Article 24Regarding the activities of the Red Cross in schools

Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Education Law dated November 25, 2009; ofeducation on November 25, 2009;

Pursuant to the Higher Education Law 08/2012/QH13 dated June 18, 2012;

Pursuant to the Law HPursuant to Decree No. 03/2011/NĐ-CP dated January 7, 2011 of the Government detailing and providing implementation measures for the Law on Red Cross activities;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 03/2011/NĐ-CP dated January 7, 2011 of the Government detailing and providing implementation measures for the Law on Red Cross Activities;

At the proposal of the Director of the Department of Student Affairs;

The Minister of Education and Training issues this Circular stipulating the activities of the Red Cross in schools.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the activities of the Red Cross in schools, including: the activities of young people and teenagers in schools, first aid training in schools, tasks and authorities of young people, teenagers, and staff members participating in Red Cross activities in schools.

Article 2. This Circular applies to schools, including: general education institutions, centers for continuing education, higher education institutions, and vocational colleges (hereinafter referred to collectively as schools); related organizations and individuals.

Article 2. Purpose and Requirements

Point 1. Contributing to equipping young people and teenagers with necessary knowledge and skills regarding health care, first aid, emergency response, and handling urgent situations; mobilizing and organizing young people and teenagers to participate in humanitarian and charitable activities, thereby fostering compassion among them.

Point 2. Serving as a basis for schools to implement Red Cross activities in schools effectively and practically, contributing to promoting teaching and learning competitions, enhancing educational quality and training.

Point 3. Uniting and rallying young people and teenagers; disseminating to raise awareness and responsibility among young people and teenagers in humanitarian activities, thereby fostering compassion, sharing, love, and mutual assistance in study and life.

Chapter II

ACTIVITIES OF YOUNG PEOPLE AND TEENAGERS IN THE RED CROSS IN SCHOOLS

Article 3. Propaganda and dissemination of compassionate education and health care for young people and teenagers

Point 1. Propagandize to young people and teenagers about humanitarian values, the Red Cross movement, the International Red Crescent and Red Lion Movement, international humanitarian law, the Law on Red Cross Activities, the structure and activities of the Vietnam Red Cross, helping to change perceptions and behaviors, knowing how to help vulnerable people in society and being responsible towards the community.

Point 2. Implement initial health care for young people and teenagers according to current regulations on school health work. Consolidate and develop health communication corners, medical cabinets, especially develop traditional herbal gardens in schools (if conditions permit).

Point 3. Train annually to enhance the knowledge and skills of staff members responsible for Red Cross activities in schools in basic first aid and emergency care. After training, staff members need to closely coordinate with school health workers, the Youth Union, and the Young Pioneers in schools to guide young people and teenagers in first aid and emergency care knowledge and skills.

Point 4. Establish first aid and emergency teams in schools; prevent accidents and injuries; prevent and respond to disasters; prevent and control epidemics; propagate and mobilize blood donation, skills in emergency situations, teamwork skills.

Point 5. Regularly organize hygiene activities in schools and surrounding areas; monitor hygiene maintenance in schools. Organize drills for first aid and emergency response, prevention, and response when disasters and natural calamities occur.

Article 4. Organizing humanitarian activities in schools

1. Establishing files for students and teachers with difficult circumstances in each class and in the school, mobilizing young people, teenagers, and teachers to assist specific individuals through practical forms.

2. Mobilizing young people and teenagers to participate in campaigns and movements of mutual assistance initiated by the Ministry of Education, the Red Cross, and the Youth Union.

3. Developing fundraising methods to help poor students overcome difficulties, such as: saving money in piggy banks, donating clothes and books.

4. Organizing communication, mobilization, and participation in voluntary blood donation (for young people in higher education institutions and vocational training).

Article 5. Coordination between schools and the same-level Red Cross

1. The School Management Board coordinates with the same-level Red Cross to organize first aid and emergency response training classes for young people, teenagers, and staff members participating in Red Cross activities in schools.

2. The Red Cross is responsible for providing first aid training content and materials to schools and assigning trainers to conduct training for young people, teenagers, and staff members involved in Red Cross work in schools.

3. Red Cross activities of young people and teenagers in schools need to closely coordinate with the Youth Union, Student Association, and Young Pioneer Organization within the school and be specifically guided by educational management levels and the same-level Red Cross.

4. Coordinating with the Youth Union, Student Association, Young Pioneer Organization, and the same-level Red Cross to organize extracurricular activities, cultural exchanges, seminars, knowledge contests about Red Cross activities, and team-building skills among classes, grades, youth groups, student associations, and Young Pioneers within the school and between schools.

5. Coordinating with the same-level Red Cross to organize meetings, exchanges, and sharing of Red Cross activity experiences among young people and teenagers within and outside the province on major national holidays, Red Cross founding day, Youth Union, Student Association, and Young Pioneer founding day.

