Guidelines for Admissions to Nursing (nurse), Midwifery, Medical Technology Programs under the Part-time Study System (formerly known as In-service Training) at Bachelor's and College Levels in 2001

Implementing the plan to develop human resources for the health care and protection of the people's health, the Ministry of Health has decided to continue admitting students for part-time study (formerly known as in-service training) programs at the Bachelor's and College levels in the fields of Nursing (Nurse), Midwifery, and Medical Technology, and promulgates this Circular to guide admissions for the year 2001 for the aforementioned categories.

For the academic year 2001-2002, the University of Medicine and Pharmacy Ho Chi Minh City and Hue University of Medicine and Pharmacy will offer undergraduate in-service training programs including Bachelor's degrees in Nursing and Medical Technology. The Nam Dinh College of Medical Technology will offer college-level in-service training programs including Associate degrees in Nursing and Midwifery. All candidates nationwide who meet the criteria stipulated in this Circular shall be eligible to take the entrance examination for the in-service training programs of the aforementioned universities and colleges.

I. GENERAL PROVISIONS:

The admission and training of Bachelor's and Associate degree programs in Nursing, Midwifery, and Medical Technology under the in-service training system shall be carried out in accordance with the general regulations of the Admissions Regulations for Universities, Colleges, and Vocational High Schools, and the part-time study system (formerly known as in-service training) issued by the Ministry of Education and Training, and the admission policy for the year 2001 issued by the Ministry of Health.

The enrollment quota for in-service training in 2001 assigned to universities and colleges includes quotas funded by the State budget and those not funded by the State budget. The funding for non-State-budget-funded quotas will be collected from localities and units sending cadres to study through training contracts between schools and units requiring training. The Ministry of Health will uniformly manage the enrollment quotas and there will be no distinction in the training program and quality of training between State-budget-funded and non-State-budget-funded quotas. Training institutions are not allowed to admit additional candidates beyond the assigned quotas.

The Ministry of Health assigns tasks and announces enrollment quotas and recruitment regions to the schools (Annex attached to this Circular).

Cadres and civil servants applying for Bachelor's and Associate degree programs under the in-service training system must meet the following criteria:

II. ELIGIBLE APPLICANTS

1. Hold a high school diploma in Nursing, Midwifery, or Medical Technician, trained according to the curriculum prescribed by the Ministry of Health, and now wish to pursue further studies in the same field.

2. Be on the state payroll either as a permanent employee or contractual worker and currently working at state healthcare facilities in the field they were trained in.

- Clear personal and family background.

III. ADMISSION STANDARDS

1. Political standards

- Successfully completing assigned tasks.

- Good moral character, fully complying with the Party's policies and the State's laws.

Those who are undergoing disciplinary action (from reprimand onwards) are not eligible for admission.

2. Academic and professional qualifications.

2.1. Academic: Graduated from secondary school, completed supplementary education, or studied cultural subjects as required in the curriculum of secondary medical education from junior high school graduates.

2.2. Professional:

- Graduated from high school in Nursing, Midwifery, or Medical Technician.

- If graduated from high school in Medical Assistant, must have a certificate of conversion to a high school diploma in Nursing according to the curriculum of the Ministry of Health.

3.1. Professional experience is one year (12 months) applicable to the following categories:

3. Professional experience criteria:

There are two categories:

- Teachers within the payroll of universities, colleges, and secondary medical schools.

- Those holding a high school vocational diploma with excellent grades (in the correct specialty seeking further studies).

3.2. Professional experience is three years (36 months) applicable to those not covered by item 3.1.

- Medical technicians who have converted to nursing.

Professional experience is calculated from the date of the decision to join the state payroll after graduating from a high school vocational medical program until October 30, 2001.

For Medical Assistants converted to Nursing: Professional experience is calculated from the date of obtaining the conversion certificate to October 30, 2001.

4. Health and age criteria.

4.1. Health:

Must be in good health to study and work as stipulated in the Joint Circular of the Ministry of Health, Ministry of Education and Training, and Ministry of Labor, Invalids and Social Affairs No. 10/TT-LB dated August 18, 1989, and the Guidance Document No. 2445/TS dated August 20, 1990, of the Ministry of Education and Training.

4.2. Age:

Not exceeding 50 years old for males and 45 years old for females, as of October 30, 2001.

5. Tuition fees.

5.1. Students admitted under the State budget funding category do not need to pay training costs but must pay tuition fees according to the current regulations of the State.

5.2. Students admitted without State budget funding must pay tuition fees and a portion of the training costs. The contribution amount is equivalent to the training cost standard set by the State for in-service training Bachelor's and Associate degree programs, where students pay tuition fees and the remaining portion is contributed by the unit sending cadres to study.

