Regarding the amendment to the guidance on delegating authority to approve technical design and total estimated cost
of Circular Joint No. 04/TTLBguiding the implementation of the Investment and Construction Management Regulation
issued together with Decree No. 42/CP To be consistent with the provisions of Government Decree No. 42/CP dated July 16, 1996 on the issuance of the Investment and Construction Management Regulation and Government Decree No. 92/CP dated August 23, 1997 on amending and supplementing certain articles of the Investment and Construction Management Regulation issued together with Decree No. 42/CP, the Joint Ministries of Construction, Planning and Investment, and Finance guide the cancellation of the content: "The Chairman of the People's Committee of provinces and centrally governed cities may delegate authority to the Director of the specialized construction management department to approve the technical design and total estimated cost of projects within the investment decision-making authority of the provinces and cities" stipulated at Point d, Clause 4, Section IV of Circular Joint No. 04/TTLB dated July 16, 1996 guiding the implementation of the Investment and Construction Management Regulation issued together with Government Decree No. 42/CP./.
To align with the provisions of Government Decree No. 42/CP dated July 16, 1996 on the issuance of the Investment and Construction Management Ordinance and Government Decree No. 92/CP dated August 23, 1997 amending and supplementing certain articles of the Investment and Construction Management Ordinance issued together with Government Decree No. 42/CP, the Ministry of Construction, the Ministry of Planning and Investment, and the Ministry of Finance guide the cancellation of the content: "The Chairman of the People's Committee of provinces and centrally-administered cities may delegate to the Director of the specialized construction management department to approve technical design and total budget estimates for projects within the investment decision-making authority of the provinces and centrally-administered cities," as stipulated in Point d, Clause 4, Section IV of Circular Joint No. 04/TTLB dated July 16, 1996 guiding the implementation of the Investment and Construction Management Ordinance issued together with Government Decree No. 42/CP./.