Article 6. Funding for Red Cross activities in schools

1. The funding for Red Cross activities in schools is allocated from the regular budget of the school.

2. Donations from organizations and individuals both domestically and internationally, and other lawful sources (if available).

Chapter III

DUTIES AND LIMITS OF YOUNG PEOPLE, TEENAGERS, AND STAFF MEMBERS PARTICIPATING IN RED CROSS ACTIVITIES IN SCHOOLS

Article 7. Duties and limits of young people and teenagers participating in Red Cross activities in schools

1. Duties:

a) Participating in promoting humanitarian values.

b) Actively participating in maintaining environmental hygiene; promoting and participating in voluntary blood donation (for young people), preventing and responding to accidents and injuries, maintaining traffic safety, preventing and responding to disasters. Promoting and mobilizing people to participate in Red Cross campaigns and movements.

c) Uniting and helping peers in studies and self-improvement, striving to become members, volunteers, and staff of the Vietnam Red Cross.

d) Actively participating in Red Cross activities in schools, contributing to building a strong Vietnam Red Cross organization.

2. Authorities:

a) Being provided with information on Red Cross activities and guidance on developing life skills and teamwork skills.

b) Participating in building plans and organizing youth and teenager Red Cross activities in schools; Using the Emblem of the Vietnam Red Cross when participating in Red Cross activities.

c) Being protected by the Red Cross in their rights and legitimate interests; being assisted when they or their families face difficulties; when directly participating in Red Cross activities and suffering health or life-threatening injuries, they are entitled to current policies.

d) Being honored and rewarded for outstanding achievements; being selected to participate in domestic and international summer camps for youth and teenagers in the Red Cross.

Article 8. Duties and Authorities of Staff, Teachers, and Lecturers Responsible for Red Cross Activities in Schools

1. Duties:

a) Shall be responsible to the School Principal for all Red Cross activities in schools.

b) Shall develop plans to submit to the School Principal for approval, organizing Red Cross activities in schools.

c) Shall promote, mobilize, and build forces of young people and teenagers to participate in Red Cross activities in schools.

d) Shall periodically report, inspect, and evaluate Red Cross activities in schools according to regulations.

2. Authorities:

a) Shall be provided with training on knowledge and skills for League work and Red Cross movements; shall be supplied with information and participate in building Red Cross activities both within and outside schools.

b) Shall be supported with necessary conditions and equipment when participating in Red Cross activities within the actual capacity of schools.

c) Shall be protected by the Red Cross Association in terms of rights and legitimate interests; shall be assisted when facing difficulties themselves or in their families; if directly participating in Red Cross activities and suffering accidents leading to health or life damage, they shall enjoy policies according to current regulations; shall benefit from appropriate systems and policies based on the effectiveness of activities and practical conditions of the locality.

d) Shall be honored, rewarded, or proposed for rewards when achieving outstanding results and contributions to Red Cross activities.

Chapter IV

IMPLEMENTATION

Article 9. Responsibilities of the School Principal

1. Shall proactively advise and propose Red Cross activities to competent authorities. Organize and implement Red Cross activities in schools as stipulated in this Circular.

2. Shall assign school health staff or staff responsible for Youth Union, League, and Team activities to organize Red Cross activities in the school.

3. Shall coordinate with related units inside and outside the school to effectively organize Red Cross activities in the school.

4. Shall commend and reward individuals and groups with achievements in Red Cross activities in the school; publicize exemplary models through central and local mass media and within the school.

Article 10. Responsibilities of Departments of Education and Training

1. Shall closely cooperate with provincial Red Cross Associations, provincial Youth Unions, and related units in directing and implementing Red Cross activities in schools under their jurisdiction.

3. Shall report on the implementation of Red Cross activities in educational institutions to the Ministry of Education and Training and the corresponding level Red Cross Association as prescribed.

Article 11. Responsibilities of Education and Training Departments

1. Shall closely cooperate with Red Cross organizations, Youth Unions at the same level, and related units in directing and implementing Red Cross activities in schools under their jurisdiction.

2. Shall directly direct, inspect, supervise, and urge schools under their jurisdiction to implement Red Cross activities as stipulated in this Circular.

3. Shall report on the implementation of Red Cross activities in educational institutions to the Department of Education and Training and the corresponding level Red Cross Association as prescribed.

Article 12. Effectiveness and responsibility for implementation

1. This Circular takes effect from April 29, 2014.

2. The Director of the Office; the Head of the Student Affairs Department; the Heads of relevant units under the Ministry of Education and Training; the People's Committees of provinces and centrally-administered cities; the Directors of Departments of Education and Training and the Heads of educational institutions are responsible for implementing this Circular./.
