DIRECTIVE OF THE MINISTRY
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
On Prohibiting the Illegal Import, Circulation, and Use of the Alien Insect Tenebrio Molitor (L) as Bird Food in Vietnam
Currently, some Vietnamese traders have illegally imported a type of alien insect (live larvae) to be used as bird food. This alien insect has the scientific name Tenebrio molitor (L), belonging to the family Tenebrionidae, order Coleoptera. It is a polyphagous insect that causes damage to various products stored in warehouses and does not exist in our country.
Pursuant to the Plant Protection and Quarantine Law, the Plant Quarantine Regulations issued together with Decree No. 92/CP dated November 27, 1993 of the Government, the Minister of Agriculture and Rural Development directs:
1. To prohibit the illegal import, circulation, and use of the alien insect Tenebrio molitor (L) in the domestic market of Vietnam.
2. To request the Chairpersons of People's Committees at all levels, Provincial Departments of Agriculture, Heads of agencies equivalent to Ministries to direct relevant units involved in the import, circulation, and use of this insect species to cooperate with the Ministry of Agriculture and Rural Development to implement this directive effectively.
3. The specialized plant protection inspection organizations at all levels must cooperate with state inspection bodies at all levels to promptly conduct inspections on the illegal import, circulation, and use of this insect within their jurisdiction. They must also organize public awareness campaigns, explain to the people, and administratively handle organizations and individuals who intentionally engage in the illegal import, circulation, and use of this insect.
4. To assign the Plant Protection Bureau to collaborate with research institutions and scientific bodies to collect foreign literature to quickly reach a precise scientific conclusion about this insect species.
Request the Directors of Provincial Departments of Agriculture, centrally administered cities to promptly report to the Ministry of Agriculture and Rural Development on the implementation of this Directive.
