Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the proposal of the Director of the Science and Technology Department and the Director of the Legal Department.

Article 1. The attached Decision promulgates Regulations on Management and Implementation of Ministry-level Scientific and Technological Research Projects.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Head of the Ministry’s Office, Directors of relevant Departments: Science and Technology, Planning and Finance, Legal, Heads of subordinate units under the Ministry, and related organizations and individuals are responsible for implementing this Decision.
