engineering field are exempted from Mathematics and Chemistry exams.

2. Examination Date:

The examination will be held in July 1999. The schedule will be determined by each school, registered with the Ministry of Health (Department of Science and Training), and announced to candidates within the school's recruitment area.

Based on the above requirements, the principals of the schools are responsible for preparing questions and answers that comply with the secondary health training program issued by the Ministry of Health.

3. Conditions for successful admission:

Successful candidates must meet all admission criteria and achieve the required score for the school they are applying to, including:

- Major Subject: not less than 5 points

- Academic: No zero scores.

Upon receipt of this Circular, units and localities shall implement it, select and send qualified staff to apply for admission as stipulated in this Circular. Schools need to carefully review application forms and organize examinations in accordance with regulations to ensure training quality and social equity.
