DIRECTIVE OF THE MINISTER OF TRADE
On Flood and Typhoon Prevention and Disaster Mitigation in 2000
Due to the impact of global and regional climate change, in 1999, widespread and prolonged drought occurred in our country; heavy rainfall with intense strength and irregular patterns; sea levels rose significantly. In November and December 1999, two major floods occurred consecutively in central provinces, exceeding historical flood levels, causing severe losses in human lives and property. However, due to effective prevention, rescue, and recovery efforts, the extent of damage was minimized, and life and production were quickly stabilized.
To proactively prevent and combat floods and typhoons, mitigate disasters in 2000, strictly implement Directive No. 06/2000/CT-TTg dated March 28, 2000 of the Prime Minister, the Minister of Trade requests the Departments of Trade, Departments of Trade and Tourism (hereinafter referred to as the Department of Trade), and subordinate units (hereinafter referred to as units) to perform the following tasks well:
1. Strengthen the Flood and Typhoon Prevention Command at the Departments of Trade and subordinate units of the Ministry towards efficiency and strength; in areas frequently affected by floods and typhoons, the Director of the Department of Trade and the Head of the unit shall serve as the Commander.
2. Summarize and draw lessons from the work of flood and typhoon prevention in 1999; develop detailed plans and strategies for flood and typhoon prevention and disaster mitigation in 2000 that closely align with reality and characteristics of each region, locality, and commodity sector; enhance inspection, supervision, and guidance on implementation organization.
3. Ensure absolute safety of materials and goods; particularly, the petroleum industry must pay special attention to the inspection and reinforcement of warehouses, tanks, pipelines, wharves, and transportation means...
4. In localities with mountainous districts, remote areas, regions prone to flooding, and delayed flood zones, the Department of Trade must have plans to ensure reserves of essential goods, proactively supply goods to remote areas before the rainy and typhoon season.
5. When natural disasters occur, the Departments of Trade and units must coordinate closely and promptly provide material and goods support to quickly address aftermaths, stabilize market conditions, and prices.
6. Assign Vietnam Oil and Gas Corporation to reserve petroleum products, and Construction and Building Materials Company III to reserve oil paper with the following quantities:
Vietnam Oil and Gas Corporation (reserve in circulation phase):
Gasoline: 10,000 tons
Diesel: 10,000 tons
Kerosene: 3,000 tons
Construction and Building Materials Company III: 3,000 rolls of oil paper (in the Ministry's flood and typhoon prevention fund).
Vietnam Oil and Gas Corporation will allocate quantities and types of petroleum products to specific points to meet needs during natural disasters as well as recovery, and report the allocation of petroleum product reserves for flood and typhoon prevention to the Ministry (Planning and Statistics Department) before April 30, 2000.
7. The Departments of Trade and units immediately send their plans and strategies for flood and typhoon prevention and disaster mitigation in 2000 to the Ministry (Planning and Statistics Department). The Ministry will dispatch teams to inspect some key Departments of Trade and units.
