Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs:
Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister on the issuance of the Regulations on training and cadre development;
At the proposal of the Chairman of the Examination Board for the Framework Training Program for the Cadre Rank and the Director of the Department of Training and Cadre Development.

Article 1. The Framework Training Program for the Cadre Rank is hereby issued together with this Decision.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. The Department of Training and Cadre Development of the State Civil Service shall be responsible for organizing the development of training materials for the Cadre Rank according to the contents of the Framework Training Program issued together with this Decision.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, Directors of the National Administration Academy, Chief of the Office of the Ministry of Home Affairs, Director of the Department of Training and Cadre Development of the State Civil Service.
