CIRCULAR
REGULATIONS ON THE INSPECTION CARD
AND THE ISSUANCE, MANAGEMENT, AND USE OF THE INSPECTION CARD

Pursuant to the Inspection Law No. 84/2025/QH15 dated June 25, 2025;

Pursuant to the Decree No. 216/2025/NĐ-CP dated August 5, 2025 of the Government detailing some provisions and guiding the implementation of the Inspection Law; Pursuant to the Decree No. 109/2025/NĐ-CP dated May 20, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Inspectorate;

The Inspector General of the Government issues this Circular on the model of the Inspection Card and the issuance, management, and use of the Inspection Card. This Circular stipulates the model of the Inspection Card and the issuance, management, and use of the Inspection Card. of Government,

At the proposal of the Director of the Personnel Department and the Director of the Legal Department;

This Circular applies to ministries, ministerial-level agencies with inspection bodies (hereinafter referred to collectively as ministries), People's Committees of provinces and centrally governed cities (hereinafter referred to collectively as provincial People's Committees), inspection bodies, inspectors, and related agencies, organizations, and individuals. 1. Issuing new cards, exchanging cards, reissuing cards, or recalling cards in violation of regulations.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

2. Using the Inspection Card for unauthorized purposes or using the Inspection Card to commit acts that violate the law.

Article 2. Applicability

Article 4. Model of the Inspection Card

1. The Inspection Card is rectangular, measuring 60 mm wide and 90 mm long. The content on the Inspection Card is presented in the Vietnamese Unicode font according to the Vietnamese standard TCVN 6909:2001.

Chapter II
2. The Inspection Card consists of two sides.

a) Front side (Figure 1): Red background, including two lines:

- The top line displays the State Emblem in uppercase letters, bold, size 10.

- The bottom line reads "INSPECTION CARD" in uppercase letters, bold, size 16.

- Between the two lines is the National Emblem with a diameter of 24 mm.

b) Back side (Figure 2): Background with pink floral patterns forming rays emanating from the center; in the middle is the emblem of the Inspection sector, printed faintly, diameter 20 mm; at the upper left corner is the emblem of the Inspection sector with a diameter of 14 mm; from the upper left corner (10 mm away) to the lower right corner is a diagonal red line, width 6 mm.

- State Emblem: Uppercase letters, bold, size 8.

- Motto: Regular letters, bold, underlined, size 8.

- Inspection Card: Uppercase letters, bold, red color, size 12.

+ National Emblem: "SOCIALIST REPUBLIC OF VIETNAM", in capitalized letters, size 8;

- Number: Record the inspector's card number, bold, size 10.

- Name: Record the name of the inspector issued the card, uppercase letters, bold, size 10.

- Rank: Record the inspector rank of the person issued the card, regular letters, bold, size 10.

- Agency: Record the name of the inspection agency, regular letters, bold, size 10.

- Place, date, month, year of issuing the Inspection Card: Regular letters, italic, size 10.

- Portrait photograph of the person issued the Inspection Card: Wearing spring/summer uniform of the Inspection sector, white background, size 20 mm x 30 mm; affixed with a raised quarter-circle stamp at the lower right corner of the photo.

- Validity period: Regular letters, size 10; the line below records the expiration date in regular bold letters, size 10.

- Title of the authorized person signing the issuance of the Inspection Card, uppercase letters, bold, size 8.

- Signature and name of the authorized person issuing the Inspection Card.

- Stamp of the competent state agency issuing the card (diameter 21 mm).

3. The Inspection Card is made of paper material, covered with a protective plastic film, and imprinted with a quarter-circle red stamp containing the abbreviated name of the issuing agency, repeated continuously, at the lower left corner of the back side of the Inspection Card.

- Signature and full name of the authorized person issuing the Inspection Card.

- Seal of the state agency authorized to issue the card (diameter 21 mm).

3. The Inspection Card is made of paper material, covered with an outer protective plastic film, printed with one quarter of a red circular stamp containing the abbreviated name of the issuing agency, repeated continuously, at the lower left corner of the back side of the Inspection Card.