After graduation, students will return to the unit that sent them to study for job assignment.

Students who stop studying before graduation will also return to the unit that sent them to study.

Apply according to the current regulations of the Ministry of Education and Training.

IV. PRIORITY POLICIES

Points for admission to the school are prioritized based on region and within each region, there are priority groups based on policy:

1. Priority by zone

- Heroes of the Armed Forces, Labor Heroes, National Model Workers.

2. Priority by policy

2.1. Priority Group 1:

- War invalids with rankings.

- Ethnic minority people working in mountainous, highland, and remote areas.

- Cadres currently working in mountainous and remote areas continuously for 24 months or more as of October 30, 2001.

- Teachers within the payroll of universities, colleges, and vocational secondary medical schools.

- Cadres currently working in mountainous and remote areas continuously for 12 to less than 24 months.

2.2. Priority Group 2:

- Head Nurses (nurses), Head Midwives, Head Medical Technicians of hospital departments.

- Cadres receiving medals and commendations for combat resistance, victory, and labor.

- Provincial and municipal model workers for two consecutive years (the year before going to study).

- Cadres awarded creative certificates by the Vietnam General Confederation of Labor.

- Cadres with over ten years of professional experience.

- Ethnic minority individuals.

- Children of martyrs, war invalids, or disabled veterans with a disability rate of 81% or more.

V. APPLICATION DOCUMENTS FOR ENROLLMENT:

1. One application form for the entrance examination approved by the unit employing the cadre or civil servant. Candidates working in units managed by the Department of Health must have approval from the Department of Health. Candidates working in central ministries and agencies must have approval from the management agency of cadres and civil servants.

1. An examination registration form shall be approved by the agency employing civil servants. A candidate working at an entity under the management of the Department of Health must have the approval of the Department of Health. A candidate working at central ministries or agencies must have the approval of the agency managing civil servants.

2. Certified copies:

- Graduation certificate of vocational high school.

- Graduation certificate of general high school or supplementary education.

- Transcript of vocational high school subjects.

The original must be presented upon arrival for registration.

3. Certified copy of birth certificate.

4. Health certificate for study issued by a district-level hospital or higher.

5. Certificate of graduation for preferential admission and regional preferential admission confirmed by the agency sending cadres to study (as stipulated in Part IV).

6. Decision on dispatch for study: Issued by the cadre management authority, candidates submit this when admitted to study.

7. Certified copy of the Decision on recruitment into the civil service or contract.

8. Four photographs size 4 x 6 (one photo affixed to the examination registration form, with a stamp across the back).

Other documents as prescribed by the school.

Candidates must submit their application forms to the Admissions Board of the respective schools within the specified deadline.

VI. ORGANIZATION OF THE EXAM AND SELECTION

1. Subjects to be taken: Candidates must take three subjects: Mathematics, Chemistry, and Major Subject.

1.1. Mathematics and Chemistry:

According to the general high school curriculum.

1.2. Specialty subject:

According to the health vocational high school curriculum of the Ministry of Health, appropriate to the applied field.

Candidates who have graduated from a university or college in the natural sciences or engineering field are exempted from Mathematics and Chemistry, only required to take the major subject.

2. Exam Organization

Examination schedule is determined by the schools and reported to the Ministry of Health (Department of Science and Training), simultaneously publicly announced through mass media for candidates within the school's recruitment area.

Schools may organize review classes for candidates. Review class duration and fees are regulated by the schools according to current regulations.

3. Selection

3.1. Candidates admitted must meet all admission criteria and achieve a total score in the examination subjects equal to or above the admission threshold set by the school, including:

- Major Subject: not less than 5 points

- Mathematics and Chemistry: no zero marks.

3.2. Universities and colleges determine the admission score according to the preferential treatment for candidates in mountainous regions and remote areas.

3.3. Verify the entire file of admitted candidates and, if necessary, conduct interviews with the institutions dispatching candidates to confirm the legality of the documents in the file.

All cases of false declaration in the application shall be handled according to the Ministry of Education and Training’s enrollment regulations. The person signing the decision to send cadres to study must bear full responsibility for the legality of the student's file.

3.4. Compile the list of successful candidates and report to the Ministry of Health.

VII. IMPLEMENTATION PROVISIONS

Upon receipt of this Circular, units and localities organize implementation, review and dispatch cadres to take the exam and study in accordance with the specified categories and standards set out in this Circular.

Schools implement enrollment work strictly in accordance with current regulations to ensure training quality and social fairness.
