Guidelines for implementing Decision No. 83/2006/QĐ-TTg dated April 17, 2006 of the Government on the allowance system for meteorological and hydrological professions under the Ministry of Natural Resources and Environment
Pursuant to Decision No. 83/2006/QĐ-TTg dated April 17, 2006 of the Government on the allowance system for meteorological and hydrological professions under the Ministry of Natural Resources and Environment, the Ministry of Natural Resources and Environment, the Ministry of Home Affairs, and the Ministry of Finance provide guidelines for implementing the allowance system for meteorological and hydrological professions under the Ministry of Natural Resources and Environment as follows:
Civil servants working directly in meteorological and hydrological professions under the Ministry of Natural Resources and Environment in public service units:

a) Civil servants in the meteorological and hydrological observation ranks with rank codes: 14.106, 14.107, 14.108;
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
a) Cadres, civil servants, public officials, and workers as stipulated in Article 2 of Decree No. 178/2024/NĐ-CP dated December 31, 2024 (amended and supplemented by Decree No. 67/2025/NĐ-CP dated March 15, 2025) of the Government on policies and treatment for cadres, civil servants, public officials, workers, and armed forces personnel in the process of organizational restructuring of the political system, having a total mandatory social insurance contribution period of at least 15 years when working in heavy, hazardous, or dangerous jobs or extremely heavy, hazardous, or dangerous jobs listed by the agency under the Government responsible for labor administration, or working in areas with particularly difficult socio-economic conditions including time worked in places with regional allowances of coefficient 0.7 or higher before January 1, 2021, and reaching the retirement age as specified in Appendix II issued together with Decree No. 135/2020/NĐ-CP, ceasing work immediately due to direct impact from organizational restructuring and implementation of the two-level local government model;
b) Civil servants in the meteorological and hydrological forecasting ranks with rank codes: 14.103, 14.104, 14.105;
c) Civil servants directly engaged in survey work at survey associations, survey teams, meteorological, hydrological, and marine survey teams;
d) Technical civil servants directly engaged in meteorological, hydrological, marine, high-altitude, and agricultural meteorological control work;
e) Civil servants directly engaged in meteorological and marine surveys on research and survey ships.
Personnel working in meteorological and hydrological professions in units under the Ministry of National Defense and the Ministry of Public Security.
3. Principles for applying the allowance system for meteorological and hydrological professions
2. Subjects not covered
The subjects specified in Clause 1 of this section shall not be entitled to receive the profession allowance during the following periods:
a) Time spent abroad on business trips, work, or study receiving 40% of salary as stipulated in Clause 4, Article 8 of Decree No. 204/2004/NĐ-CP;
b) Time spent on domestic business trips or study not directly involved in meteorological and hydrological professional work continuously for three months or more;
c) Continuous leave without pay for one month or more;
d) Sick leave or maternity leave exceeding the time prescribed in the current Social Insurance Regulations;
e) Periods of suspension from work or suspension from performing meteorological and hydrological professional duties.
1. A 20% allowance rate applies to the following subjects:
a) Civil servants in the meteorological and hydrological observation ranks (rank codes: 14.106, 14.107, 14.108) directly working at meteorological, climatological, high-altitude meteorological, agricultural meteorological experimental stations, weather radar, hydrological, marine, and environmental stations located in areas with regional coefficient of 0.1 or higher;
II. SPECIFIC PROVISIONS
b) Civil servants directly engaged in meteorological and marine survey work on research and survey ships.
2. A 15% allowance rate applies to the following subjects:
a) Civil servants in the meteorological and hydrological observation ranks (rank codes: 14.106, 14.107, 14.108) directly working at meteorological, climatological, high-altitude meteorological, agricultural meteorological experimental stations, weather radar, hydrological, marine, and environmental stations not covered by point a, Clause 1 of this section;
b) Civil servants directly engaged in survey work at survey associations, survey teams, meteorological, hydrological, and marine survey teams;
c) Civil servants in the meteorological and hydrological forecasting ranks (rank codes: 14.103, 14.104, 14.105) directly engaged in forecasting work at provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments of regional Meteorological and Hydrological Stations located in areas with regional coefficient of 0.1 or higher.
3. A 10% allowance rate applies to the following subjects:
a) Civil servants in the meteorological and hydrological forecasting ranks (rank codes: 14.103, 14.104, 14.105) directly engaged in meteorological and hydrological forecasting work at the Central Meteorological and Hydrological Forecasting Center;
b) Civil servants in the meteorological and hydrological forecasting ranks (rank codes: 14.103, 14.104, 14.105) directly engaged in meteorological and hydrological forecasting work at provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments of regional Meteorological and Hydrological Stations not covered by point c, Clause 2 of this section;
c) Technical civil servants directly engaged in meteorological, hydrological, marine, environmental, high-altitude, and agricultural meteorological control work.
III. CALCULATION METHOD AND SOURCE OF PAYMENT FOR ALLOWANCES
1. Calculation method
The allowance for meteorological and hydrological professions under the Ministry of Natural Resources and Environment is calculated according to the following formula:
Example: Ms. Nguyen Thi M has a salary coefficient of 4.06, grade 12, and the meteorological observer rank (rank code 14.107), and receives a leadership position allowance of 0.6 (Ms. M is the Head of Muong Te Meteorological Station, Muong Te District, Lai Chau Province).
Muong Te Station in Muong Te Commune, Muong Te District, Lai Chau Province has a regional coefficient of 0.7, so Ms. M is entitled to a 20% meteorological and hydrological profession allowance.

The monthly meteorological and hydrological profession allowance amount (MTPCUĐ kttv) for Ms. M is calculated as follows:
MTPCUĐ kttv = 350,000 VND x (4.06 + 0.6) x 20% = 326,200 VND.
2. Payment method and source of funds
a) The profession allowance is paid together with the monthly salary and is not used to calculate social insurance contributions or benefits.
b) For agencies and units fully funded by the state budget, the source of funds for paying the profession allowance is guaranteed by the state budget according to the current budget allocation levels and is included in the annual budget allocation plan for the agency or unit as prescribed by the State Budget Law.
c) For public service units operating under a self-financing mechanism, the profession allowance is paid from the funds used to implement financial autonomy and responsibility as prescribed by law.
IV. EFFECTIVE DATE AND IMPLEMENTATION
1. This Circular takes effect 15 days after its publication in the Official Gazette.
