MINISTER OF EDUCATION AND TRAINING

Based on Decree No. 29/CP dated March 30, 1994 of the Government regarding the tasks, authorities, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

At the proposal of the Director of the General Secondary Education Department,

DECISION:

Article 1: Now, together with this Decision, we issue the "Admission Regulations for Secondary Schools and High Schools".

Article 2:

1.This Decision shall take effect fifteen days from the date of signature.

2.The "Provisional Regulations on Admissions to General Secondary Schools and Specialized Classes" issued pursuant to Decision No. 3480/1997/QD-BGD&ĐT dated November 1, 1997; the "Admission Regulations for General Secondary Schools" issued pursuant to Decision No. 216/QD dated February 27, 1986 by the Minister of Education (former); and all previous regulations that conflict with this Decision are hereby repealed.

Article 3: Directors of People's Committees of provinces and centrally governed cities, Heads of the Office, Heads of the Department of Secondary Education, Heads of relevant units, Principals of universities with specialized high school classes, and Directors of Departments of Education and Training are responsible for implementing this Decision.

 

 

REGULATIONS

Admission to Secondary Schools and High Schools

(Issued together with Decision No.: 08/1999/QD-BGD&ĐT, dated February 27, 1999, of the Minister of Education and Training)

Chapter I:
GENERAL PRINCIPLES

Article 1: Admission to the first grade (grade 6 of Secondary School and grade 10 of High School) aims to select students who possess the necessary qualities and abilities to receive the curriculum and content of the respective educational level.

Article 2: The basis for admission includes:

1. Results of the graduation examination of the preceding educational level and results of the admission examination (if applicable);

2. Personal achievements obtained in subject competitions, sports events, cultural activities, singing, drawing, and international letter-writing contests during the final year of the preceding educational level;

3. Implementation of preferential policies in admissions for children of martyrs, war invalids, veterans, children of those entitled to benefits similar to war invalids, students whose father (or mother) is a member of a minority ethnic group in Vietnam, students residing and studying in mountainous, remote, border, island, newly economic zones, and particularly difficult economic areas.

Article 3: Forms of admission include: examination-based admission and assessment-based admission.

Article 4: This form is prepared annually, made into two copies (one copy retained at the commune, one copy sent to the district). ensuring honesty and fairness in the admission process.

Article 5: Responsibilities of levels and agencies in the admission process:

1. The Ministry of Education and Training is responsible for issuing legal documents regarding the admission process.

2. Provincial People's Committees (hereinafter referred to as provincial committees) are responsible for:

Directing the Department of Education and Training to implement admissions in accordance with the regulations of the Ministry of Education and Training;

Based on the proposal of the Department of Education and Training and taking into account local conditions, deciding on the appropriate admission method (examination-based, assessment-based, or a combination of both) for suitability.

Directing sectors and levels within the locality to create favorable conditions and coordinate with the education sector to effectively carry out the admission process.

3. The Director of the Department of Education and Training is responsible to the Ministry of Education and Training and the Provincial People's Committee for the entire admission process in their locality.

4. The Principal of universities with specialized high school classes (hereinafter referred to as universities) is responsible to the Ministry of Education and Training for the entire admission process for specialized high school classes according to the regulations stipulated in the regulations.

5. The Principal of Secondary Schools and High Schools is directly responsible for the admission of students to their schools.

Chapter II:
ELIGIBILITY REQUIREMENTS FOR ENROLLMENT

Article 6: In order to be eligible for enrollment, students must have a valid application file and meet the following conditions:

1. For Grade 6 of Junior High School:

Hold a Primary School Graduation Certificate;

Be between 11 and 13 years old (calculated from year of birth to year of application).

2. For Grade 10 of Senior High School:

Hold a Junior High School Graduation Certificate;

Be between 15 and 17 years old (calculated from year of birth to year of application).

3. Female students, Vietnamese students returning from overseas study, and Vietnamese ethnic minority students studying and residing in mountainous areas, remote regions, border areas, and islands may have their age limit extended by one year; Vietnamese ethnic minority students and Han Chinese students studying and residing in such areas may have their age limit extended by two years.

Students who qualify for multiple age extension criteria shall enjoy the highest age extension level as prescribed.

4. Students applying for enrollment in non-public schools may have their age limit extended by two years compared to the provisions set out in Clauses 1, 2, and 3 of this Article.

5. Students authorized by competent authorities to enroll before their age or skip grades shall have their age for enrollment reduced by the number of years they are permitted to enroll early or skip grades.

6. Students applying for enrollment in Grade 10 of specialized Senior High Schools must also meet the following additional requirements:

a. The subject applied for in the specialized class must have an average score of 8.0 or higher for the entire Grade 9 year.

b. Achieve a satisfactory graduation classification from Junior High School with a good grade. or more.

When necessary, the Department of Education and Training (or university) may specify a higher specific level and announce it in advance in the recruitment rules.

