Issuing "National Technical Regulations on Quality of Internet Access Service on 5G Land Mobile Network"

Pursuant to the Law on Telecommunications dated November 23, 2009;
WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Standards and Technical Regulations;

The Minister of Information and Communications issues this Circular prescribing National Technical Regulations on Quality of Internet Access Service on 5G Land Mobile Network.
Article 1. Attached herewith are the National Technical Regulations on Quality of Internet Access Service on 5G Land Mobile Network (QCVN 126:2021/BTTTT).
Article 2. This Circular takes effect from July 1, 2022.
Article 3. The Heads of the Office, Directors of Science and Technology Departments, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Information and Communications Departments under central cities and provinces, and relevant organizations and individuals shall be responsible for implementing this Circular.

on quality of Internet access service on the 5G Land Mobile Network
1.GENERAL PROVISIONS
1.1. Scope of Application
These regulations set out the limit levels for quality indicators applicable to Internet access services on 5G land mobile networks.
1.2. Applicability
These regulations apply to State management agencies and telecommunications enterprises providing Internet access services on 5G land mobile networks (hereinafter referred to as DNCCDV) for the purpose of managing the quality of such services in accordance with national regulations and those of the Ministry of Information and Communications.
These regulations also serve as a basis for users to monitor the quality of Internet access services on 5G land mobile networks provided by enterprises.
1.3. Referenced Documents
ITU-R M.2410-0 (11/2017) “Minimum requirements related to technical performance for IMT-2020 radio interface(s)”.
1.4. Terms and Definitions
1.4.1. Internet access service
A service that provides Internet users with the ability to access the Internet.
1.4.2. Internet access service on 5G land mobile network
A service that provides Internet users with the ability to access the Internet through the 5G land mobile network (5G network).
1.4.3. Service coverage area
The geographic area where DNCCDV announces the availability of Internet access service on the 5G network according to the quality levels specified in Article 2.1 of these regulations.
1.4.4. Service Quality
The overall result of quality indicators reflecting the satisfaction level of service users with the service.
1.4.5. Service access delay
The time from when the user equipment (UE) starts accessing the service until it successfully accesses the service.
1.4.6. Successful service access
An access attempt where the UE has been connected to the 5G network of DNCCDV and is ready to exchange data over the Internet.
1.4.7. Unsuccessful service access
An access attempt where the UE cannot successfully access the service.
1.4.8. Data transmission
The process where UE, after successfully accessing the service, begins exchanging data over the Internet.
1.4.9. Downlink (download)
Data transfer from the Internet through the 5G network of DNCCDV to the UE.
1.4.10. Uplink (upload)
Data transfer from the UE to the Internet through the 5G network of DNCCDV.
1.4.11. Data transmission loss
Data transmission that is interrupted mid-way due to network causes.
1.4.12. Determination method
The determination method is a set of service quality evaluation methods with a minimum sampling rate prescribed for state management agencies and IPTV service providers to use in measuring service quality.
Each quality indicator is defined by one or more different determination methods. In cases where a quality indicator is determined by multiple methods prescribed in these regulations, the quality indicator is deemed compliant only if each method yields results that meet the prescribed standards.

2.TECHNICAL REGULATIONS
2.1. Technical Quality Indicators
2.1.1.Radio network availability
2.1.1.1.Definition
Radio network availability is the ratio (%) between the number of measurement samples with received signal strength greater than or equal to -121 dBm and the total number of measurement samples.
2.1.1.2.Criteria
Radio network availability ≥ 95 %.
2.1.1.3.Method for determination
Simulation method: The minimum number of measurement samples is 100,000 samples, conducted outdoors at different times of the day within the service coverage area.
2.1.2.Service access failure rate
2.1.2.1.Definition
Service access failure rate is the ratio (%) between the number of unsuccessful service access attempts and the total number of service access attempts.
2.1.2.2.Criteria
Service access failure rate ≤ 5 %.
2.1.2.3.Method for determination
Simulation method: The minimum number of measurement samples is 1,500 samples, distributed according to testing conditions: indoor measurements (minimum 500 samples), fixed outdoor measurements (minimum 500 samples), mobile outdoor measurements (minimum 500 samples). For each testing condition, measurements are conducted at different times of the day within the service coverage area. The time interval between consecutive measurement samples from one UE is a minimum of 30 seconds. General testing requirements are specified in Appendix A.
2.1.3.Average service access delay time
2.1.3.1.Definition
Average service access delay time is the arithmetic mean of the service access delay times.
2.1.3.2.Criteria
Average service access delay time ≤ 50 ms.
2.1.3.3.Method for determination
Simulation method: The minimum number of measurement samples is 1,500 samples, distributed according to testing conditions: indoor measurements (minimum 500 samples), fixed outdoor measurements (minimum 500 samples), mobile outdoor measurements (minimum 500 samples). For each testing condition, measurements are conducted at different times of the day within the service coverage area. The time interval between consecutive measurement samples from one UE is a minimum of 30 seconds. General testing requirements are specified in Appendix A.
2.1.4.Data transmission loss rate
2.1.4.1.Definition
Data transmission loss rate is the ratio (%) between the number of data transmission losses and the total number of file transmissions.
2.1.4.2.Criteria
Data transmission loss rate ≤ 5 %.
2.1.4.3.Method for determination
Simulation method: Simulate measurement samples of file uploads/downloads to/from servers for testing purposes. The minimum number of file transmission measurement samples is 1,500 samples, detailed in Table 1. The duration of one measurement sample ranges from 10 seconds to 30 seconds. The file size used for measurement must be large enough to ensure that the file upload/download cannot be completed within the measurement sample duration. The time interval between consecutive measurement samples from one UE is a minimum of 30 seconds. General testing requirements are specified in Appendix A.