Article 5. Inspector Card Number

1. The Inspector Card number shall be issued to inspectors in the following cases:

a) Being assigned or appointed to the inspector rank;

b) Transferring work to another inspection agency.

2. The Inspector Card number consists of the agency code (in uppercase letters) and the inspector's serial number. The inspector's serial number comprises four digits, starting from 0001.

Article 6. Raised Seal on the Inspector Card

1. The raised seal on the Inspector Card shall be in the form of the official seal of the competent state agency issuing the card, with a diameter of 21 mm.

2. The raised seal shall be used to stamp in the bottom right corner of the photograph of the person to whom the Inspector Card is issued.

3. Units or departments responsible for issuing and distributing Inspector Cards under ministries and provincial People's Committees shall manage and use the raised seal in accordance with the provisions of the law.

Chapter III

ISSUANCE, MANAGEMENT, AND USE OF INSPECTOR CARDS

Article 7. Conditions, Forms, and Time Limit for Issuing Inspector Cards

1. Inspectors shall be considered and decided upon by the competent authority to issue Inspector Cards after receiving a decision assigning or appointing them to the inspector rank. Cards shall not be issued to persons currently under disciplinary review, disciplinary action, or criminal proceedings.

For persons who have less than five years of service until their retirement date as stipulated, Inspector Cards shall only be issued with a usage period up to the retirement date.

2. Forms of issuing Inspector Cards include:

a) Issuing new Inspector Cards;

b) Reissuing Inspector Cards;

c) Replacing Inspector Cards.

3. Within thirty days from the date of receiving complete files, the competent authority shall examine and issue Inspector Cards according to regulations.

Article 8. Issuance of New and Replacement Inspector Cards

1. Issuance of new Inspector Cards in the case of being assigned or appointed to the inspector rank.

2. Reissuance of Inspector Cards in the following cases:

a) Inspectors being assigned or appointed to a higher inspector rank;

b) Inspector Cards having expired their usage period;

c) Due to changes in card number, name, workplace, or other reasons leading to the need to change information of the person to whom the Inspector Card is issued.

3. Procedures and formalities for issuing new and replacement Inspector Cards:

a) The Chief Inspector of other inspection agencies in the People's Army, Public Security, and State Bank of Vietnam shall submit a request letter along with a list and file for issuing new or replacement Inspector Cards to the Inspector General of the Ministry of Public Security, Inspector General of the Ministry of National Defense, Inspector General of the State Bank, and Inspector General of the Secretariat;

b) The Chief Inspector of the Ministry of National Defense, Chief Inspector of the Ministry of Public Security, Chief Inspector of the State Bank, Chief Inspector of provinces, Chief Inspector of the Secretariat, and Chief Inspector established pursuant to international treaties shall examine and compile lists and files attached to the request letter to be submitted to the Minister, Head of a ministry equivalent to a ministry, or Chairman of the provincial People's Committee;

c) Heads of units under the Inspector General's Office shall review and compile lists and files attached to the request letter for issuing new or replacement Inspector Cards to be sent to the Cadre and Civil Servant Affairs Department for compilation and submission to the Inspector General;

d) Based on the request letter and attached files, the Minister, Head of a ministry equivalent to a ministry, or Chairman of the provincial People's Committee shall examine and decide on issuing new or replacement Inspector Cards.

4. Files for issuing new and replacement Inspector Cards include:

a) Request letter for issuing new or replacement Inspector Cards;

b) List of requests for issuing new or replacement Inspector Cards according to Model No. 01 and Model No. 02 promulgated together with this Circular;

c) Original or copy of the decision assigning or appointing to the inspector rank;

d) Two color photographs of the applicant wearing the prescribed uniform, size 20 mm x 30 mm, with full name and unit clearly marked on the back of each photograph;

đ) Old Inspector Card cut at the corner (for the case of reissuing Inspector Cards).

