CIRCULAR
ISSUING REGULATIONS ON CRITERIA, STANDARDS OF QUALITY, ECONOMIC AND TECHNICAL RATES, AND GUIDELINES FOR IMPLEMENTATION OF SERVICES SUPPORTING SPECIALIZATION AND OPERATIONAL LIBRARY SERVICES AND STUDY AND RESEARCH SUPPORT SERVICES
Pursuant to the Library Law on November 21, 2019;
BASED ON THE GOVERNMENT DECREE NO. 32/2019/NĐ-CP OF APRIL 10, 2019 ON ASSIGNING TASKS, ORDERING OR BIDDING FOR THE SUPPLY OF PRODUCTS AND PUBLIC SERVICES USING STATE BUDGET FUNDS FROM CURRENT EXPENSES;
Pursuant to Decree No. 120/2020/NĐ-CP dated October 7, 2020 of the Government stipulating the establishment, restructuring, and dissolution of public service organizations;
Pursuant to Decree No. 60/2021/NĐ-CP dated June 21, 2021 of the Government stipulating the financial autonomy structure of public service units;
Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government providing for the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
AT THE PROPOSAL OF THE HEAD OF THE LIBRARY DEPARTMENT,
THE MINISTER OF CULTURE, SPORTS AND TOURISM ISSUES THIS CIRCULAR TO ESTABLISH REGULATIONS ON CRITERIA, STANDARDS OF QUALITY, ECONOMIC AND TECHNICAL RATES, AND GUIDELINES FOR PROVIDING SERVICES SUPPORTING SPECIALIZATION AND OPERATIONAL LIBRARY SERVICES AND STUDY AND RESEARCH SUPPORT SERVICES.
Clause 4 of Article 6ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON CRITERIA, STANDARDS OF QUALITY, ECONOMIC AND TECHNICAL RATES, AND GUIDELINES FOR IMPLEMENTATION OF SERVICES SUPPORTING SPECIALIZATION AND OPERATIONAL LIBRARY SERVICES AND STUDY AND RESEARCH SUPPORT SERVICES.
Article 2. Implementation
1. BASED ON THE CRITERIA, STANDARDS OF QUALITY, AND ECONOMIC AND TECHNICAL RATES SET OUT IN THIS CIRCULAR, MINISTRIES, SECTORS, CENTRAL AGENCIES, PROVINCTION PEOPLE'S COMMITTEES, AND CITY PEOPLE'S COMMITTEES UNDER THE DIRECT CONTROL OF THE STATE SHALL CONSIDER AND DECIDE ON APPLYING SPECIFIC RATES SUITABLE TO THE CONDITIONS OF THE UNITS PROVIDING PUBLIC SERVICE AFFAIRS UNDER THEIR MANAGEMENT.
2. IN CASE THE REFERENCED DOCUMENTS OF THIS CIRCULAR ARE AMENDED, COMPLEMENTED, OR REPLACED, THEY SHALL BE IMPLEMENTED ACCORDING TO THE NEWLY ISSUED DOCUMENTS.
3. LIBRARIES AND ORGANIZATIONS USING THE STATE BUDGET TO IMPLEMENT THE PROVISION OF PUBLIC SERVICE AFFAIRS RELATED TO THIS SHALL BASED ON ACTUAL CONDITIONS, PROPOSE TO THE AUTHORIZED AUTHORITIES TO CONSIDER AND DECIDE ON BUILDING SPECIFIC RATES.
Article 3. Effectiveness
1. This Circular takes effect from September 1, 2023.
2. DURING THE IMPLEMENTATION PROCESS, IF ANY ISSUES OR OBSTACLES ARISE, THE AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS SHALL REPORT TO THE MINISTRY OF CULTURE, SPORTS AND TOURISM (THROUGH THE LIBRARY DEPARTMENT) FOR REVIEW AND RESOLUTION./.
