THE MINISTER OF INDUSTRY AND TRADE

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 134/2004/NĐ-CP dated June 9, 2004 of the Government on Encouraging the Development of Rural Industry;

Pursuant to Decision No. 136/2007/QĐ-TTg dated August 20, 2007 of the Prime Minister approving the National Handicraft Promotion Program until 2012;

At the proposal of the Director of the Department of Local Industry,

DECISION:

Article 1. The System of Indicators for Monitoring and Supervising the National Handicraft Promotion Program until 2012 and the System of Criteria and Indices for Evaluating Proposals and Programs for Handicraft Promotion are hereby issued together with this Decision.

Article 2. Responsibilities for Synthesis and Reporting

1. The Department of Industry and Trade, as the agency assisting the People's Committee at the provincial level in managing state administration over handicraft promotion activities in the locality, shall be responsible for:

a) Synthesizing and reporting on the implementation of the Program according to the System of Indicators for Monitoring and Supervising the National Handicraft Promotion Program until 2012 (in accordance with Appendix Model 1) and the System of Criteria and Indices for Evaluating Proposals and Programs for Handicraft Promotion (in accordance with Appendix Model 2), on an annual, three-year, and five-year basis, to the People's Committee at the provincial level and the Local Industrial Department;

b) Reporting on the implementation of handicraft promotion activities on a monthly and quarterly basis, mid-term reviews every six months, and ad hoc reports as required by the Local Industrial Department.

2. The Local Industrial Department shall be responsible for synthesizing reports on handicraft promotion activities nationwide, submitting them to the Ministry of Industry and Trade, and reporting to the Prime Minister as prescribed.

3. Based on this Decision, the Department of Industry and Trade shall develop and submit to the People's Committee at the provincial level for issuance the System of Indicators for Monitoring and Supervising the National Handicraft Promotion Program until 2012 and the System of Criteria and Indices for Evaluating Proposals and Programs for Handicraft Promotion for application by relevant levels and sectors within the province.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Head of the Ministry's Office, Heads of functional Departments under the Ministry, Director of the Local Industrial Department, Directors of the Departments of Industry and Trade, and Heads of related units are responsible for implementing this Decision./.
