GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the code numbers, occupational standards, appointment, and salary grading for educational administrative staff in boarding schools for ethnic minorities (district and provincial levels), specialized high schools, preparatory colleges, and schools for persons with disabilities under public management.

Chapter II
STANDARDS FOR OCCUPATIONAL TITLES, APPOINTMENTS, AND SALARY GRADING ACCORDING TO OCCUPATIONAL TITLES
Article 3. Standards for the occupational title of educational administrative staff
1. Tasks
a) Develop annual educational administrative plans for the school;
b) Manage and monitor the student-related files and records of the school;
c) Coordinate with teachers to manage and monitor students daily;
d) Coordinate with class advisors to compile students' academic and disciplinary performance;
đ) Carry out tasks related to examinations and assessments (including: compiling examination room lists, seating arrangements, and assessment results...);
e) Implement admission procedures according to assigned tasks;
g) Contact, exchange information, and communicate with students' families when necessary;
h) Prepare regular reports on educational administrative activities;
i) Complete training programs; self-study and improve moral character and professional skills;
k) Performing other tasks assigned by the school principal.
2. Professional ethics standards
a) Adhere to Party policies, State laws, and industry regulations;
b) Be honest, impartial, have a sense of moral improvement, and demonstrate a high sense of responsibility. Maintain personal integrity, honor, and reputation; foster unity and support among colleagues and students;
c) Execute duties in accordance with professional rules, procedures, and other legal provisions.
3. Educational and Training Standards
a) Hold a college degree in education (or a relevant college degree suitable for the position of educational administrative staff) or higher;
b) Possess Level 1 foreign language proficiency as specified in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training, establishing the six-level framework for Vietnamese foreign language proficiency, or have certificates for ethnic language training where ethnic languages are required;
c) Have basic computer skills as defined in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications, regarding the standard for using information technology;
d) Hold a certificate for training according to the standards for the occupational title of educational administrative staff.
Article 4. Professional Competence Standards
a) Be thoroughly familiar with Party policies, State laws, industry regulations, and local requirements regarding the level of education being served;
b) Effectively implement the school's educational plans and programs;
c) Possess the ability to manage school files related to students;
d) Have skills in monitoring and supporting students;
đ) Have skills in organizing examinations and assessments at the school;
e) Have skills in applying information technology in work;
g) Have communication skills with teachers, students, and parents in performing duties.
Article 4. Principles for appointment and salary classification according to occupational titles for administrative staff in educational institutions
1. The appointment to occupational titles for administrative staff in educational institutions as stipulated in this Circular must be based on job positions, responsibilities, tasks, capabilities, and professional qualifications of the staff members.
2. When appointing from civil servant ranks or current occupational titles of staff members to the occupational title of administrative staff in educational institutions, it shall not combine with the promotion of staff salary grades.
Article 5. Appointment of occupational titles for administrative staff in educational institutions
Appointing to the occupational title of administrative staff in educational institutions (code V.07.07.21) for staff members recruited or currently engaged in administrative work at boarding schools for ethnic minorities (district and provincial levels), specialized high schools, preparatory universities, and schools for persons with disabilities under state management, who meet the criteria specified in Article 3 of this Circular.
Article 6. Method of Salary Classification
1. Staff members appointed to the occupational title of administrative staff in educational institutions (code V.07.07.21) as stipulated in this Circular shall apply the salary scale for type A0 staff at Table 3 (Salary Scale for Professional and Technical Staff in State-Owned Public Institutions) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, staff members, and armed forces personnel (hereinafter referred to as Decree No. 204/2004/ND-CP).
2. Salary classification shall be carried out as follows:
a) In cases where the staff member has a college degree or higher that meets the requirements of the administrative staff position, they shall be appointed to the occupational title of administrative staff in educational institutions; if they are currently classified under the type A0 salary scale issued together with Decree No. 204/2004/ND-CP, they shall continue to be classified under that type A0 salary scale;
b) In cases where the staff member is currently classified under the type A1 salary scale or higher or under the type B salary scale, their salary shall be reclassified according to the guidelines set forth in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding the classification of salaries when upgrading civil servant ranks, transferring civil servant ranks, or changing types of civil servants.
Chapter III
IMPLEMENTING PROVISIONS
Article 7. Implementation
1. This Circular serves as the basis for implementing recruitment, utilization, and management of administrative staff in educational institutions for ethnic minorities (district and provincial levels), specialized high schools, preparatory universities, and schools for persons with disabilities under state management.
2. Non-state educational institutions may apply the provisions of this Circular to implement recruitment, utilization, and management of administrative staff in their institutions.
3. Heads of state-owned educational institutions directly managing and utilizing staff members have the responsibility to:
a) Review job positions within the unit, develop plans for appointing occupational titles of administrative staff within their management authority, submit these plans for consideration and decision-making by competent authorities or make decisions according to delegated authority;
b) Make decisions on appointing occupational titles of administrative staff within state-owned educational institutions according to their authority or delegated authority after the appointment plan has been approved by competent authorities.
4. The Ministry of Education and Training, People's Committees of provinces and centrally governed cities have the responsibility to:
a) Direct units under their management to implement the appointment of occupational titles and salary classification for administrative staff;
b) Approve plans for appointing occupational titles and salary classification for staff members transitioning from current civil servant ranks or occupational titles to the occupational title of administrative staff in educational institutions as stipulated in this Circular; resolve issues within their authority during the process of appointing occupational titles and salary classification;
c) Make decisions on appointing occupational titles and salary classification for staff members under their management to the occupational title of administrative staff in educational institutions according to their authority;
d) Report the results of appointing occupational titles and salary classification for administrative staff under their management to the Ministry of Education and Training.
Article 8. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from June 17, 2019.
2. The Head of the Office, Director of the Department of Teachers and Educational Management; Director of the Cadre and Civil Service Department; heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; related agencies, organizations, and individuals have the responsibility to implement this Circular./.