Article 7: The application file includes:

1. Application form for enrollment (according to a unified model prescribed by the Department of Education and Training);

2. Official school record of primary school if enrolling in Grade 6 of Junior High School; official school record of junior high school if enrolling in Grade 10 of Senior High School.

3. A certified copy of a valid birth certificate.

4. Primary School Graduation Certificate (if applying for Grade 6) or Junior High School Graduation Certificate (if applying for Grade 10). In cases where the certificate has not yet been issued, a temporary graduation certificate issued by the District Education and Training Office must be submitted. Upon formal admission, the student must continue to complete the file.

5. A valid certificate of entitlement to preferential treatment (if applicable) issued by a competent authority at the district or county level (or equivalent) or higher.

6. Valid certificates of entitlement to points added for preferential treatment (if applicable).

7. Students who were unsuccessful in the previous year's enrollment must submit additionally:

A statement from the People's Committee of the commune (or ward): Not currently under provisional detention, arrest, or deprivation of civil rights.

A certification from the previous school: Not currently under disciplinary action prohibiting examination participation.

The collection and management of application files shall be carried out in accordance with the regulations of the Department of Education and Training.

Chapter III:
PREFERENTIAL AND INCENTIVE REGIMES

Article 8: Students entitled to preferential treatment through point addition include:

1. Add 3 points: Having a father (or mother) who is a martyr, severely wounded veteran, or severely disabled veteran (with a disability rate of 81% or more).

2. Add 2 points:

Having a father (or mother) who is a veteran, disabled veteran, or person receiving benefits equivalent to veterans of other categories.

Having a father (or mother) who is a Vietnamese ethnic minority and themselves residing and studying in highland areas (as defined by the Central Ethnic and Mountainous Region Committee), remote areas, border areas, islands, and new economic zones (as specified by the Chairman of the Provincial People's Committee).

3. Add 1 point:

Having a father (or mother) who is a Hero of Labor or Hero of the Armed Forces.

Having a father (or mother) who is a Vietnamese ethnic minority and themselves residing and studying outside the areas specified in Clause 2 of this Article.

Han Chinese residents and students residing and studying in the areas specified in Clause 2 of this Article.

Students who meet multiple point addition criteria prescribed in this Article shall only enjoy the highest standard.

Article 9: Students shall be encouraged through point addition in the following cases:

1. Winning a provincial-level award in the final-year subject competition or achieving an individual award from the provincial level upwards in physical education, sports, arts, singing, drawing, or international letter writing during the final year:

National-level award or first-place provincial-level award: Add 2 points;

Second-place provincial-level award: Add 1.5 points;

Third-place provincial-level award: Add 1 point.

2. Students graduating with excellent or good grades in the lower-level education assessment will be awarded points for encouragement:

Excellent grade: Add 2 points;

Good grade: Add 1 point.

Students who meet multiple point addition criteria prescribed in this Article shall have their points for encouragement added to the total points for admission (not exceeding 4 points).

Article 10: The preferential and incentive regimes stipulated in Articles 8 and 9 do not apply to the enrollment of Grade 10 of specialized Senior High Schools.

For enrollment in enhanced French and English classes, the Ministry will issue separate guidelines.

Apart from the preferential and incentive regimes prescribed in this Regulation, localities shall not propose additional preferential and incentive standards.

Chapter IV:
SELECTION EXAMINATION

Article 11: Selection examination is one of the two methods allowed for enrollment in Senior High Schools and is a mandatory examination for enrollment in specialized Senior High Schools.

Article 12: During the selection examination, students take written tests in the following subjects:

1. For Grade 10 of non-specialized Senior High Schools:

Vietnamese Language: 150 minutes, excluding time for distributing the test paper.

Mathematics: 150 minutes, excluding time for distributing the test paper.

2. For Grade 10 of specialized Senior High Schools: In addition to Vietnamese Language and Mathematics, students must take a third subject which is either another subject or a foreign language; Time allotted for each subject: 150 minutes, excluding time for distributing the test paper. Among the three subjects, one subject will be counted with a coefficient of 2 when assessing admissions. The choice of the third subject and the subject with the coefficient of 2 is determined by the Department of Education and Training or the university. Specialized or a foreign language; Time allotted for each subject: 150 minutes, excluding time for distributing the test paper. 3. The examination program covers the entire Junior High School curriculum, mainly from Grade 9. The scoring system for each test follows the regulations of the Junior High School Graduation Examination.

Article 13: The Department of Education and Training is responsible for preparing examination questions for local examination boards. If examinations are held over several days, the difficulty levels of the questions must be equivalent. The preparation of examination questions and marking guidelines (official and backup) must comply with the curriculum, procedures, confidentiality, and security requirements as stipulated for the Graduation Examination.

