DECREE

Regarding the dissolution of communes and adjustment of commune administrative boundaries, establishment of communes under the districts of Tuong Duong, Thanh Chau, Anh Son, Yen Thanh, Hung Nguen, Nghe An province

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Nghe An province,

DECREE:

Article 1. Dissolve communes and adjust commune administrative boundaries, establish communes under the districts of Tuong Duong, Thanh Chau, Anh Son, Yen Thanh, Hung Nguen, Nghe An province as follows:

1. Dissolve the following communes under the district of Tuong Duong:

Dissolve the communes: Kim Da, Kim Tien, Huu Duong, Luu Mai.

2. Adjust the administrative boundaries of dissolved communes:

- Adjust 10,579.75 hectares of natural area and 355 households of Kim Da commune; 4,567.66 hectares of natural area of Kim Tien commune to be managed by Lượng Minh commune.

- Adjust 4,320.77 hectares of remaining natural area of Kim Da commune to be managed by Yên Na commune.

- Adjust 6,656.05 hectares of natural area and 236 residents of Huu Duong commune; 7,662.00 hectares of remaining natural area of Kim Tien commune to be managed by Huu Khuong commune.

- Adjust 6,403.17 hectares of natural area and 350 residents of Luu Mai commune and 3,073.18 hectares of natural area of Huu Duong commune to be managed by Nhon Mai commune.

- Adjust 1,929.36 hectares of natural area of Luu Mai commune to be managed by Mai Son commune.

- Adjust 3,650 residents of Kim Da commune and 1,598 residents of Huu Duong commune to the resettlement area of Hanh Lam commune, Thanh Chau district to establish Thanh Son commune.

- Adjust 2,725 residents of Kim Tien commune; 1,585 residents of Luu Mai commune to the resettlement area of Thanh Huong commune, Thanh Chau district; 1,073 residents of Huu Duong commune and 1,435 residents of Huu Khuong commune to the resettlement area of Thanh Thinh commune, Thanh Chau district to establish Ngoc Lam commune.

3. Adjust the administrative boundaries of communes to form communes under the districts of Thanh Chau, Anh Son, Hung Nguen, Yen Thanh:

a) Establish Thanh Son commune under Thanh Chau district based on adjusting 6,739.46 hectares of natural area of Hanh Lam commune and 647.63 hectares of natural area of Thanh My commune; 3,650 residents of Kim Da commune (dissolved commune) and 1,598 residents of Huu Duong commune (dissolved commune) under Tuong Duong district.

Thanh Son commune has 7,387.09 hectares of natural area and 5,248 residents.

Administrative boundary of Thanh Son commune: East borders Ngoc Lam commune and Thanh Huong commune; West borders Hanh Lam commune; South borders the Lao People's Democratic Republic; North borders Hanh Lam commune and Thanh My commune.

b) Establish Ngoc Lam commune under Thanh Chau district based on adjusting 5,269.79 hectares of natural area of Thanh Huong commune; 3,652.85 hectares of natural area of Thanh Thinh commune; 2,725 residents of Kim Tien commune (dissolved commune); 1,585 residents of Luu Mai commune (dissolved commune); 1,073 residents of Huu Duong commune (dissolved commune) and 1,435 residents of Huu Khuong commune under Tuong Duong district.

Ngoc Lam commune has 8,922.7 hectares of natural area and 6,818 residents.

Administrative boundary of Ngoc Lam commune: East borders Thanh An commune and Thanh Thuy commune; West borders Thanh Son commune and the Lao People's Democratic Republic; South borders the Lao People's Democratic Republic; North borders Thanh Huong commune, Thanh Thinh commune and Thanh My commune.

c) Establish Hoa Son commune under Anh Son district based on adjusting 2,077.22 hectares of natural area and 6,715 residents of Hoi Son commune; 389.17 hectares of natural area of Tuong Son commune.

Hoa Son commune has 2,466.39 hectares of natural area and 6,715 residents.

Administrative boundary of Hoa Son commune: East borders Hoi Son commune; West borders Tuong Son commune; South borders Mon Son commune, Con Cuong district; North borders Duc Son commune.

d) Establish Hung Yen Bac commune under Hung Nguen district based on adjusting 861.37 hectares of natural area and 5,050 residents of Hung Yen commune.

Hung Yen Bac commune has 861.37 hectares of natural area and 5,050 residents.

Administrative boundary of Hung Yen Bac commune: East borders Nghi Dien commune, Nghi Loc district; West borders Nam Xuan commune, Nam Dan district; South borders Hung Yen Nam commune, Hung Nguen district; North borders Hung Trung commune, Hung Nguen district and Nghi Cong Nam commune, Nghi Loc district.

đ) Establish Tien Thanh commune under Yen Thanh district based on adjusting 3,321.17 hectares of natural area and 5,288 residents of Ma Thanh commune.

Tien Thanh commune has 3,321.17 hectares of natural area and 5,288 residents.

Administrative boundary of Tien Thanh commune: East borders Ma Thanh commune; West borders Lang Thanh commune and Nghia Binh commune, Tan Ky district; South borders Ma Thanh commune and Lang Thanh commune; North borders Tan Thanh commune, Tan Son commune, Quynh Luu district.

