CIRCULAR
Issuing National Technical Regulations on front lighting lamps of road motor vehicles

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Trade 2007;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Department of Science, Technology and Environment and the Director of the Vietnam Vehicle Inspection Center;
The Minister of Transport issues this Circular on National Technical Regulations on front lighting lamps of road motor vehicles.
Article 1. Attached to this Circular are the National Technical Regulations on front lighting lamps of road motor vehicles.
Registration number: QCVN 35:2024/BGTVT.
Article 2. Implementation clause
1. This Circular shall take effect from October 1, 2024.
2. This Circular abolishes Clause 3 of Article 1 of Circular No. 31/2017/TT-BGTVT dated September 22, 2017 issued by the Minister of Transport regarding the issuance of National Technical Regulations on safety glass for automobiles, National Technical Regulations on pneumatic tires for automobiles, and National Technical Regulations on optical characteristics of front lighting lamps of road motor vehicles.
3. Transitional Provisions:
a) For test files registered before the effective date of this Circular, continue testing and certifying quality according to QCVN 35:2017/BGTVT.
b) For types of lamps that have been tested and certified according to QCVN 35:2017/BGTVT, they may continue to be used until the expiration date of the quality certification certificate.
Article 3. Implementation
The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments, the Director of the Vietnam Vehicle Inspection Center, the Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
