THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of regulations on the management and use of official development assistance (ODA);
Pursuant to Decision No. 64/2001/QĐ-TTg dated April 26, 2001 of the Government on the issuance of the Regulation on Management and Utilization of Non-Governmental Foreign Aid;
Pursuant to Circular No. 70/2001/TT-BTC dated August 24, 2001 of the Ministry of Finance on the issuance of the circular guiding the financial management regime of the State for non-reimbursable aid;
Considering the proposal of the Institute of Forest Investigation and Planning - Document No. 05/ĐTQH/RHTQT/CV requesting permission to cooperate in research on community forest management with AFN;
At the proposal of the Director of the Department of International Cooperation,
DECISION:
Article 1. Approves the project "Community Forestry Support Project - Southeast Asia (CFSP)", with the main information about the project as follows:
1. Project Name: Community Forestry Support Project - Southeast Asia (CFSP)
2. Funding Agencies: The Asian Forest Network (AFN), the European Community (EC), and the United States Agency for International Development (USAID).
3. Project Management Authority: The Ministry of Agriculture and Rural Development.
4. Project Implementation Entity: The Institute of Forest Investigation and Planning.
5. Specific Objectives of the Project: To establish a community forest network in Quang Hoa District, Cao Bang Province; organize meetings, dissemination, training, and technology transfer activities related to forest protection; conduct surveys and studies on community forest management in some other communes in the locality.
6. Project Implementation Period: From November 1, 2001 to October 30, 2002.
7. Project Activity Location: Quang Hoa District, Cao Bang Province.
8. Total Project Budget: 22,000 Euros (equivalent to 20,000 US dollars according to the exchange rate in November 2001).
Article 2. The Institute of Forest Investigation and Planning shall be responsible for coordinating with AFN experts and relevant local agencies to effectively implement the project in accordance with the provisions of Article 1 of this Decision, complying with current ODA/non-governmental aid management and utilization regulations of the Ministry and the State.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Head of the Ministry's Office, the Director of the Department of Organization and Cadres, the Director of the Department of International Cooperation, the Director of the Institute of Forest Investigation and Planning, and the Heads of related units are responsible for implementing this Decision.
