Guidelines for Admissions to Nursing (Nurse), Midwifery, Medical Technology Programs on a Part-time Basis (formerly known as the In-service System) at Bachelor's and College Levels in 2001

To implement the plan for developing human resources to serve the cause of caring for and protecting people's health, the Ministry of Health has decided to continue admitting students for part-time training (formerly known as the In-service System) at the Bachelor's and College levels in Nursing (Nurse), Midwifery, and Medical Technology, and to issue this Circular to guide admissions for the year 2001 for the aforementioned fields:

 I. GENERAL PROVISIONS:

For the academic year 2001-2002, the University of Medicine and Pharmacy Ho Chi Minh City and Hue University will offer part-time training at the university level, specifically including Bachelor's degrees in Nursing and Medical Technology. The Nam Dinh College of Health Sciences will offer part-time training at the college level, specifically including Associate degrees in Nursing and Midwifery. All eligible candidates nationwide, if meeting the criteria set forth in this Circular, are eligible to take the entrance examination for the part-time programs at the aforementioned universities and colleges.

The recruitment and training of Bachelor's and Associate degree students in Nursing, Midwifery, and Medical Technology under the part-time system shall be carried out in accordance with the general regulations stipulated in the Enrollment Regulations for Universities, Colleges, and Vocational High Schools, and the part-time system (formerly known as the In-service System) issued by the Ministry of Education and Training, and the enrollment policy for 2001 issued by the Ministry of Health.

The enrollment quotas for part-time training in 2001 assigned to universities and colleges include quotas funded by the State budget and those not funded by the State budget. Funding for training of quotas not funded by the State budget will be collected from localities and units sending cadres to study through training contracts between schools and units requiring training. The Ministry of Health will uniformly manage the quotas for training and will not differentiate in the training program or quality of training between quotas funded by the State budget and those not funded by the State budget. Educational institutions are not allowed to admit additional students beyond the assigned quotas.

The Ministry of Health assigns tasks and announces the training quotas and regions for admission to schools (Annex attached to this Circular).   

II. ELIGIBILITY FOR ADMISSION

Candidates applying for Bachelor's and Associate degree programs under the part-time system must meet the following criteria:

1- Hold a high school diploma in Nursing, Midwifery, or Medical Technology, trained according to the curriculum prescribed by the Ministry of Health, and now wish to pursue further studies in the same field.

2- Be a permanent or contractual employee within the State salary fund and currently working at State healthcare facilities in the field they were trained in.

1. Political Criteria

Clear personal and family background.

Successfully complete assigned tasks.

Good moral character, fully complying with the Party's policies and State laws.

Those currently undergoing disciplinary action (from reprimand upwards) are not eligible for admission.

2. Academic and Professional Criteria

2.1. Academic: Graduated from high school, completed supplementary education, or studied cultural subjects as required in the secondary healthcare training curriculum from junior high school graduates.

2.2. Professional:

Graduated from high school in Nursing, Midwifery, or Medical Technology.

If graduated from high school in Medical Practice, must have a certificate converting to a high school diploma in Nursing according to the curriculum of the Ministry of Health.

3. Professional Experience Criteria:

There are two categories:

3.1. One year (12 months) of professional experience applies to the following groups:

Teachers belonging to the staff of universities, colleges, and secondary healthcare schools.

Individuals holding a high school diploma in a specialized profession (matching the field they wish to study).

Medical Practitioners who have converted their diplomas to Nursing.

3.2. Three years (36 months) of professional experience apply to individuals not covered by item 3.1.

Professional experience is calculated from the date of the decision to join the State staff, after graduating from a specialized high school, up to October 30, 2001.

For Medical Practitioners converting to Nursing: Professional experience is calculated from the date of conversion to October 30, 2001.

4. Health and Age Criteria

4.1. Health:

Must have sufficient health to study and work as stipulated in Joint Circular No. 10/TT-LB dated August 18, 1989, issued by the Ministry of Health and the Ministry of Higher Education, Vocational High School, and Secondary Education, and Instructional Letter No. 2445/TS dated August 20, 1990, issued by the Ministry of Education and Training.

4.2. Age

Men must not exceed 50 years old and women must not exceed 45 years old, as of October 30, 2001.

5. Tuition Fees:

5.1 Students admitted under the State-funded quota do not need to pay training costs but must pay tuition fees according to the current regulations of the State.

5.2 Students admitted without State funding must pay tuition fees and a portion of the training costs. The contribution amount is equivalent to the defined training cost set by the State for part-time Bachelor's and Associate degree programs, where students pay tuition fees and the remaining portion is contributed by the unit sending cadres to study.

