Article 6. Requirements for research topics and projects
Research topics and projects must fully meet general requirements and specific requirements for each type, specifically as follows:
1. General Requirements
a) Have high urgency or significant importance for economic and social development, national defense and security throughout the country; trIssues in science that require mobilizing scientific and technological resources (scientific and technological human resources or financial resources) at the national level or to address cross-regional, cross-sectoral tasks; issues in science and technology that are particularly important for addressing urgent national needs regarding security, defense, natural disasters, epidemics, and the development of science and technology.
b) Not overlap in content with scientific and technological tasks funded by the state budget that have been or are being implemented.ầSpecific requirements for research topicslogoResearch topics in the field of science and technology and engineering (hereinafter referred to as applied technology research and development topics) must meet the following requirements:

Article 8. Requirements for science and technology projects
Science and technology projects must meet the following requirements:

ORGANIZATION OF PROPOSAL SUBMISSION
