Regarding the establishment of the Inter-Ministerial Working Group on ODA
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 87/CP dated August 5, 1997 of the Government on the issuance of the Regulation on Management and Utilization of Official Development Assistance (ODA);
At the proposal of the Minister of Planning and Investment;
DECISION:
Article 1. The Inter-Ministerial Working Group on ODA (referred to as the ODA Working Group) is hereby established.
Article 2. The ODA Working Group shall have the following main functions and tasks:
Advising the Prime Minister on ODA policies, measures to address inter-ministerial issues in the ODA process to accelerate the preparation and implementation of ODA projects, including:
a) Policies for attracting and utilizing ODA to ensure the attraction of a large volume of ODA according to the annual investment plan and medium- and long-term plans; directions for coordinating and allocating ODA according to the government's investment priorities.
b) Coordinating relevant departments within each agency and between agencies in preparing ODA projects, closely monitoring the implementation of ODA projects, and collaborating with representatives of international financial institutions (World Bank, Asian Development Bank, Japan, and other donors) based in Hanoi to resolve difficulties and obstacles from both the domestic and foreign sides during the preparation and implementation of ODA projects.
Article 3. Composition of the ODA Working Group:
1. Chairman: A Deputy Minister of the Ministry of Planning and Investment responsible for external economic affairs.
2. Members:
Deputy Minister of Finance
Deputy Minister of Foreign Affairs.
Deputy Director of the Government Office.
Deputy Governor of the State Bank
3. Secretariat: The Director of the Department of External Economic Affairs of the Ministry of Planning and Investment shall serve as the Head of the Secretariat of the ODA Working Group, including officials at the department level or specialists directly overseeing ODA matters from the Ministry of Planning and Investment, Ministry of Finance, State Bank, Ministry of Foreign Affairs, and the Office of the Government.
Article 4. The permanent office of the ODA Working Group is the Ministry of Planning and Investment. The seal of the ODA Working Group shall be that of the Ministry of Planning and Investment. The operating expenses of the Working Group shall be provided by the state according to current regulations.
Article 5. The ODA Working Group shall be responsible for establishing its operational rules.
Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 7. Ministers: Planning and Investment, Finance, Foreign Affairs, Head of the Office of the Government, Governor of the State Bank, members of the ODA Working Group, and the Secretariat shall be responsible for implementing this Decision./.