After graduation, students will return to the unit that sent them to study for job assignment.

Students who stop studying before graduation will also return to the unit that sent them to study.

IV. PRIORITY POLICIES

Admission scores will be given priority based on region and within each region, there are priority groups based on policy:

1. Regional Priority

AApplied according to the current regulations of the Ministry of Education and Training.

2. Policy Priority

2.1 Priority Group 1:

Heroes of armed forces, labor heroes, national model workers.

Ethnic minority people working in mountainous areas, highlands, and remote areas.

War veterans with ranks.

Cadres currently working in highlands, remote areas continuously for 24 months or more as of October 30, 2001.

Teachers belonging to the staff of universities, colleges, and vocational high schools in healthcare.

2.2 Priority Group 2:

Cadres currently working in highlands, remote areas continuously for 12 months to less than 24 months.

Head Nurse (Nurse Manager), Head Midwife, Head Technician of the hospital department.

Staff who are awarded Resistance Medals, War Merit Medals; Victory Medals; Labor Medals.

Provincial-level or centrally-administered municipal-level Vanguard Fighter for two consecutive years (excluding the year of study).

Staff who are granted creative certificates by the General Confederation of Labor of Vietnam.          

Staff with at least ten years of experience in their specialized field.

Children of烈士子女，残疾军人子女，因公牺牲军人子女，伤残程度达到或超过81%的。

Members of ethnic minority groups.

V. APPLICATION FOR ENROLLMENT:

1. One application form for examination approved by the agency employing civil servants. Applicants currently working under the management of the Department of Health must have the approval of the Department of Health. Applicants currently working under central ministries or agencies must have the approval of the agency managing civil servants.

2. Notarized copies:

Diploma of Secondary Vocational School.

Diploma of Secondary General Education or Supplementary Education.

Transcript of subjects from Secondary Vocational School.

The original must be presented when attending classes.

3. Notarized copy of birth certificate.

4. Certificate of health fitness for study issued by a county-level hospital or higher.

5. Certificate of preferential admission and preferential admission area issued by the agency sending staff to study (as stipulated in Part IV).

6. Decision on dispatch for study: Issued by the agency managing staff, applicants submit upon successful enrollment.

7. Notarized copy of the Decision on recruitment into the establishment or contract.

8. Four photographs size 4x6 (one photo affixed to the application form for examination, stamped across the seam).

Other documents as required by the school.

Applicants must submit the application for examination to the Admissions Board of the schools within the specified deadline.

VI. ORGANIZATION OF THE EXAMINATION AND SELECTION OF SUCCESSFUL APPLICANTS

1 Examination Subjects: Applicants must take three subjects: Mathematics, Chemistry, and Major Subject.

1.1 Mathematics and Chemistry:

According to the secondary general education curriculum.

1.2 Major Subject:

According to the secondary vocational medical curriculum of the Ministry of Health, suitable for the applied major.

Applicants who have graduated from a university or college in natural sciences or engineering can be exempted from Mathematics and Chemistry exams, only needing to take the Major Subject exam.

2 Organization of the Examination

The examination schedule is determined by the schools and reported to the Ministry of Health (Department of Science and Training), while simultaneously publicly announcing through mass media for applicants in the school's admission area.

Schools may organize review sessions for applicants. The duration of the review session and the review fees are regulated by each school according to current regulations.

3 Selection of Successful Applicants

3.1- Successful applicants must meet all admission criteria and achieve the minimum admission score in all subjects, including:

Major Subject: not less than 5 points.

Mathematics and Chemistry: no zero scores.

3.2- Universities and colleges determine the admission score based on preferential treatment for applicants from mountainous areas and remote regions.

3.3- Recheck the entire application file of successful applicants, and if necessary, work with the agencies dispatching personnel to study to verify the legality of the documents in the file.

Any cases of false declaration in the application must be handled according to the Ministry of Education and Training's admission regulations. The person signing the decision to dispatch staff for study must bear full responsibility for the legality of the student's file.

3.4- Compile the list of successful applicants and report to the Ministry of Health.

VI IMPLEMENTATION PROVISIONS:

Upon receipt of this Circular, units and localities shall organize its implementation, examine and dispatch candidates for examination and study in accordance with the prescribed categories and standards in this Circular.

Schools implementing admissions work strictly in accordance with current regulations to ensure training quality and social equity. /.

ANNEX

ADMISSION CRITERIA AND RECRUITMENT AREAS FOR UNDERGRADUATE AND COLLEGE LEVELS
