Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Ordinance on Protecting State Secrets dated December 28, 2000;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

At the proposal of the Director of the Ho Chi Minh National Academy of Politics and the Minister of Public Security;

The Prime Minister issues this Decision on the List of State Secrets of the Highest Confidentiality Level of the Ho Chi Minh National Academy of Politics

Article 1. The List of State Secrets of the Highest Confidentiality Level of the Ho Chi Minh National Academy of Politics includes information and documents within the following scope:

1. Information and documents about high-level negotiations and contacts between the Ho Chi Minh National Academy of Politics with foreign individuals or international organizations regarding politics, national defense, security, diplomacy, economy, science, and other fields, not yet published or not intended for publication.

2. Research topics and scientific works assigned by the Politburo, Secretariat, and Prime Minister to the Ho Chi Minh National Academy of Politics for research to serve national defense, security, diplomacy, and other areas; research results containing content related to the political system, national defense, and security not yet published or not intended for publication.

3. Content of work, directives of Party and State leaders with Academy leaders on matters included in the List of State Secrets of the Highest Confidentiality Level not yet published.

4. Documents using information and documents from the List of State Secrets of the Highest Confidentiality Level of other agencies and organizations.

Article 2. Effective Date

This Decision takes effect from April 10, 2018, and replaces Decision No. 168/2008/QĐ-TTg dated December 12, 2008 of the Prime Minister on the List of State Secrets of the Highest Confidentiality Level of the Ho Chi Minh National Academy of Political Administration (now the Ho Chi Minh National Academy of Politics).

Article 3. Responsibility for Implementation

1. The Director of the Ho Chi Minh National Academy of Politics and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for implementing this Decision.