2.1.5.Average data download/upload speed
2.1.5.1.Definition
Average data download/upload speed includes average download speed and average upload speed:
- Average download speed is the ratio between the total download speed of all measurement samples and the total number of measurement samples in the download direction.
- Average upload speed is the ratio between the total upload speed of all measurement samples and the total number of measurement samples in the upload direction.
Where:
- The download speed of each measurement sample is the ratio between the total file size downloaded and the total download time of that sample.
- The upload speed of each measurement sample is the ratio between the total file size uploaded and the total upload time of that sample.
2.1.5.2.Criteria
- Average download speed ≥ 100 Mbit/s.
- Average upload speed ≥ 30 Mbit/s.
- The percentage of samples with download speed greater than or equal to 30 Mbit/s ≥ 95 %.
2.1.5.3.Method for determination
Simulation method: Simulate measurement samples of file uploads/downloads to/from servers for testing purposes. The minimum number of file transmission measurement samples is 1,500 samples, detailed in Table 1. The duration of one measurement sample ranges from 10 seconds to 30 seconds. The file size used for measurement must be large enough to ensure that the file upload/download cannot be completed within the measurement sample duration. The time interval between consecutive measurement samples from one UE is a minimum of 30 seconds. General testing requirements are specified in Appendix A.
2.2.Service quality criteria
2.2.1.Customer support services
2.2.1.1. Definition
Customer support services include answering inquiries, providing advice, guiding usage, receiving requests, and supplying information related to Internet access services on terrestrial 5G mobile communication networks to customers.
2.2.1.2.Criteria
- Customer support services via telephone are available 24 hours a day.
- Success rate of calls reaching the customer assistance service, where connection requests are sent to the operator and answered within 60 seconds ≥ 80 %.
2.2.1.3.Method for determination
- Simulation or calling staff: Conduct simulation or call staff to customer support services, with a minimum of 250 calls at different times of the day.
- Monitoring by equipment or network features: Minimum sample size is all calls over seven consecutive days.
3.MANAGEMENT REGULATIONS
Internet access services on terrestrial 5G mobile communication networks within the scope defined in Article 1.1 must comply with the provisions of this Standard.
4.Responsibilities of service providers
4.1. Telecommunications enterprises providing Internet access services on terrestrial 5G mobile communication networks must ensure service quality in accordance with this Standard, publish service quality, and be subject to inspection by state management agencies in accordance with current regulations.
4.2. Telecommunications enterprises providing Internet access services on terrestrial 5G mobile communication networks are responsible for building servers meeting requirement A1 of Appendix A to ensure service quality monitoring and supervision in accordance with this Standard.
4.3. Telecommunications enterprises providing Internet access services on terrestrial 5G mobile communication networks must publish service coverage areas in digital map form. General requirements for service coverage areas in digital map form are specified in Appendix B.
4.4. Specific responsibilities of telecommunications enterprises providing Internet access services on terrestrial 5G mobile communication networks are stipulated in legal regulatory documents on service quality management.
5.IMPLEMENTATION
5.1. The Telecommunications Authority and Provincial Departments of Information and Communications have the responsibility to guide and organize the implementation of Internet access service quality management on terrestrial 5G mobile communication networks in accordance with this Standard.
5.2. In cases where the provisions set forth in this Standard are changed, supplemented, or replaced, they shall be implemented according to the new document.
5.2. During the implementation of this Standard, if there are issues or difficulties arising, organizations and individuals involved should report in writing to the Ministry of Information and Communications (Science and Technology Department) for guidance and resolution./.

General testing requirements
A1. Testing server
- The testing server must be a dedicated server for testing purposes.
- The testing server does not register a domain name and is identified by an IP address.
- The testing server must be connected to the Internet through a connection with bandwidth greater than or equal to the total traffic of all testing directions.
- The TCP control protocol settings of the testing server must meet the following minimum requirements:
- Maximum Segment Size between 1 380 Bytes and 1 460 Bytes;
- TCP RX Window Size > 4 096 Bytes;
- SACK enabled;
- TCP Fast Retransmit enabled;
- TCP Fast Recovery enabled;
- Delayed ACK enabled (200 ms).
A2. End device performance measurement requirements;
- Support data download speeds greater than the maximum speed that the 5G network can provide;
- Support deployment technologies on the 5G network such as carrier aggregation, MIMO...
A3. Measurement location requirements;
- Indoor measurement conditions: Measurement within public facilities such as airports, railway stations, bus terminals, hospitals, museums...
- Outdoor fixed location measurement conditions: Measurement at concentrated population points such as areas adjacent to railway stations, bus terminals, markets, hospitals, parks, cultural relics and scenic spots...