4. After dissolving communes and adjusting commune administrative boundaries, establishing communes under the districts of Thanh Chau, Anh Son, Hung Nguen, Yen Thanh:

a) After dissolving communes and adjusting administrative boundaries of dissolved communes under Tuong Duong district:

- Lượng Minh commune has 22,880.00 hectares of natural area and 3,662 residents.

- Yên Na commune has 14,070.00 hectares of natural area and 6,466 residents.

- Huu Khuong commune has 26,420.00 hectares of natural area and 2,109 residents.

- Nhon Mai commune has 21,625.71 hectares of natural area and 2,870 residents.

- Mai Son commune has 9,437.49 hectares of natural area and 2,062 residents.

Tuong Duong district remains with 281,192.73 hectares of natural area and 68,441 residents, including 18 administrative units, namely communes: Huu Khuong, Lượng Minh, Lưu Kiền, Mai Sơn, Nga My, Xiêng My, Nhơn Mai, Tam Đình, Tam Hợp, Tam Quang, Tam Thái, Thạch Giám, Xá Lượng, Yên Hòa, Yên Thắng, Yên Tĩnh and market town Hoà Bình.

b) After adjusting commune administrative boundaries, establishing communes:

- Hanh Lam commune remains with 10,315.8 hectares of natural area and 7,767 residents.

- Thanh My commune remains with 2,776.7 hectares of natural area and 8,280 residents.

- Thanh Huong commune remains with 3,249.1 hectares of natural area and 8,162 residents.

- Thanh Thinh commune remains with 1,972.7 hectares of natural area and 6,466 residents.

Thanh Chau District has an area of 112,831.06 hectares and a population of 252,459, with 40 subordinate administrative units, including communes: Cat Van, Phong Thinh, Thanh Hoa, Thanh Nho, Thanh Duc, Hanh Lam, Thanh My, Thanh Lien, Thanh Tien, Thanh Linh, Thanh Thinh, Thanh Huong, Thanh An, Thanh Chi, Thanh Khe, Thanh Thuy, Vo Lieu, Thanh Long, Thanh Ha, Thanh Tung, Thanh Giang, Thanh Mai, Thanh Xuan, Thanh Lam, Thanh Hung, Thanh Van, Thanh Tuong, Thanh Phong, Thanh Dong, Dong Van, Thanh Ngoc, Ngoc Son, Xuan Tuong, Thanh Duong, Thanh Luong, Thanh Yen, Thanh Khai, Thanh Son, Ngoc Lam, and Thanh Chau town.

- Hoi Son commune retains an area of 1,875.69 hectares and a population of 5,282.

- Tuong Son commune retains an area of 3,292.20 hectares and a population of 8,728.

Anh Son District has an area of 60,299.91 hectares and a population of 113,129, with 21 subordinate administrative units, including communes: Binh Son, Hung Son, Cao Son, Cam Son, Dinh Son, Duc Son, Hoi Son, Khai Son, Lang Son, Long Son, Linh Son, Phuc Son, Tao Son, Tam Son, Tuong Son, Thanh Son, Thach Son, Tho Son, Vinh Son, Hoa Son, and Anh Son town.

- Hung Yen commune retains an area of 1,950.58 hectares and a population of 5,759 (renamed to Hung Yen Nam commune).

Administrative boundary of Hung Yen Nam commune: East borders Nghi Van commune, Nghi Loc district and Hung Tay commune, Hung Nguen district; West borders Nam Xuan commune, Nam Dan district; South borders Nam Linh commune and Nam Giang commune, Nam Dan district; North borders Hung Yen Bac commune.

Hung Nguen District has an area of 15,920.24 hectares and a population of 114,210, with 23 subordinate administrative units, including communes: Hung Chau, Hung Dao, Hung Khanh, Hung Lam, Hung Loi, Hung Long, Hung Linh, Hung My, Hung Nhan, Hung Phu, Hung Phuc, Hung Tan, Hung Tay, Hung Thong, Hung Thang, Hung Thinh, Hung Tien, Hung Trung, Hung Xa, Hung Xuan, Hung Yen Bac, Hung Yen Nam, and Hung Nguen town.

Ma Than commune retains an area of 1,863.5 hectares and a population of 6,858.

Yen Thanh District has an area of 54,990.08 hectares and a population of 275,105, with 39 subordinate administrative units, including communes: Bao Than, Bac Than, Cong Than, Do Than, Dong Than, Duc Than, Hong Than, Hau Than, Hung Than, Hop Than, Hoa Than, Khanh Than, Lang Than, Long Than, Lien Than, Ly Than, Minh Than, My Than, Nam Than, Nhan Than, Phuc Than, Phu Than, Quang Than, Son Than, Tang Than, Tan Than, Tho Than, Thinh Than, Trung Than, Van Than, Vien Than, Vinh Than, Xuan Than, Dai Than, Tay Than, Kim Than, Ma Than, Tien Than, and Yen Thanh town.

Article 2. This Decree shall take effect 45 days from the date of issuance.

Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Nghe An Province, and the heads of relevant agencies are responsible for implementing this Decree./.
