JOINT CIRCULAR
traffic management authorities have the authority to examine and approve inwriting the construction of postal information facilities within the protectionzone of road transport infrastructure under their jurisdiction.
As follows:
Ministry of Transport (Road Traffic Department) directly manages sections of nationalhighways that the Ministry of Transport has assigned to provincial People'sCommittees, as well as routes (or urban roads), and important provincialroads. County-level People's Committees manage roads within their county. TheLocal Road Traffic Department is responsible for this.
When constructing elements affecting road traffic safety, permission fromthe Vietnam Highway Administration must be obtained for national highways;permission from the Local Road Traffic Department must be obtained for othercases.Relevant entities and individuals involved in the construction andmanagement of postal information facilities within the protection zone ofroad transport infrastructure, as well as road transport management units andother related units, are responsible for implementing this Circular.
During implementation, if there are any difficulties, they must be reportedto the Ministry of Transport and the General Post Office to promptly supplement and amend./.
