Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Article 1. The attached to this Decision are the "Regulations on Scientific Research for Students in Universities and Colleges."

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 3. The Heads of the Office, the Heads of the Science and Technology Department, the University Department, the Political Work Department, the Heads of units directly under the Ministry related to universities, university rectors, college directors, academy directors, and college rectors are responsible for implementing this Decision.

REGULATIONS

On Scientific Research for Students in Universities and Colleges

Chapter 1 GENERAL PROVISIONS

Article 1. Purpose of scientific research:

To contribute to improving the quality of education.

To approach and apply scientific research methods.

To solve some issues in science and practice.

Article 2. Requirements for scientific research:

To be suitable with the capabilities and aspirations of students.

To be consistent with the content of the training program and some practical demands of society.

To align with the orientation of scientific and technological activities of universities and colleges (hereinafter referred to as the institution).

Not to affect regular studies of students.

Article 3. Content and form of scientific research:

Researching issues within the field of training.

Participating in implementing and applying scientific and technological advancements in production, business, daily life, and national defense security.

Participating in scientific conferences, seminars, youth science and technology innovation contests, scientific and technological information, and student science clubs.

Chapter 2 MANAGEMENT OF STUDENT SCIENTIFIC RESEARCH

Article 4. Plan for student scientific research:

Student scientific research is part of the scientific and technological plan of the institution. The implementation and management of student scientific research are carried out according to current regulations on scientific and technological activities.

Article 5. Scientific research topic:

Student research topics can be part of projects at various levels led by lecturers and researchers or chosen independently by students.

Each student or group of students implements the topic under the guidance of lecturers, researchers, and graduate students.

Student research topics are approved and evaluated by the heads of institutions.

Article 6. Research funding:

Annually, the heads of institutions decide to allocate an appropriate amount of funds to support student scientific research activities. This funding is sourced from the following:

State budget allocated for scientific and technological activities.

Regular training funds of the institution.

Other funds of the institution.

Sponsorship from organizations, associations, and individuals both domestically and internationally.

Article 7. Responsibilities of the Science Department of the institutions:

Proposing plans, contents, and organizational measures for annual student scientific research.

Leading coordination with the Training Department, Political Work and Student Affairs Department, Ho Chi Minh Communist Youth Union, Student Association, and other organizations in student scientific research work.

Proposing application schemes for student scientific research outcomes that are suitable for the country's socio-economic development goals and within the scope allowed by the institution.

Article 8. Responsibilities of the heads of institutions:

Drafting guidelines to implement the regulations on student scientific research to align with the institution's objectives, content, training programs, and research conditions.

Considering and selecting works for application, implementing measures, and specifying specific incentives for authors and contributors who successfully apply student scientific research results in practice.

Chapter 3 RESPONSIBILITIES AND RIGHTS OF STUDENTS PARTICIPATING IN SCIENTIFIC RESEARCH AND GUIDING STAFF

Article 9. Responsibilities of students:

Implement assigned research topics according to the institution's scientific and technological activity plan.

Adhering to current regulations on scientific and technological activities.

Article 10. Rights of students:

Being provided with access to available equipment of the institution for conducting scientific research.

Student research outcomes may be published in proceedings, journals, scientific bulletins, and other media.

Article 11. Encouraging student scientific research:

Encouraging students (especially those achieving good grades or higher) to participate in scientific research according to the institution's scientific and technological plan.

Institutions organize annual student scientific research conferences at different levels to summarize and evaluate the results of student research activities, commend students and guiding staff with outstanding achievements.

Annually, the Ministry of Education and Training evaluates and commends works participating in the "Student Scientific Research Award" competition and commends institutions with high achievements in the student scientific research movement.

The Ministry of Education and Training delegates authority to the heads of institutions to consider adding points to the average grade of the current academic year for students whose works win the "Student Scientific Research Award" organized by the Ministry (excluding those who have graduated).

Maximum total points for one work:

- First Prize: 0.4 points

- Second Prize: 0.3 points

- Third Prize: 0.2 points

- Commendation Prize: 0.1 point

The average grade will serve as the basis for scholarship awards, transfer to higher education levels, and other benefits.

Article 12. Responsibilities and rights of guiding staff:

Lecturers and research staff are responsible for participating in guiding students in scientific research (guiding the establishment of objectives, content, and research methods).

Heads of institutions base on the results of students' scientific research to grant additional hours for scientific research to guiding staff (the maximum number of hours for one project is 20 hours).

Article 13. Handling Violations:

In cases where dishonesty is detected in students' scientific research projects, heads of institutions will impose different disciplinary measures on the authors based on the severity of the violation.

Chapter 4 IMPLEMENTING PROVISIONS

Article 14. Implementation Provisions:

This Regulation shall apply to universities, including academies, National Universities, Thai Nguyen University, Hue University, Da Nang University, and colleges throughout the country.
