CIRCULAR
Regarding the funding for socialist transformation work for private capitalist commerce and industry in the South

Implementing Directive No. 232-CT/TW dated August 27, 1976 of the Central Committee's Secretariat on the work of socialist transformation for private capitalist commerce and industry in the South;
After reaching consensus with the Central Committee for the Transformation of Private Capitalist Commerce and Industry;
The Ministry of Finance stipulates the expenditure for the various levels of Transformation Committees as follows:
- The budget for the Central Committee for the Transformation of Private Capitalist Commerce and Industry shall be funded from the central state budget and directly allocated by the Ministry of Finance.
- The budgets for the Transformation Committees of Private Capitalist Commerce and Industry under Ministries, General Departments...shall be included in the administrative expenditure budget of those Ministries, General Departments.
- The budgets for the Transformation Committees of Private Capitalist Commerce and Industry at city and provincial levels shall be funded from the city and provincial budgets.
For the 1977 budget, sectors and levels that have not yet prepared their annual budget plans need to prepare them now and submit them to the Ministry of Finance (Ministries, General Departments) or the Financial Departments (localities).
Starting from 1978 onwards, the Central Committee for the Transformation of Private Capitalist Commerce and Industry, as well as the Transformation Committees of Private Capitalist Commerce and Industry under Ministries, General Departments, cities, and provinces must prepare their budget plans according to the general system and incorporate them into their respective sectoral or local budgets to be submitted to the Ministry of Finance.
The projected budget for the various levels of Transformation Committees includes:
- Salary expenses
- Allowance expenses
- Collective welfare expenses
- Health and hygiene expenses
- Social insurance expenses
- Social work expenses
- Administrative expenses
- Travel expenses
- Equipment and furniture purchase expenses
- Transformation work expenses
- Living expenses and welfare for cadres attending training
All such expenditures must comply with the Administrative Budget Management Regulations No. 74-CP dated December 24, 1960 of the Government Chairman and the Circular guiding implementation No. 11-TC/HCP dated June 17, 1961 of the Ministry of Finance, and the State Budget Classification.
Any difficulties encountered during implementation should be reported to the Ministry of Finance for further guidance.