Article 9. Reissuing the Inspection Card

1. The Inspection Card shall be reissued in cases where the Card is lost or damaged and cannot be used.

2. Inspectors submit a request for reissuance of the Inspection Card, stating clearly the reasons for loss or damage of the Card and requesting its reissuance. Heads of inspection agencies and units directly managing inspectors examine and confirm the reasons for loss or damage of the Card.

The procedures and formalities for reissuing the Inspection Card are carried out in accordance with Clause 3 of Article 8 of this Circular.

3. Documents for reissuing the Inspection Card include:

a) Request for reissuance of the Inspection Card;

b) Document proposing reissuance of the Inspection Card;

c) List of requests for reissuance of the Inspection Card according to Model No. 03 issued together with this Circular;

d) Two passport-sized photographs (20 mm x 30 mm) wearing the inspection uniform, with full name and agency/unit written on the back.

Article 10. Validity Period and Use of the Inspection Card

1. The validity period of the Inspection Card is five years from the date of issuance.

2. Inspectors use the Inspection Card when performing inspection tasks.

3. Inspectors are responsible for preserving the Inspection Card. In case the Card is lost or damaged, the inspector must report to the head of the direct management agency to reissue the Card in accordance with regulations.

Article 11. Revocation of the Inspection Card

1. The revocation of the Inspection Card shall be implemented in the following cases:

a) Inspectors are relieved of their positions as provided for in Article 13 of Decree No. 216/2025/NĐ-CP dated August 5, 2025 of the Government detailing certain provisions and guiding the implementation of the Law on Inspection;

b) Cases of reissuing the Inspection Card as prescribed in Clause 2 of Article 8 of this Circular;

c) When inspectors retire as stipulated.

2. Inspectors are responsible for returning the Inspection Card when they fall under the cases specified in Clause 1 of this Article.

3. Heads of inspection agencies, Directors of the Cadre Organization Department under the Government Inspectorate implement the revocation of the Inspection Card, cut the corner of the Card, and report to the competent authority issuing the Card.

Article 12. Management of the Inspection Card

1. The Minister, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees are responsible for managing the Inspection Cards of inspectors within their authority to rank and appoint.

2. Chiefs of the Ministry of National Defense Inspectorate, Chiefs of the Ministry of Public Security Inspectorate, Chiefs of the State Bank Inspectorate, Chiefs of Provincial Inspectorates, Chiefs of Cryptographic Inspectorates, Chiefs of Inspectorates established pursuant to international treaties, Directors of the Cadre Organization Department under the Government Inspectorate have the following responsibilities:

a) Examine and compile lists, send documents requesting the Minister, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees to issue new, reissue, exchange, or revoke Inspection Cards for inspectors under their management;

b) Issue Inspection Cards, revoke Inspection Cards, and maintain records of new issuance, reissuance, and exchange of Inspection Cards;

c) Monitor and inspect the use of Inspection Cards by inspectors under their management. When discovering inspectors using the Card for improper purposes or not in accordance with regulations, they shall propose that the competent authorities handle the matter in accordance with the law.

Chapter IV

IMPLEMENTING PROVISIONS

Article 13. Effective Date

1. This Circular takes effect from the date of signature.

2. This Circular replaces Circular No. 05/2024/TT-TTCP dated April 26, 2024 of the Government Inspector General regarding the model of the Inspection Card and the issuance, management, and use of the Inspection Card.

Article 14. Transitional Provisions

1. After this Circular takes effect, competent agencies shall review and replace all Inspection Cards in accordance with this Circular.

2. Inspection Cards issued in accordance with Circular No. 05/2024/TT-TTCP continue to be managed and used until replaced in accordance with this Circular.

Article 15. Responsibility for Implementation

1. The Minister, Heads of agencies with inspection bodies, Chairpersons of provincial People's Committees are responsible for implementing regulations on the Inspection Card for inspectors under their management.

2. During the implementation process, if there are emerging issues or difficulties, agencies, organizations, units, and individuals are requested to promptly reflect them to the Government Inspectorate for research, amendment, and supplementation as appropriate.
