Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015; the Law amending and supplementing certain articles and the National Statistical Indicators Catalogue of the Law on Statistics;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to the Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and central city gross domestic product indicators; and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and central city gross domestic product indicators;

Pursuant to Decree No. 41/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion and Decree No. 114/2025/NĐ-CP dated June 3, 2025 of the Government amending Clause 12 Article 3 of Decree No. 41/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion;
At the proposal of the Director of the Department of Planning and Finance;
The Minister of Ethnic Affairs and Religion promulgates this Circular stipulating the statistical reporting system for ethnic affairs, beliefs, and religions.
Article 1. Scope of Regulation
This Circular stipulates the statistical reporting system for ethnic affairs, beliefs, and religions to collect statistical information belonging to the statistical indicator system for ethnic affairs, beliefs, and religions.
Article 2. Applicability
1. Departments and units under the Ministry of Ethnic Affairs and Religion;
2. Provincial Ethnic Affairs and Religion Department or Provincial Department of Home Affairs in cases where localities have not established a Provincial Ethnic Affairs and Religion Department (hereinafter referred to as the provincial ethnic affairs and religion agency);
3. Relevant agencies, organizations, and individuals.
Article 3. Contents of the statistical reporting system for ethnic affairs, beliefs, and religions
1. The statistical reporting system for ethnic affairs, beliefs, and religions specifies the list of statistical reports, statistical report forms, explanations, and instructions on how to fill out statistical report forms aimed at collecting and summarizing statistical information belonging to the statistical indicator system for ethnic affairs, beliefs, and religions. The reporting system includes: List of statistical reports (Annex 1), System of statistical report forms, explanations, and instructions on how to fill out statistical report forms (Annex 2).
2. Reporting Unit
The reporting unit is the provincial ethnic affairs and religion agency, departments, and units under the Ministry of Ethnic Affairs and Religion. The reporting unit is specifically noted in the upper right corner of each statistical form. Agencies and units responsible for reporting must record their names in this position according to regulations. Direct reporting units to the Ministry of Ethnic Affairs and Religion are specified in Column 4 of Annex I, the List of Statistical Report Forms for Ethnic Affairs, Beliefs, and Religions accompanying this Circular.
3. Units receiving reports
The unit receiving reports is the Ministry of Ethnic Affairs and Religion (Department of Planning and Finance) specifically noted in the upper right corner of each form, below the reporting unit.
4. Form Code
The form code consists of two parts: the number part and the letter part; the number part includes two digits reflecting the order of the report; the letter part is recorded in abbreviated uppercase letters, specifically: The first group of letters reflects the reporting period (year - Y; term - T), the second group is written as follows /BC-BDTTG indicating the statistical report form of the Ministry of Ethnic Affairs and Religion.
5. Reporting Period
The statistical reporting period is a specific time frame prescribed for the reporting entity to demonstrate the results of its activities through numerical data according to the criteria in the statistical report forms. The reporting period is specifically noted under the name of each statistical form. The statistical reporting period is calculated according to the Gregorian calendar, including:
a) Periodic statistical reports
Annual statistical report: The annual statistical reporting period runs from January 1 of the reporting year to December 31 of the reporting year.
Term-based statistical report: The term-based statistical reporting period starts from the first day of the reporting term and ends on the last day of that term.
Academic year-based statistical report: Implemented over two reporting periods: The beginning of the academic year reporting period: Reporting date is September 30; The end of the academic year reporting period: Reporting date is May 31.
b) Other statistical reports
Other statistical reports are conducted to help the Minister of Ethnic Affairs and Religion gather additional information beyond what is collected and summarized through the periodic statistical reporting system. The content of other statistical reports is carried out according to the request documents of the Ministry of Ethnic Affairs and Religion.
6. Reporting Deadline
The date of receipt of the report is specifically noted in the upper left corner of each statistical form.
7. Methods of submitting reports
Statistical reports are submitted in two formats: in writing and via electronic statistical reporting software. Written reports can be either paper or electronic. Paper documents must bear the signature and seal of the head of the reporting agency or unit; electronic documents must be verified with the digital signature of the head of the reporting agency or unit to facilitate verification, comparison, and data processing.
Agencies and units implementing the statistical reporting system for ethnic affairs, beliefs, and religions report on the implementation of the statistical reporting system according to the model of the report on the implementation of the statistical reporting system (Annex 3).
Article 4. Responsibilities for Implementation
1. Departments and units under the Ministry of Ethnic Affairs and Religion, according to their functions and responsibilities, are responsible for implementing the statistical reporting system as stipulated in this Circular.
2. The provincial ethnic affairs and religion agency is responsible for:
a) Fully and accurately complying with the content, timing, and period of each form within the reporting system and submitting reports within the prescribed timeframe.
b) Advise the People's Committee of the province to assign and guide departments, agencies, and People's Committees at the commune level to collect statistical information to be sent to the ethnic affairs and religious work agency at the provincial level for consolidation and reporting to the Ministry of Ethnic Affairs and Religion according to the forms prescribed in this Circular, while also reporting to the People's Committee of the province.
3. The Planning-Finance Department shall take the lead and coordinate with relevant Departments and units to implement the reporting system for ethnic affairs, beliefs, and religions statistics; compile statistical data to submit to the Minister of Ethnic Affairs and Religion for issuance.
Article 5. Effective Date
1. This Circular takes effect from July 1, 2025.
2. From the date this Circular takes effect, Circular No. 02/2018/TT-UBDT dated November 5, 2018, issued by the Minister and Head of the National Ethnic Minorities Committee on the reporting system for ethnic affairs statistics ceases to be effective regarding the list of reports, report forms, and instructions and explanations of report forms aimed at collecting and consolidating statistical information within the Statistical Indicators System.
3. During implementation, if the legal normative documents cited for application in this Circular are amended, supplemented, or replaced, they shall be applied according to those amended, supplemented, or replaced documents.
4. During implementation, if there are any difficulties, it is requested that agencies and units send their opinions to the Ministry of Ethnic Affairs and Religion for timely guidance and research for amendment and supplementation.