The examination for admission to the tenth grade of specialized high schools under universities shall be conducted by the examination committee established pursuant to the decision of the University President and in accordance with the regulations governing university admissions.

Article 14: The determination of the examination date, organization of examination boards, marking procedures, methods of transferring invigilators and examiners, and enrollment quotas for each school in the locality shall be proposed by the Department of Education and Training, formulated into plans and submitted to the Provincial People's Committee for approval and announcement at least two months before the examination date.

Article 15: The determination of the examination date, examination venue, and admission rules for the tenth grade of specialized high schools under universities shall be proposed by the University President, reported to the Ministry of Education and Training, and announced to the Departments of Education and Training and through mass media at least two months before the examination date.

The organization of examination boards, marking procedures, and admission decisions for the tenth grade of specialized high schools under universities shall be regulated and directed by the University President in accordance with university admissions regulations.

Article 16:

1. Students recognized as admitted to non-specialized secondary schools are those students who have not violated examination regulations, have completed all examination subjects, have not obtained a score below 2 in any subject, and have achieved the admission threshold score specified for each school. 2. The admission score for non-specialized secondary schools

Additional points for priority and encouragement as stipulated in Articles 8 and 9.

The admission threshold score

3. is the lowest total score that the school is permitted to accept students according to the allocated quota. 1. Article 17:

Article 18: 1. Higher scores are ranked first, lower scores are ranked last;

2. In case of equal scores, ranking is based on conduct grades (excellent, good, average);

3. If conditions 1 and 2 are equal, priority categories are ranked first.

The list of admitted students must be officially published only after being reviewed and approved by the competent authority:

Article 19: The Department of Education and Training reviews the list of admitted students to secondary schools.

The Ministry of Education and Training (Secondary Education Department) reviews the list of admitted students to specialized secondary schools under universities.

Examination scores and the list of admitted students must be publicly posted at the secondary school where the students applied for admission. Within thirty days from the publication of the admission list, the school must return the application files to unsuccessful applicants.

Article 20: Complaint resolution during the admission examination period shall be carried out in accordance with the regulations for graduation examinations.

Article 21: Admission based on academic performance and graduation examination results from the previous level of education is a method of selecting admitted students primarily using these criteria;

Chapter V:
ASSESSMENT-BASED ADMISSIONS

Article 22: The basis for admitting students to the sixth grade of junior high school includes:

Article 23: 1. Total score from the graduation examination in Vietnamese and Mathematics (for exempted students, the average score of the year in these subjects is taken instead).

2. Priority and encouragement points as stipulated in Articles 8 and 9 (if applicable).

The admission score

is the sum of the aforementioned types of points. The basis for admitting students to the tenth grade of non-specialized secondary schools includes:

Article 24: 1. Total score from the graduation examination (for specially exempted students, the average score of the year in the subject is taken instead of the examination score). Vietnamese and Mathematics are weighted by a factor of 2.

2. Priority and encouragement points as stipulated in Articles 8 and 9 (if applicable).

Students who were not admitted to the tenth grade in the previous academic year (returning students) wishing to reapply must register with the Department of Education and Training two months before the junior high school graduation examination and only need to take the Vietnamese and Mathematics subjects of that examination.

Article 25: The basis for admitting such students is based on the total score of the Vietnamese and Mathematics examination subjects and any additional priority and encouragement points (if applicable).

The Ministry will provide detailed guidance in separate documents.

Student admission shall be carried out in accordance with the principles set forth in Article 18.

Article 26: Each junior high school (or secondary school) shall establish an Admissions Committee (referred to as the Admissions Board) consisting of the Principal as Chair, Deputy Principals as Vice-Chairs, some subject department heads, and a member of the school's educational council as a committee member.

Article 27: The Admissions Board is responsible for establishing a list of admitted students based on their application files and the regulations for student admissions, in accordance with the admission score and the principles outlined in Article 18 up to the enrollment quota.

Based on the list of students reviewed and approved by the competent authority, the Admissions Board shall publicly announce the list of admitted students.

The Department of Education and Training shall formulate plans,

including the admission schedule, examination venues, and enrollment quotas for each school, the number of schools students are allowed to apply for, principles for balancing students among schools in the area, and the levels of review for the list of admitted students to the sixth grade of junior high school and the tenth grade of secondary school... and submit them to the Provincial People's Committee for approval and announcement at least two months before the admission process begins.

Article 28: Commendation and disciplinary actions for staff, teachers, employees, and candidates during the admission examination and student admission process for the sixth grade of junior high school and the tenth grade of secondary school shall be implemented in accordance with the regulations for graduation examinations. Within ten days from the completion of admissions, universities that admit students to specialized secondary schools must submit

OTHER PROVISIONS

Article 29: the list of admitted students

Article 30: along with the examination papers and marking guidelines for review by the Ministry. By August 30th each year, the Departments of Education and Training must report to the Ministry: 1. Guidance documents on admissions,
