GUIDELINES ON CONFIRMATION OF MILITARY CASUALTIES, DISABLED VETERANS, AND PERSONS ENTITLED TO BENEFITS SIMILAR TO THOSE FOR DISABLED VETERANS OR WAR INVALIDS IN AREAS WITH SPECIAL DIFFICULT ECONOMIC AND SOCIAL CONDITIONS Pursuant to Clause 2, Article 37 of Decree No. 54/2006/NĐ-CP dated May 26, 2006 of the Government guiding the implementation of certain provisions of the Ordinance on Preferential Treatment for Persons Contributing to the Revolution;

JOINT CIRCULAR

The Ministry of Labour, Invalids and Social Affairs, the Ministry of National Defense, and the Ministry of Home Affairs issue guidelines on confirmation of military casualties, disabled veterans, and persons entitled to benefits similar to those for disabled veterans or war invalids in areas with special difficult economic and social conditions as follows:

Persons who fall ill or suffer accidents while performing national defense and security duties in areas with special difficult economic and social conditions, resulting in death or injury, shall be confirmed as military casualties, disabled veterans, or persons entitled to benefits similar to those for disabled veterans or war invalids as stipulated in Clause 5, Article 3, Clause 6, Article 11, and Clauses 2 and 3, Article 17 of Decree No. 54/2006/NĐ-CP dated May 26, 2006 of the Government.II. APPLICABLE AREAS

Areas with special difficult economic and social conditions (as attached in the Appendix) and border guard posts as specified in Joint Circular No. 2076/1998/TTLT-BQP-BLDTBXH-BTC dated July 8, 1998 and Joint Circular No. 35/2004/TTLT-BQP-BLDTBXH-BTC dated March 24, 2004 of the Joint Ministries of National Defense, Labour, Invalids and Social Affairs, and Finance shall apply for confirmation of military casualties, disabled veterans, and persons entitled to benefits similar to those for disabled veterans or war invalids.

This Circular takes effect 15 days from the date of publication in the Official Gazette.

In the course of implementation, any difficulties should be promptly reported to the Ministry of Labour, Invalids and Social Affairs, the Ministry of National Defense, and the Ministry of Home Affairs for consideration and resolution.
