CIRCULAR
Regulations on the Framework Program for Intermediate Vocational Qualification and the Framework Program for Higher Vocational Qualification for certain occupations in the Business and Management - Computer and Information Technology groups
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualification and the framework program for higher vocational qualification;
Based on the assessment results of the Assessment Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the following occupations: Management, operation, and maintenance of power transmission lines and substations with voltage levels of 220 kV and above; Road transport business management; Information technology (software application); Office information technology;
The Ministry of Labor, War Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the aforementioned occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification to be applied to public and private vocational training institutions (hereinafter referred to as Vocational Training Institutions) that have registered to provide vocational training for the occupations specified in this Circular;

The framework program for intermediate vocational qualification and the framework program for higher vocational qualification prescribed in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program stipulated in this Circular includes:

1. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Management, operation, and maintenance of power transmission lines and substations with voltage levels of 220 kV and above" (Annex 1);

2. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Road transport business management" (Annex 2);

3. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Information technology (software application)" (Annex 3);

4. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Office information technology" (Annex 4).

Article 3. Responsibility for developing vocational training programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of the vocational training programs of their respective institutions.

Article 4. Implementation provisions:

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, government-affiliated agencies, political-social organizations, provincial and municipal people's committees directly under the central government, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide intermediate vocational qualification and higher vocational qualification training for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
