DIRECTIVE
Regarding the organization and implementation of the issuance of educational treasury bonds in 2003
To implement the Ordinance on the Issuance of National Construction Treasury Bonds No. 12/1999/PL-UBTVQH10 dated April 17, 1999 of the Standing Committee of the National Assembly, to successfully implement the issuance of Educational Treasury Bonds in 2003 pursuant to Resolution No. 09/2002/QH11 dated November 28, 2002 of the 11th National Assembly, Session 2, aimed at mobilizing funds to support mountainous provinces, the Central Highlands, and provinces with many difficulties in achieving the goal of eliminating three-shift classrooms; eliminating temporary classrooms made of bamboo, wood, and palm leaves; and reinforcing school buildings. The Government has issued Decree No. 28/CP-NĐ dated March 31, 2003 "Regulations on the Issuance of National Construction Treasury Bonds in 2003 - Educational Treasury Bonds." In order for the issuance of Educational Treasury Bonds to achieve the target of fund mobilization, the Prime Minister issues the following Directive:
1. On the occasion of commemorating the 28th anniversary of the liberation of the South and the reunification of the country, launch a nationwide campaign to promote the purchase of Educational Treasury Bonds in accordance with the spirit of the whole people's care for the development of the education cause. The Ministry of Finance shall promptly complete all preparatory work to implement the issuance of Educational Treasury Bonds from May 5, 2003.
2. During the period of issuing treasury bonds, all levels, sectors, agencies, units, and localities must clearly identify the promotion and response to purchasing Educational Treasury Bonds as a key and urgent task; consider actively participating in purchasing the assigned treasury bonds as an important content to evaluate the results of thrift practice and demonstrate care for the education cause according to the teachings of President Ho Chi Minh "For the benefit of ten years, plant trees; for the benefit of a hundred years, plant people."
3. Provincial People's Committees under the central government have the responsibility to comprehensively organize and direct, coordinating with the Vietnam Fatherland Front at all levels to implement the campaign to promote the purchase of Educational Treasury Bonds within their respective areas. Based on the assigned targets for promoting the purchase of treasury bonds, provincial people's committees need to analyze and assess specific capabilities to assign targets for promoting purchases to entities such as agencies, units, district-level administrative units, commune-level administrative units, and community clusters.
4. The Ministry of Education and Training, together with relevant ministries and sectors within their respective functions, shall review, inspect, and abolish any unauthorized fees and contributions for building schools. The State Bank of Vietnam shall be responsible for mobilizing credit organizations to allocate and use funds reasonably to participate in purchasing Educational Treasury Bonds in accordance with the assigned targets.
5. Ministries, ministerial-level agencies, and government agencies within their respective functions and tasks shall organize promotional activities and mobilize among the objects they manage, which are cadres, civil servants, and employees; particularly, they must arrange specific work with organizations within their management scope, including state-owned corporations, state enterprises, credit organizations, Social Insurance Funds, and public institutions to direct, urge, and inspect these units in completing the assigned targets for promoting the purchase of treasury bonds.
6. Vietnam News Agency, Vietnam Television, Voice of Vietnam, news agencies, and press organizations have the responsibility:
- Develop plans, prioritize broadcasting time, and provide timely and effective information about the issuance of Educational Treasury Bonds in 2003 to help the people understand the civic duties and rights towards the country; at the same time, encourage and motivate all organizations and individuals, including foreign organizations and individuals, to participate in purchasing treasury bonds.
- Strengthen propaganda efforts, promptly commend organizations and individuals with outstanding achievements in purchasing Educational Treasury Bonds; regularly inform, encourage, and introduce the results of the campaign to purchase Educational Treasury Bonds in provinces and centrally-administered cities, creating favorable conditions for the issuance of treasury bonds.
7. During the implementation of the campaign to promote the purchase of Educational Treasury Bonds, attention should be paid to the following matters:
- Continuously seek guidance from Party committees at all levels, coordinate with the Vietnam Fatherland Front and mass organizations at all levels.
- Organize promotional activities with focus and priority to ensure the completion of assigned targets for promotion. Do not promote and distribute targets for purchasing treasury bonds indiscriminately. Particularly, do not assign targets for promotion to organizations facing financial difficulties, extremely poor communes, and low-income communities.
- Heads of central and local agencies and units shall lead their agencies and units to implement the policy of issuing Educational Treasury Bonds and set an example by practicing thrift and actively participating in purchasing treasury bonds.
- During the organization of the campaign, avoid ostentatious formalism and waste; the funds used to implement the campaign must be highly economical and within the budget allocated at the beginning of the year. Do not raise the issue of supplementing budgets for this work in provinces and centrally-administered cities, ministries, and related agencies and units.
8. The results of the issuance of Educational Treasury Bonds and the management and use of funds raised from the issuance of treasury bonds must be publicly announced through mass media. The funds raised from treasury bonds must be invested in accordance with the set goals and managed strictly; there should be no loss, waste, or inefficient use.
9. The National Awards and Honors Institute shall cooperate with the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to study and propose appropriate forms of commendation and reward for individuals, units, and organizations with outstanding achievements in promoting and purchasing Educational Treasury Bonds.
Ministers, heads of ministerial-level agencies, heads of government agencies, and chairmen of provincial and centrally-administered city people's committees shall strictly implement this Directive and periodically report the results of purchasing Educational Treasury Bonds to the Ministry of Finance for consolidation and reporting to the Prime Minister.
