REGULATING THE FUNCTIONS, DUTIES, POWERS AND ORGANIZATIONAL STRUCTURE OF THE FOREIGN RELATIONS ACADEMY UNDER THE MINISTRY OF FOREIGN AFFAIRS

Pursuant to the Law on Government Organization dated June 19, 2015;

Decree No. 1Decree No. 23/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 26/2017/NĐ-CP dated March 14, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

At the proposal of the Minister of Foreign Affairs;

The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the Diplomatic Academy under the Ministry of Foreign Affairs.

Article 1. Position and Functions

1. The Foreign Relations Academy is a public institution under the Ministry of Foreign Affairs, performing the function of strategic research on international relations and foreign policy; providing undergraduate, postgraduate education and training in foreign affairs.

2. The Foreign Relations Academy has legal personality, uses a seal with the National Emblem, maintains a separate account as prescribed by law, and has its headquarters in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. On scientific research:

a) Organizing research, synthesis, and forecasting on the global situation, regional situation, and the South China Sea, international relations, political, security, defense, economic, legal, cultural issues, and foreign policies of countries and territories; advising the Minister of Foreign Affairs on the formulation, planning, and implementation of national foreign policies; hb) Researching and building theoretical frameworks for Vietnam's international relations based on the historical experience of Vietnam's diplomacy and the history and theory of international relations;

c) Organizing research on skills and expertise to support teaching, training, and foreign activities;

d) Cooperating and exchanging academic knowledge with universities, academies, institutes, research centers, and intergovernmental and non-governmental organizations both domestically and internationally in accordance with assigned functions and tasks;

đ) Serving as the lead agency in organizing and managing scientific research activities and other science and technology activities of the Ministry of Foreign Affairs.

2. On training and capacity building:

a) Training human resources at undergraduate and postgraduate levels in international relations, international law, international economics, international communications, foreign languages, and other specialized fields as prescribed by law;

b) Providing training and capacity building in international relations, foreign policy, diplomatic practices, foreign work skills, and foreign languages for leaders and managers of ministries, sectors, localities, civil servants, officials in the foreign affairs sector, and personnel engaged in foreign work in ministries, sectors, and localities; conducting professional and language examinations for relevant subjects according to regulations and delegated authority;

c) Collaborating in undergraduate and postgraduate education, and cooperation in diplomatic training and capacity building with educational institutions, research institutes, and domestic and foreign organizations;policiesd) Implementing quality assurance processes for education as prescribed by law.

3. Compiling and publishing publications, scientific works, textbooks, and teaching materials on foreign affairs, the history of Vietnam's and world diplomacy, international relations, and related fields.

4. Participating in the dissemination of state foreign policy guidelines and policies.

5. Managing civil servants, officials, employees, finance, and infrastructure in accordance with laws and the delegation of the Minister of Foreign Affairs.

6. Organizing the implementation of administrative reform tasks according to plans and delegations from the Ministry of Foreign Affairs.

7. Performing other tasks and powers delegated or authorized by the Minister of Foreign Affairs.

The Minister of Foreign Affairs promulgates the organizational and operational regulations of the Foreign Relations Academy; stipulates tasks, powers, organizational structure, and appointment and removal of heads and deputies of units from Clause 1 to Clause

6 of this Article.

1. The Foreign Relations Academy shall have a Director and not more than three Deputy Directors.

2. The Director of the Foreign Relations Academy is responsible to the Minister of Foreign Affairs for all activities of the Academy; Deputy Directors of the Foreign Relations Academy are responsible to the Director of the Foreign Relations Academy for the areas of work assigned to them.

This Decision takes effect for implementation from April 1, 2019, replacing Decision No. 75/2014/QĐ-TTg dated December 24, 2014 of the Prime Minister regulating the functions, duties, powers, and organizational structure of the Foreign Relations Academy under the Ministry of Foreign Affairs.policies 2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees directly under the central government, Directors of the Foreign Relations Academy, and related agencies are responsible for implementing this Decision./. 6 of this Article.

1. This Decision takes effect from April 1, 2019, replacing Decision No. 75/2014/QĐ-TTg dated December 24, 2014 of the Prime Minister on the functions, tasks, powers, and organizational structure of the Diplomatic Academy under the Ministry of Foreign Affairs. l2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities, Director of the Diplomatic Academy, and related agencies and organizations are responsible for implementing this Decision./.concerning the classification and determination of state management authority in the field of crop production- Diplomatic Academy;
