Pursuant to Decree No. 22/CP dated May 22, 1993 of the Government stipulating the tasks, powers, and organizational structure of the Ministry of Science, Technology, and Environment;

Pursuant to Article 19 of the Law on Science and Technology;

Pursuant to Decision No. 419/TTg dated July 21, 1995 of the Prime Minister regarding the management mechanism for scientific research and technological development activities;

Considering the proposal of the Director of the Department of Industrial Science and Technology Management, the Director of the Department of Agricultural Science and Technology Management, the Director of the Department of Social Sciences and Natural Sciences Management, and the Director of the Planning Department;

 

DECISION:

 

Article 1. Issuing the Interim Provisions on the Working Method of the Science and Technology Council for Determining State Research Topics for the 2001-2005 Period.

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 3. The Heads of the Planning Department, the Department of Science and Technology Management for Industry, the Department of Agricultural Science and Technology Management, the Department of Social Science and Natural Science Management, the Department of International Relations, the Director of the Ministry's Office, the Heads of units under the Ministry, and the Heads of related agencies and organizations are responsible for implementing this Decision./.

 

TEMPORARY PROVISIONS

 

On the working method of the Science and Technology Council

determining state research topics for the 2001-2005 period

(Attached to Decision No. 07/2001/QĐ-BKHCNMT dated April 11, 2001)

4. The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value.

I. PRINCIPLES OF WORKING OF THE COUNCIL

1. Meetings of the Council must have at least two-thirds of the members present (the opinions of absent members expressed in writing only have reference value).

2. Depending on the level of detail required for the content of the announcement for selecting (or directly assigning) each topic, the determination of state research topics will be carried out in one step - Step 1 - or both of the following steps:

Step 1: Determine the List of State Research Topics.

Step 2: Determine the Summary Outline of Each Topic

The Ministry of Science, Technology, and Environment may use the advisory council that has provided advice to determine the List of topics (Step 1) to perform the task of drafting the summary outline (task of Step 2) or may establish a new advisory council for Step 2.

3. The advisory council of Step 1 (determining the List of topics) uses the principle of grading topics into levels A, B, C, and "Not Recommended" to select topics.

4. The advisory council of Step 2 uses the principle of majority voting to conclude on the summary outline for each topic.

II. PROCEDURE AND PROCEDURES FOR THE WORKING OF THE COUNCIL

II.1. The advisory council of Step 1 (determining the List of proposed state research topics within the Science and Technology Program or independent topics) works.

The Chairman of the Council presides over the meetings.

1. Before the Chairman of the Council chairs the meeting:

a) The Secretary of the Council reads the Decision establishing the Council, introduces the composition of the Council and the attending representatives.

b) A representative of the Ministry of Science, Technology, and Environment states the requirements and main contents of the Provisions on the determination of state science and technology tasks for the 2001-2005 period; introduces a summary of the preliminary consolidated list of topics expected to be included in the Science and Technology Program (for the Council determining topics within the Program), or independent topics by corresponding specialty (for the Council determining independent topics); introduces other necessary specialized and technical materials.

2. The Council discusses:

a) The Council examines, analyzes, and critiques the preliminary consolidated list of topics expected to be included in the Science and Technology Program or the preliminary consolidated list of independent topics provided by the Ministry of Science, Technology, and Environment regarding the following aspects:

- Urgency (importance, urgency,...);

- Scientific and technological significance: novelty, technological advancement;

- Economic and social significance: applicability of the topic in practice (is it applicable? can it be applied on an industrial scale? can specific application addresses be identified? does it have a significant impact on the development of science and technology and/or economy and society?...);

- Feasibility (technically implementable); consistency with the objectives of the Program (for topics within the Program).

b) Amend or supplement, clarify, and accurately define the subject of study, objectives, content, and products stated for each topic in the List.

c) The Council thoroughly exchanges views on grading each topic to arrange them into levels A, B, C, and those topics to be placed in the "Not Recommended" level to facilitate voting.

3. The Council elects the Counting Committee and votes:

The Counting Committee consists of three members of the Council (one of whom is elected as Chair).

The advisory council determining state research topics within the Science and Technology Program votes to assess program topics according to the Model Form - DTCT - A.

The advisory council determining independent state research topics votes to assess independent topics according to the Model Form - DTDL - A. Valid ballots are those that score equal to or lower than the maximum points recorded on the corresponding evaluation criteria form.

Each member of the Council evaluates the proposal by scoring according to the scale recorded on the ballot.

Based on the scoring results, each member of the Council concludes on the assessment of each topic by classifying the topic into one of the levels: A, B, C, and "Not Recommended," specifically as follows:

- Level A: from 90 to 100 points;

- Level B: from 70 to 89 points;

- Level C: from 50 to 69 points;

- Not Recommended: below 50 points.

4. Compile the number of recommendation ballots.

The Counting Committee compiles the voting results of the Council according to the KP-ĐTCT-A and KP-ĐTĐL-A forms correspondingly for each Council.

5. The Council approves the Minutes of the Council's work results, recommending the List of proposed topics within the Science and Technology Program or the List of proposed independent topics by specialty within the corresponding field of science arranged in order of A, B, C from top to bottom, and sends it to the Ministry of Science, Technology, and Environment.

The Minutes of the Council's work are built according to the prescribed model: Model BBHĐ-CT-LA for the Council determining program topics and Model BBHĐ-ĐL-1A for the Council determining independent topics.

II.2. The advisory council of Step 2 (determining the summary outline of the topic) works.

The Chairman of the Council presides over the meetings.

1. Before the Chairman of the Council chairs the meeting (this section needs to be implemented when a new advisory council for Step 2 is established):

a) The Secretary of the Council reads the Decision establishing the Council, introduces the composition of the Council and the attending representatives.

b) The representative of the Ministry of Science, Technology and Environment presents the requirements and main contents of the regulations on determining the state's science and technology tasks for the period 2001-2005; introduces the List of topics under the Science and Technology Program or the List of independent topics in specialized fields within the corresponding scientific field that have been approved by the Ministry of Science, Technology and Environment, and states the mission of the Council: to draft the outline summary of each topic - the state's order for topics to be announced for selection or directly assigned.

2. The Council discusses and assigns members to prepare the outline summary of the basic elements for each topic.

The Council discusses to unify the requirements for drafting the outline summary for each topic.

Each topic's concise outline includes the following basic elements:

- Proposed topic name;

- Required objectives;

- Expected results;

- Main economic and technical indicators to be achieved

In certain specific cases, the Council may propose other factors such as:

- Research content;

- Implementation deadline;

- Application address;

- Estimated budget.

The Council assigns two or three members who are knowledgeable to prepare the outline summary for each topic in the State's List of topics that have been approved by the Ministry of Science, Technology and Environment.

When necessary, upon the Council's recommendation, the Ministry of Science, Technology and Environment may invite additional experts who are not Council members but are deeply knowledgeable in the research field of the topic to prepare the outline summary.

3. The Council unifies the outline summary of each topic.

After receiving the outline summaries for each topic prepared by the Council members or experts, the Council convenes to exchange, discuss, supplement, or modify details related to each basic element of the prepared outline summaries.

The Council approves each outline summary with a majority agreement.

The Council sends the Minutes of the Council's work with the outline summaries of the basic elements of each topic attached to the List of topics under the Science and Technology Program or the List of independent topics in specialized fields within the corresponding scientific field (according to the forms BBHĐ-CT-2A and BBHĐ-ĐL-2A respectively for each Council) that have been unanimously agreed upon by the Council./.
