GUIDELINES FOR IMPLEMENTING DECREE NO. 83/2006/QD-TTg

THE SUBSIDY REGIME FOR METEOROLOGICAL AND HYDROLOGICAL OCCUPATIONS IN THE FIELD OF NATURAL RESOURCES AND ENVIRONMENT
DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENT.

Pursuant to Decision No. 83/2006/QD-TTg dated April 17, 2006 of the Government Prime Minister on the subsidy regime for meteorological and hydrological occupations in the field of natural resources and environment, the Ministry of Natural Resources and Environment, the Ministry of Home Affairs, and the Ministry of Finance provide guidelines for implementing the subsidy regime for meteorological and hydrological occupations in the field of natural resources and environment as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

a) Cadres, civil servants, public officials, and workers as stipulated in Article 2 of Decree No. 178/2024/NĐ-CP dated December 31, 2024 (amended and supplemented by Decree No. 67/2025/NĐ-CP dated March 15, 2025) of the Government on policies and treatment for cadres, civil servants, public officials, workers, and armed forces personnel in the process of organizational restructuring of the political system, having a total mandatory social insurance contribution period of at least 15 years when working in heavy, hazardous, or dangerous jobs or extremely heavy, hazardous, or dangerous jobs listed by the agency under the Government responsible for labor administration, or working in areas with particularly difficult socio-economic conditions including time worked in places with regional allowances of coefficient 0.7 or higher before January 1, 2021, and reaching the retirement age as specified in Appendix II issued together with Decree No. 135/2020/NĐ-CP, ceasing work immediately due to direct impact from organizational restructuring and implementation of the two-level local government model;

Civil servants working directly in meteorological and hydrological occupations in public service units belonging to the field of natural resources and environment:

a) Civil servants in meteorological and hydrological observation positions with position codes: 14.106, 14.107, 14.108;

b) Civil servants in meteorological and hydrological forecasting positions with position codes: 14.103, 14.104, 14.105;

c) Civil servants directly engaged in survey work at survey associations, survey teams, meteorological and hydrological survey teams, marine survey teams;

d) Technical civil servants directly engaged in meteorological and hydrological supervision work, marine supervision work, high-altitude meteorology, agricultural meteorology;

e) Civil servants directly engaged in meteorological and marine survey work on research and survey ships.

2. Subjects not covered

Personnel engaged in meteorological and hydrological occupations in units under the Ministry of National Defense and the Ministry of Public Security.

3. Principles for applying the subsidy regime for meteorological and hydrological occupations

The subjects specified in Clause 1 of this Section shall not be entitled to receive occupation subsidy during the following periods:

a) Time spent on overseas assignments, work, or study receiving 40% of salary as stipulated in Clause 4, Article 8 of Decree No. 204/2004/NĐ-CP;

b) Time spent on domestic assignments or study not directly related to meteorological and hydrological work for three months or more continuously;

c) Time off without pay for one month or more continuously;

d) Time off due to illness or maternity leave exceeding the period prescribed in the current Social Insurance Law;

e) Time during which they are suspended from work or suspended from performing meteorological and hydrological work.

II. SPECIFIC PROVISIONS

1. A 20% subsidy rate applies to the following subjects:

a) Civil servants in meteorological and hydrological observation positions (position codes: 14.106, 14.107, 14.108) who are directly working at meteorological stations, climate stations, high-altitude meteorological stations, agricultural meteorological stations, experimental agricultural meteorological stations, weather radar stations, hydrological stations, marine stations, environmental stations located in areas with regional location coefficients of 0.1 or higher;

b) Civil servants directly engaged in meteorological and marine survey work on research and survey ships.

2. A 15% subsidy rate applies to the following subjects:

a) Civil servants in meteorological and hydrological observation positions (position codes: 14.106, 14.107, 14.108) who are directly working at meteorological stations, climate stations, high-altitude meteorological stations, agricultural meteorological stations, experimental agricultural meteorological stations, weather radar stations, hydrological stations, marine stations, environmental stations not covered by point a, Clause 1 of this Section;

b) Civil servants directly engaged in survey work at survey associations, survey teams, meteorological and hydrological survey teams, marine survey teams;

c) Civil servants in meteorological and hydrological forecasting positions (position codes: 14.103, 14.104, 14.105) who are directly engaged in forecasting work at provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments of regional Meteorological and Hydrological Stations located in areas with regional location coefficients of 0.1 or higher.

3. A 10% subsidy rate applies to the following subjects:

a) Civil servants in meteorological and hydrological forecasting positions (position codes: 14.103, 14.104, 14.105) who are directly engaged in meteorological and hydrological forecasting work at the Central Meteorological and Hydrological Forecasting Center;

b) Civil servants in meteorological and hydrological forecasting positions (position codes: 14.103, 14.104, 14.105) who are directly engaged in meteorological and hydrological forecasting work at provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments of regional Meteorological and Hydrological Stations not covered by point c, Clause 2 of this Section;

c) Technical civil servants directly engaged in meteorological and hydrological supervision work, marine supervision work, environmental supervision work, high-altitude meteorology, agricultural meteorology.

III. CALCULATION METHOD AND SOURCE OF FUNDS FOR SUBSIDIES

1. Calculation Method

The subsidy for meteorological and hydrological occupations in the field of natural resources and environment is calculated using the following formula:

Example: Ms. Nguyen Thi M has a position coefficient of 4.06, grade 12, meteorological observer position (code 14.107), and receives a leadership position allowance of 0.6 (Ms. M is the Head of Muong Te Meteorological Station, Muong Te District, Lai Chau Province).

Muong Te Station, Muong Te Commune, Muong Te District, Lai Chau Province has a regional location coefficient of 0.7, and Ms. M is entitled to a 20% occupational subsidy for meteorological and hydrological work.

The monthly occupational subsidy amount for meteorological and hydrological work (OSAM kttv) for Ms. M is calculated as follows:

OSAM kttv = 350,000 VND x (4.06 + 0.6) x 20% = 326,200 VND.

2. Payment Method and Source of Funds

a) The occupational subsidy is paid together with the monthly salary and is not included in the calculation for social insurance contributions and benefits.

b) For agencies and units fully funded by the state budget, the source of funds for the occupational subsidy is guaranteed by the state budget according to the current budget allocation system and is allocated within the annual budget assigned to the agency or unit in accordance with the State Budget Law.

c) For public service units operating under a self-financing mechanism, the occupational subsidy is paid from the financial resources available for self-management and self-responsibility for finances in accordance with the law.

IV. EFFECTIVE DATE AND IMPLEMENTATION ORGANIZATION

1. This Circular shall take effect fifteen days from the date of publication in the Official Gazette. The allowance for meteorological and hydrological professions under the Ministry of Natural Resources and Environment shall be calculated and paid to eligible recipients from May 15, 2006 (the date on which Decision No. 83/2006/QĐ-TTg dated April 17, 2006 of the Government Prime Minister took effect).

2. During implementation, if there are any difficulties, ministries, sectors, and localities shall report them to the Ministry of Natural Resources and Environment, the Ministry of Home Affairs, and the Ministry of Finance for study and resolution.
