BASED ON THE GOVERNMENT DECREE NO. 91/2002/NĐ-CP OF NOVEMBER 11, 2002 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT;
BASED ON THE GOVERNMENT DECREE NO. 181/2004/NĐ-CP OF OCTOBER 29, 2004 ON THE IMPLEMENTATION OF THE LAND LAW.

Article 1. ATTACHED TO THIS DECISION ARE THE ECONOMIC AND TECHNICAL STANDARDS FOR REGISTRATION OF LAND USE RIGHTS, ESTABLISHMENT OF LAND ADMINISTRATIVE RECORDS, AND ISSUE OF CERTIFICATES OF LAND USE RIGHTS.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE CONSTITUTED DOCUMENT AND SHALL REPLACE THE DECISION NO. 14/2003/QĐ-BTNMT OF NOVEMBER 20, 2003 OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT ON THE ECONOMIC AND TECHNICAL STANDARDS FOR REGISTRATION OF LAND RIGHTS, ESTABLISHMENT OF LAND ADMINISTRATIVE RECORDS, AND ISSUE OF CERTIFICATES OF LAND USE RIGHTS.
Article 3. THE HEADS OF THE UNITS UNDER THE MINISTRY, THE DIRECTORS OF THE PROVINCE NATURAL RESOURCES AND ENVIRONMENT DEPARTMENTS, THE DIRECTORS OF THE CITY NATURAL RESOURCES AND ENVIRONMENT DEPARTMENTS UNDER THE CENTRAL AUTHORITY, AND THE ORGANIZATIONS AND INDIVIDUALS RELATED THERETO SHALL BE RESPONSIBLE FOR THE IMPLEMENTATION OF THIS DECISION./.
